SO FIRST ON OUR AGENDA THIS EVENING IS MUNICIPAL COURT WEEK. SO THOSE WHO ARE HERE, IF YOU'LL COME DOWN AND JOIN US.

THERE WE ARE. SO HERE IN WILEY, WE HAVE A MUNICIPAL COURT, WHICH, AS YOU WILL HEAR IN A LITTLE BIT IN THE PROCLAMATION, MUNICIPAL COURTS ARE WHERE THE LARGEST NUMBER OF CITIZENS INTERACT WITH THE JUDICIARY, SO TO SPEAK, WITHIN THE STATE OF TEXAS, THEY HANDLE MANY DIFFERENT ISSUES FROM TRAFFIC VIOLATIONS, CLASS C MISDEMEANORS, AS WELL AS OTHER THINGS THAT ARE RELATED TO CITY ORDINANCES AND GENERALLY SMALLER LEVEL ISSUES.

AND BECAUSE OF THAT, THEY DO GET TO SEE THE PUBLIC ON A NOT SO INFREQUENT BASIS. BUT WE ARE BLESSED TO HAVE AN EXCELLENT STAFF HERE ALL THE WAY FROM THOSE WHO WORK IN THE DEPARTMENT ON A DAY TO DAY BASIS. YOU CAN IMAGINE THE AMOUNT OF PAPERWORK AND KNOWLEDGE THAT IS REQUIRED TO COMPLETE THAT SUCCESSFULLY. BUT THERE'S ALSO A A CUSTOMER FACING ASPECT. WE TALK ABOUT KNOW YOUR CUSTOMER IN A LOT OF INDUSTRIES. WELL, IN THIS CASE THAT'S YOUR CITIZENS. AND TYPICALLY THEY'RE NOT COMING IN BECAUSE THEY'VE HAD THE BEST DAY EVER THAT THEY'RE TRYING TO RELIVE. SO THEY'RE THERE BECAUSE THEY'RE TRYING TO TAKE CARE OF SOMETHING. MAYBE IT WAS A SPEEDING TICKET, MAYBE IT WAS A CODE VIOLATION, AND THEY ARE THERE TO TRY TO GET THAT RESOLVED. AND AS I'M SURE YOU CAN IMAGINE, PEOPLE ARE NOT ALWAYS HAPPY TO HAVE TO DEAL WITH THAT. AND SO OUR STAFF DOES A GREAT JOB OF BEING ABLE TO WORK WITH THEM AND ENSURE THAT THEY REMAIN HELPFUL, PROFESSIONAL AND PROVIDE A LEVEL OF SERVICE THAT OUR CITIZENS BOTH DESERVE AND EXPECT WHEN THEY INTERACT WITH

