THAT PROGRAM IS FOR ANYONE THAT SERVED IN VIETNAM AND LATER PASSED AWAY ONCE THEY GOT HOME. THAT'S A GREAT WAY TO DO THAT. SO HE WANTED TO SAY THAT HE CELEBRATES ALONG WITH THE FAMILIES THAT ARE HERE. BEFORE WE GET INTO LIFESAVING AWARDS, I WANTED TO RECAP A LITTLE BIT ABOUT JUST THE HISTORY OF WILEY EMS DIVISION. JUST A LITTLE OVER TWO YEARS AGO, WE WERE UP AGAINST THE DECISION. DO WE CONTINUE A PARTNERSHIP WITH A PRIVATE ENTITY, A LONG TERM PARTNERSHIP WE HAVE WITH A PRIVATE AMBULANCE SERVICE, OR DO WE BRING EMS IN-HOUSE? THE DECISION WAS MADE TO BRING EMS IN-HOUSE. AND JUST A LITTLE OVER A YEAR AGO, WILEY FIRE RESCUE FORMALLY STARTED ITS OWN EMS DIVISION WITHIN THE FIRE SERVICE. NOW, WHAT THAT MEANT WAS STATE OF THE ART AMBULANCES, THE BEST OF THE EQUIPMENT. BUT MORE IMPORTANT THAN ANYTHING, THE BEST OF THE PEOPLE. THE PEOPLE THAT WE HAVE, THE MEN AND THE WOMEN THAT WE HAVE RIDING ON OUR AMBULANCES RIGHT NOW, CARRY A GREAT DEAL ABOUT THE CITIZENS AND THE VISITORS OF THE CITY OF WILEY. THEY ALSO CARE A GREAT DEAL ABOUT EMS AND JUST BEING ABSOLUTE EXPERTS IN [00:10:06] THE PROFESSION OF EMERGENCY SERVICES. SO WE'RE VERY GRATEFUL FOR ALL OF THEM. A TON OF AMAZING THINGS HAVE HAPPENED SINCE WE'VE STARTED OUR EMS DIVISION, AND TONIGHT IS A GREAT EXAMPLE OF THAT. BUT THAT WAS NOT AN INEXPENSIVE DECISION TO MAKE, WASN'T AN EASY DECISION TO MAKE. AND I'M VERY GRATEFUL FOR OUR FIRE CHIEF, BUT ALSO CITY MANAGEMENT, THE COUNCIL AND THE MAYOR FOR SUPPORTING THAT, BECAUSE I THINK THAT WE CAN ALL SEE THAT WE MADE THE RIGHT DECISION GOING THAT WAY. SO BY BRINGING EMS IN HOUSE, BY EMPOWERING US, BY ALLOWING US TO HAVE LUCAS DEVICES, GREAT AMBULANCES, GREAT PEOPLE, WE REALLY FEEL LIKE WE CHANGED THE TRAJECTORY FOR THESE PEOPLE. FIRST THING SHE DID WAS SHE CALLED 911 AND IT WAS ANSWERED BY HER COMMUNICATION SPECIALIST, WHO NOT ONLY IS THE PERSON YOU'RE TALKING TO, BUT THERE'S ANOTHER PERSON THEN THAT'S DISPATCHING AND UPDATING THE UNITS. SO WITHIN I THINK IT WAS WITHIN A COUPLE SECONDS THEY HAD EMS ON THE WAY. AND THAT INCLUDES CHIEF BROWN, WHO'S HERE AS A BATTALION CHIEF. ON THE AMBULANCE WAS ZANE NEELEY. ON THE QUINT WAS CAPTAIN HAMM WAS DRIVER, ENGINEER STORM WAS TIM TYPEKIT AND WAS ZACK LITTLEFIELD. SO EVERYONE RESPONDED RIGHT AWAY. THEY IDENTIFIED THAT THIS WAS AN ECMO OR CPR CANDIDATE. WITHIN NINE MINUTES OF ARRIVING ON SCENE, THEY HAD ALREADY INITIATED CARE, LOADED THEM UP, AND WERE HEADED TO MCP. ON THE WAY, LOTS OF