ANY MEMBER OF THE PUBLIC MAY ADDRESS THE BOARD REGARDING AN ITEM THAT IS NOT LISTED ON THE AGENDA. MEMBERS OF THE PUBLIC MUST FILL OUT A FORM PRIOR TO THE MEETING IN ORDER TO SPEAK. THE BOARD REQUESTS THAT COMMENTS BE LIMITED TO THREE MINUTES FOR AN INDIVIDUAL, SIX MINUTES FOR A GROUP. IN ADDITION, THE LIBRARY BOARD IS NOT ALLOWED TO CONVERSE, DELIBERATE OR TAKE ACTION ON ANY MATTER PRESENTED DURING CITIZEN PARTICIPATION. WE HAVE NO ONE HERE THAT IS WILLING TO PRESENT RIGHT. FIRST ITEM ON OUR CONSENT AGENDA IS TO REVIEW AND APPROVE THE MINUTES FROM OUR FEBRUARY 23RD, 2026 MEETING.

WHAT IS THE WORD I'M LOOKING FOR REQUIREMENTS AS TO SERVE ON THE BOARD. AND THEY WERE ALL OVER THE PLACE. SOME OF THEM YOU HAD TO BE LIVE AND SOME OF THEM YOU DIDN'T. SOME OF THEM YOU DID THIS AND THIS AND THIS.
SO THIS WAS KIND OF THEIR WAY OF CLEANING ALL THAT UP. SO THEY GOT ALL OF THAT APPROVED THROUGH THE STATE AND THROUGH THE CITY COUNCIL. SO THAT MEANS WE'RE UPDATING OUR BYLAWS TO REFLECT THAT. SO THAT'S ALL THAT THIS IS. SO THE FIRST ONE IN YOUR PACKET IS THE ORIGINAL LIBRARY ADVISORY BOARD BYLAWS FROM 2019. I WAIT, WAS IT 2019. NO 2023. EXCUSE ME, 2023. AND THEN THE SECOND ONE, STARTING ON PAGE NINE, IS THE ONE WITH THE UPDATES OF THE QUALIFICATIONS. THERE'S ALSO A SECTION LATER ON WHERE THEY HAD US CHANGE SOME WORDING ABOUT WHEN THE VOTING FOR THE CHAIR AND THE VICE CHAIR WOULD BE, INSTEAD OF HAVING A SPECIFIC. I THINK OUR ORIGINAL ONE SAID THAT JULY MEETING AND THAT SHE WANTED IT CHANGED TO. AT THE FIRST REGULAR MEETING AFTER ANNUAL APPOINTMENTS. THE OTHER THING THEY HAD US CHANGE ANYTHING THAT WAS HAD ANY SORT OF SPECIFIC DATE. BECAUSE IF YOU'LL RECALL, WE NOW HAVE TO POST ALL OF OUR THINGS FIVE DAYS BEFORE. SO IN CASE THERE ARE ANY OTHER CHANGES IN THE FUTURE, WE JUST HAVE IT SAY THAT IT'S WHATEVER THE STATE LAW THAT WE'RE THAT WE'RE COMPLYING WITH WHATEVER THE STATE LAW IS.