I'M LISA MANGUM. I'M THE COURT ADMINISTRATOR. I'VE BEEN IN WILEY FOR 14 YEARS AND WORKED IN COURTS FOR 24 YEARS. I BASICALLY MANAGE THE OPERATIONS OF THE COURT AND JUST A LITTLE BIT MORE ABOUT WHAT WE HANDLE. WE DO HANDLE TRUANCY ISD, AND WE HAVE THREE PART TIME JUDGES THAT WORK WITH US, AND A PART TIME PROSECUTOR. AND OUR JUDGES HANDLE ALL OF THE MAGISTRATE FUNCTIONS, EVERYONE WHO COMES THROUGH THE WILEY JAIL. SO WE HAVE A LOT OF ADMINISTRATIVE HEARINGS AND DIFFERENT THINGS THAT COME ALONG WITH THAT AS WELL FOR SOME OF THE HIGHER CHARGES. SO WE GET A LITTLE BIT OF EVERYTHING, AND I'M GOING TO PASS IT ALONG AND LET EVERYONE INTRODUCE THEMSELVES. I'M DEANNA ARENAS, I'M THE COURT SUPERVISOR, AND I'VE BEEN WITH THE COURT FOR FOUR YEARS. I'M MELISSA DAVIS, I'M THE JUVENILE CASE MANAGER. I HANDLE ALL THE JUVENILE VIOLATIONS, THE TRUANCY TEEN COURT, ANYTHING HAVING TO DO WITH MINORS. HELLO, MY NAME IS JOCELYN BARRAZA. I'VE BEEN WORKING HERE FOR A YEAR. TODAY THIS IS MY ANNIVERSARY. I'M THE FIRST PERSON YOU SEE AT THE WINDOW. I MANAGED TWO DOCKETS AND TRY TO REMEMBER EVERY SINGLE PERSON THAT COMES THROUGH OUR WINDOW. MARK HOWARTH, I'M THE BAILIFF AND THE WARRANT OFFICER. AND OF COURSE, I COME IN PART TIME, AND I RELY ON THESE FINE FOLKS TO TAKE CARE OF EVERYTHING ON, ON A DAILY BASIS. AND THEY DO A TREMENDOUS JOB. I APPRECIATE THEM VERY MUCH. BEFORE WE MOVE ON, I WANTED TO SEE IF YOU WOULD MAYBE LIKE TO GET A LITTLE MORE INFORMATION ON TEEN COURT AND A LITTLE PLUG FOR INVOLVEMENT IN THAT. YES. I'M GOING TO HAND THIS TO MELISSA, WHO RUNS OUR TEEN COURT PROGRAM, WHICH IS FANTASTIC. SO CURRENTLY WE ARE IN THE MIDDLE OF THE YEAR FOR TEEN COURT. SO WE'VE GOT TEEN ATTORNEYS WHO ACT AS THE PROSECUTORS, THE DEFENSE ATTORNEYS. THEY PLAY THE ROLE OF JUDGE BAILIFF. AND WE HAVE A JURY OF TEENS. SO EVERY YEAR WE'LL GET APPLICATIONS FOR PEOPLE WHO WANT TO COME IN AND APPLY. AND THE DOCKET IS SPECIFICALLY FOR JUVENILES AND SOME SOME OLDER KIDS WHO ARE ENROLLED IN HIGH SCHOOL. AND IT'S A WAY TO KEEP A CERTAIN VIOLATIONS FROM APPEARING AS CONVICTIONS ON THEIR RECORD. SO IF YOU GUYS ARE EVER INTERESTED, WE DO HAVE A DOCKET ONCE, ONCE A MONTH. IT'S THE FIRST WEDNESDAY TYPICALLY OF THE MONTH, AND IT STARTS AT 6:00. SO WE WELCOME PEOPLE TO COME IN AND OBSERVE AT ANY POINT. AND WHEREAS MUNICIPAL JUDGES AND COURT SUPPORT PERSONNEL HAVE PLEDGED TO BE EVER MINDFUL OF THEIR NEUTRALITY AND IMPARTIALITY, RENDERING EQUAL SERVICE TO ALL AND TO CONFORM TO THE STANDARDS SET BY THE CANONS OF JUDICIAL CONDUCT. AND WHEREAS MORE PEOPLE, CITIZENS AND NON-CITIZENS ALIKE COME IN PERSONAL CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED, AND WHEREAS THE MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING THE QUALITY OF LIFE IN TEXAS COMMUNITIES THROUGH THE ADJUDICATION OF CLASS C MISDEMEANOR CASES, INCLUDING TRAFFIC VIOLATIONS, SYDNEY CITY ORDINANCE VIOLATIONS, AND OTHER NON TRAFFIC VIOLATIONS. AND WHEREAS, THE MUNICIPAL JUDGES IN COURT SUPPORT PERSONNEL CONTINUALLY STRIVE TO IMPROVE THE ADMINISTRATION OF JUSTICE THROUGH PARTICIPATION IN JUDICIAL EDUCATION PROGRAMS, SEMINARS, WORKSHOPS AND THE ANNUAL MEETINGS OF THEIR STATE AND LOCAL PROFESSIONAL ORGANIZATIONS. OUR SECOND ITEM THIS EVENING IS FOR DOMESTIC VIOLENCE AWARENESS MONTH. SO THOSE WHO ARE HERE, IF YOU WOULD JOIN ME DOWN FRONT, PLEASE. HEY. WHAT'S WRONG? NO. I'M GOOD. WHAT'S UP? NO. OKAY.