DIFFERENT INTERVENTIONS HAPPEN. WE UPDATED THE HOSPITAL WHAT WAS GOING ON AND AS WE ARRIVED, ACTUALLY, AS WE ROLLED IN, WE HAD NOT ONLY THE ECMO TEAM THERE, THE CARDIOLOGY TEAM THERE. OUR MEDICAL DIRECTOR HAPPENED TO BE WORKING AND WAS STANDING THERE, AND THEY TOOK ONE LOOK AT US IN THE HALLWAY. [00:15:01] WE DIDN'T EVEN STOP IN THE ER. THEY SAID, JUST KEEP GOING. SO WE GOT TO THE CATH LAB AND THEY WERE ABLE TO JUST A LITTLE EXPLANATION DOWN AND DIRTY ON CPR IS THEY BASICALLY PUT THE PERSON ON A HEART LUNG BYPASS SO THEY CAN GO IN AND FIX THINGS. MR. GRIEVES WAS AMAZING. IT WAS I BELIEVE IT WAS EIGHT DAYS IN THE HOSPITAL. HE WAS DOING SO WELL. THEY LET HIM GO HOME FROM ICU. HE DIDN'T GO TO THE FLOOR. HE DIDN'T GO TO REHAB. AND AS SAD AS WE ARE, MR. GRIEVES, THEN THEY WERE PLANNING TO RETIRE. AND SO WE WERE ABLE TO RETURN HIM HOME WITH HIS FAMILY, AND HE'S ABLE TO CELEBRATE HIS RETIREMENT. SO WE'RE GOING TO CELEBRATE OUR THE CREWS HERE FIRST. CAN I HAND THIS BACK TO YOU OR DO YOU WANT ME TO. OKAY, SO THIS IS JUNE 18TH. SO WE HAVE OUR DISPATCHERS. WE HAVE EVERYONE FROM STATION ONE. WE MET MULTIPLE TIMES, TALKED OFTEN, AND DEVELOPED A GOOD WORKING RELATIONSHIP TO BENEFIT THE STONEHAVEN PROJECT. RECENTLY, HOWEVER, THE CLIMATE REGARDING THE PROJECT AND THE REALITY OF ITS RENOVATION EVER COMING TO FRUITION HAS DETERIORATED. BOTH SIDES HAVE REACHED A STATE OF FRUSTRATION, BUT ONLY THE SOCIETY HAS THE RIGHT TO FEEL THAT WAY. WE ARE NOT, NOR HAVE WE EVER BEEN. THE PROBLEM. I BELIEVE THERE IS AT LEAST ONE WILEY STAFF MEMBER WHO GENUINELY LOVES HISTORY. PERHAPS SHE WAS REFLECTING ON HER OWN HOPES FOR STONEHAVEN WHEN SHE COPIED ME ON AN EMAIL TO WILEY HISTORICAL SOCIETY VICE PRESIDENT MISS WAKEFIELD ON OCTOBER 21ST. THE EMAIL INCLUDES A LONG LIST OF EXPECTATIONS, ONE OF WHICH IS TO PINPOINT A PROPERTY IN THE DOWNTOWN HISTORIC DISTRICT WHERE WE WOULD DESIRE TO HAVE THE HOUSE MOVED IN OUR BUSINESS. MY HUSBAND AND I HAVE MOVED A LOT OF HOUSES, AND I'M NOT AFRAID OF THE IDEA OR OPPOSED TO IT, BUT I'M SURE YOU'RE AWARE THERE ARE VERY FEW LOTS LEFT IN THE HISTORIC DISTRICT, MUCH LESS ONE THAT WILL FACILITATE A 60 FOOT WIDE HOUSE. NEVERTHELESS, SEVERAL OF US HAVE ALREADY BEGUN EVEN PREVIOUS TO THAT LETTER, SEARCHING FOR A VIABLE PROPERTY. THERE WAS NO MENTION IN THE EMAIL ABOUT WHETHER THE CITY HAD THEIR OWN SUGGESTIONS ABOUT WHERE THIS LOT MIGHT BE, ONLY THAT THE HOUSE WOULD BE SOLD, AND THAT IF I WAS INTERESTED, WE COULD MAKE