SO THIS PROCLAMATION AND RECOGNITION IS ONE. THERE ARE SEVERAL THROUGHOUT THE YEAR THAT I WISH WE DIDN'T HAVE TO DO. AND I THINK EVERYONE UP HERE WOULD TELL YOU THE SAME.

BUT UNFORTUNATELY, WITH THE WORLD THAT WE LIVE IN, DOMESTIC VIOLENCE IS SOMETHING THAT PEOPLE EXPERIENCE. THEY EXPERIENCE IT NOT JUST IN OUR COUNTRY, NOT JUST IN OUR STATE, NOT JUST IN OUR COUNTY, BUT EVEN IN OUR CITY. AND IT'S SOMETHING WHERE WE WANT TO ENSURE THAT WE BRING AWARENESS TO THOSE WHO ARE EXPERIENCING IT, THAT WE ENSURE THAT PEOPLE KNOW THAT IT'S NOT TOLERATED WITHIN THE CITY OF WYLIE, AND MAKING SURE AS WELL, THAT WE PARTNER WITH ORGANIZATIONS SO THAT THOSE WHO HAVE GONE THROUGH IT HAVE THE RESOURCES AND SUPPORT THAT THEY NEED TO BE ABLE TO MOVE FORWARD WITH THEIR LIFE AND TO GET THE HELP THAT THEY NEED, WHETHER THAT'S IN THE FORM OF COUNSELING, PLACEMENT SERVICES AND MORE.

IT'S OFTEN A SITUATION THAT LEAVES PEOPLE WITH TOUGH DECISIONS. FROM AN ECONOMIC STANDPOINT, WHERE AM I GOING TO LIVE? HOW AM I GOING TO GET PUT FOOD ON THE TABLE WHERE WHAT'S GOING TO HAPPEN TO MY CHILDREN? BECAUSE IN LARGE NUMBERS, IT'S OFTEN MOTHERS WITH THEIR CHILDREN WHO WE SEE. AND SO IT'S IMPORTANT FOR US, EVEN THOUGH WE WOULD LOVE TO STAND HERE ONE DAY AND SAY THAT IT'S NO LONGER A PROBLEM, THAT AS LONG AS IT IS THAT WE BRING AWARENESS TO ITS EXISTENCE, THAT WE ENCOURAGE PEOPLE TO SPEAK UP IF THEY SEE SOMETHING, AND THAT WE ENCOURAGE ANYONE OUT THERE WHO HAS GONE GOING THROUGH IT OR HAS GONE THROUGH IT TO UNDERSTAND THAT WE SUPPORT THEM AND WE ARE HERE FOR THEM WITH RESOURCES. AND THAT IT IS. IT DOES NOT MEAN THERE'S ANYTHING WRONG WITH THAT INDIVIDUAL AND THAT THEY ARE LOVED AND THAT THEY ARE WELCOME TO COME AND GET THE SERVICES THAT WE HAVE AVAILABLE THROUGH BOTH THE CITY AND OUR PARTNER AGENCIES. SPEAKING OF THOSE GROUPS, THOSE ARE THE ONES WHO DO THE REAL WORK. SO THIS EVENING WE ARE RECOGNIZING THOSE WHO ARE A MAJOR PART OF COMMUNITY PLANNING WITHIN THE CITY OF WILEY. AS ANYONE WHO HAS BEEN HERE FOR ANY AMOUNT OF TIME KNOWS, CHANGE IS A CONSTANT AND THE CONTINUED GROWTH THROUGHOUT NORTH TEXAS HAS BEEN SOMETHING THAT HAS TOTALLY ENVELOPED THE CITY OF WILEY. WHEN YOU LOOK AT WHERE WE'RE AT NOW, WE HAVE VERY LIMITED AMOUNTS OF LAND IN SPACE THAT ARE LEFT. AND WHEN SOMEONE IS INTERESTED IN MAKING AN INVESTMENT OR RESIDENTS ARE LOOKING TO MAKE CHANGES, WE RELY ON THESE, BOTH VOLUNTEERS AND PROFESSIONALS TO PROVIDE SUPPORT AND ADVICE TO THE COUNCIL AND TO WORK ON BEHALF OF OUR CITIZENS. SO THIS EVENING, I KNOW WE HAVE QUITE A FEW MEMBERS OF OUR PLANNING AND ZONING BOARD. THIS IS A BOARD WHICH REQUIRES QUITE A BIT OF TIME WHEN DONE RIGHT, COMPARED TO THE TIME INVESTMENTS THAT MAY BE MADE ON OTHER BOARDS.