AN OFFER. WILL THERE BE A CLEAR PATH TO OUR OWNERSHIP, OR WILL THERE BE ADDITIONAL HOOPS FOR US TO JUMP THROUGH BEFORE THE CITY WILL HAND US THE DEED TO THE STONEHAVEN PROPERTY, AND IF [01:15:03] THE HOUSE WILL THEN BELONG TO US, WHY WOULD THE CITY CONTINUE TO BE INVOLVED IN ITS DIRECTION? AND ITS CURRENT USE. STARTED TO HAVE SOME DISCUSSIONS WITH ECONOMIC DEVELOPMENT COUNCIL FOR WILEY, AND THE FEEDBACK WE GOT WAS THE GOAL WAS REALLY TO HAVE A COMMERCIAL USE FOR THE PROPERTY. BECAUSE OF THE SIZE OF THE LOTS AND NEEDING TO CONFIGURE IT WITH A PARKING GARAGE, WITH A GARAGE AND TRYING TO GET AS MUCH LIVABLE SPACE ON THE FIRST FLOOR AS POSSIBLE TO LIMIT THE AMOUNT OF STEPS. IF WE'RE GOING IN A 55 PLUS DIRECTION, THE FEELING WAS THERE WOULD ONLY BE DEMAND FOR A LIMITED AMOUNT OF THESE ON A 55 PLUS BASIS, SO IT'S THERE AS AN OPTION. WE CAN FIT IT ON THE SITE. WE DON'T THINK IT'S GREAT. WE'VE TALKED TO A COUPLE DIFFERENT BROKERS ABOUT IT THAT HAVE HAD VERY SOFT RESPONSE TO IT. I'M HAPPY TO COME BACK TO IT AND TALK FURTHER. THE OTHER WE HAD WAS A 324 UNIT MULTIFAMILY CONCEPT WITH AMENITIES, WITH 54% OF THE UNITS BEING ACTIVE ADULT 55 PLUS, AND COULD WORK ON THE UNIT MIX FOR THE OTHER UNITS TO KEEP THEM MORE IN A ONE BEDROOM COUNTER, THE RIGHT COMBINATION TO LIMIT THE BURDEN ON THE SCHOOL DISTRICT. NEED A COUPLE OF VARIANCES FOR PARKING AND WHATNOT TO THE TO HAVE ON THE SITE TO GET THROUGH THIS, BUT GOOD ACCESS TO HIGHWAY 78 TO EMPLOYMENT CENTERS, PROXIMITY TO GROCERS, PROXIMITY TO OTHER COMMERCIAL USE. AND WE THINK THAT WE CAN ACTUALLY INCORPORATE A LITTLE BIT OF THE EDGES OF THE FLOODPLAINS IN TERMS OF AMENITIES WITH WALKING TRAILS AND WHATNOT THAT REALLY COULDN'T GET USED IN ANY OTHER FASHION. A FEW VARIANCES THAT WE WOULD NEED TO GET APPROVAL FOR AS A PART OF THIS, PARKING 648 WOULD BE REQUIRED BASED ON THE UNIT COUNT. WE'D BE LOOKING AT 542 TO FIT ON THE SITE. A LOT OF THOSE ARE, I BELIEVE, SINGLE FAMILY, OLDER HOMES THAT ARE THERE THAT ARE LOCATED IN THAT SECTION. I WOULD BE OPEN TO LOOKING AT SOMETHING, ESPECIALLY WITH THE TOWNHOMES, IF IT HAD, EVEN IF YOU'RE JUST LOSING THE FRONT 4 OR 5 TO GET A MATCHING RETAIL BUILDING. IF YOU WERE TO LOOK AT THE TOWNHOME PROPOSAL THAT YOU HAD ON HERE, I'D LIKE TO HAVE A LITTLE MORE DEPTH THAN THAT, BUT I'D BE OPEN TO A DISCUSSION. IT IS SOMETHING THAT THE LAND PLAN WENT THROUGH, AND THAT WAS A CITIZEN DRIVEN COMMITTEE, AND THAT COMP PLAN DID PUT IT AS CORE COMMERCIAL CORRIDOR.