AND WHILE WE'RE RECOGNIZING THE INDIVIDUALS WHO ARE HERE THIS EVENING, THE AMOUNT OF GROWTH, CHANGE AND PLANNING THAT HAS GONE ON OVER THE LAST SEVERAL DECADES WITHIN THE CITY HAS BEEN JUST ENORMOUS.

WE'VE HAD EXPLOSIVE GROWTH. AND SO I APPRECIATE THE WORK THAT ALL OF THESE INDIVIDUALS DO, BECAUSE IT IS A LOT OF WORK. THE PLANNING AND ZONING COMMISSION LISTENS AND REVIEWS HUNDREDS OF PAGES OF DOCUMENTS. SOMETIMES THOSE ARE CUT AND DRY, SO TO SPEAK. WHEN WE HAVE THINGS THAT ARE REQUIRED TO BE APPROVED BY THE STATE IN THE FORM OF PLATS, BUT THEY STILL HAVE TO REVIEW THEM, AND SOMETIMES THEY HAVE DECISIONS THAT MAY FILL THIS COUNCIL CHAMBER WITH PEOPLE WITH DIVERSE OPINIONS AND STRONG OPINIONS ON AN ISSUE, BUT THEY STEP FORWARD TO VOLUNTEER FOR THAT. THEN WE HAVE, I BELIEVE, TWO INDIVIDUALS, AT LEAST FROM OUR PLANNING TEAM THAT ARE HERE THIS EVENING, THOSE WHO HAVE WATCHED ANY MEETINGS HAVE SEEN THEM PRESENT TIME AND AGAIN, THE AMOUNT OF THE NUMBER OF PROJECTS THAT THEY ACTUALLY BRING TO PLANNING AND ZONING OR TO THE CITY COUNCIL, WHAT WOULD YOU SAY, JASON? WHAT PERCENTAGE ACTUALLY MAKE IT THROUGH TO THAT POINT? OH, WHEN I FIRST TALKED TO THIS, THE ONLY I WAS GOING TO SAY SOMEWHERE AROUND 10 OR 15%. SO THE AMOUNT OF WORK THAT GOES INTO THOSE DOESN'T EVEN TOUCH THE AMOUNT OF WORK THAT'S DONE ANSWERING QUESTIONS, PROVIDING FEEDBACK, AND GOING BACK AND FORTH WITH THOSE WHO MAY BE INTERESTED IN DEVELOPING WITHIN OUR COMMUNITY.

AND SOMETIMES THEY HAVE TO TELL THEM NEWS THAT THEY MAY NOT WANT TO HEAR. SOMETIMES THEY HAVE TO GO THROUGH VERY SPECIFIC DETAILS OF THE PROCESS FROM REVIEWING ENGINEERING PLANS, NOTES, AND THINGS OF THAT NATURE. AND SO IT'S A LOT OF WORK THAT GOES INTO IT.
