EXCELLENT. THANK YOU. MY NAME IS JUSTIN STRAUSS. I LIVE AT 1302 ANCHOR DRIVE IN WYLIE. I'VE ALSO HAD THE PRIVILEGE OF SERVING AS A VOLUNTEER ON THE LIBRARY ADVISORY BOARD SINCE 2022. THIS SUMMER, I ALSO HAD THE OPPORTUNITY TO WORK ALONGSIDE SOME OF THE STAFF AT THE SMITH PUBLIC LIBRARY IN THEIR DAILY ROLES, AND I'M HERE TONIGHT TO SPEAK IN SUPPORT OF THE LIBRARY'S MODEST BUDGET REQUEST, A $4,500 INCREASE TO CONTINUE THE INTERLIBRARY LOAN PROGRAM.

UNTIL RECENTLY, THIS PROGRAM WAS SUPPORTED BY FEDERAL FUNDS THROUGH THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES. THAT SUPPORT HAS BEEN SIGNIFICANTLY REDUCED, AFFECTING LIBRARIES ACROSS TEXAS, BUT THE NEED FOR ACCESS HASN'T GONE AWAY. WHILE ON PAPER THIS PROGRAM MAY SEEM SMALL, BUT IN PRACTICE IT PLAYS A BIG ROLE IN REAL LIVES, IT CONNECTS OUR COMMUNITY TO BOOKS AND RESOURCES WE WOULDN'T OTHERWISE HAVE. THROUGH IT, STUDENTS, SENIORS, FAMILIES, AND NEW RESIDENTS GAIN ACCESS TO MATERIALS FROM LIBRARIES ACROSS THE STATE. THE INTERLIBRARY LOAN PROGRAM ALSO LETS OUR LIBRARY SAY YES. WHEN SOMEONE ASKS FOR SOMETHING THAT WE DON'T HAVE ON OUR SHELVES. BUT I ALSO WANT TO SPEAK TO THE BIGGER PICTURE. THIS SUMMER, I WITNESSED SOMETHING REMARKABLE. A TEAM OF PEOPLE WORKING NOT JUST IN A BUILDING FULL OF BOOKS, BUT IN A LIVING, BREATHING COMMUNITY HUB. THE STAFF AT THE SMITH PUBLIC LIBRARY DO MORE THAN CIRCULATE BOOKS. THEY HELP NEIGHBORS PRINT RESUMES, FIND THEIR NEXT GREAT READ, AND THEY HELP CREATE PROGRAMS THAT BRING JOY, LEARNING, AND CONNECTION. THESE PROGRAMS, WHETHER FOR TODDLERS, TEENS, OR ADULTS, DO NOT JUST FILL THE ROOM. THEY LEAVE PEOPLE FEELING SEEN, SUPPORTED AND UPLIFTED. THE STAFF LOVES WHAT THEY DO. THEY SERVE WITH HEART AND COMMITMENT AND LIKE MANY IN PUBLIC SERVICE, THEY WISH THEY COULD DO EVEN MORE. YOU MAY ALREADY KNOW THAT TEXAS RANKS 46TH IN ADULT LITERACY. NEARLY 1 IN 5 ADULTS STRUGGLES WITH BASIC READING AND WRITING SKILLS, AND RESEARCH SHOWS THAT CHILDREN WHOSE PARENTS STRUGGLE TO READ ARE FAR LESS LIKELY TO BECOME STRONG READERS THEMSELVES. AS A PARENT, I KNOW I DON'T ALWAYS HAVE THE ANSWERS. I RELIED ON COMMUNITY, ON FELLOWSHIP, AND ON COMPASSIONATE NEIGHBORS. THE LIBRARY EMBODIES ALL OF THOSE.

THAT'S WHY THIS INVESTMENT MATTERS. LIBRARY SERVICES DON'T JUST BENEFIT CHILDREN OR FAMILIES, THEY BENEFIT ALL OF US. WHEN WE INVEST IN THE LIBRARY, WE INVEST IN OUR CITY'S LITERACY, IN ECONOMIC MOBILITY, AND IN A SENSE OF SHARED COMMUNITY. SO YES, PLEASE APPROVE THE $4,500 TO KEEP THE INTERLIBRARY LOAN PROGRAM RUNNING, BUT I HOPE YOU'LL ALSO SEE IT AS PART OF A LARGER, LONG TERM INVESTMENT IN SOMETHING MUCH MORE MEANINGFUL. MUDDY CREEK WASTEWATER TREATMENT PLANT WITH NORTH TEXAS, WE DID A REVIEW IN JULY OF 2022, WHICH WAS TO REEVALUATE THE RATE INCREASES FOR 23, 24 AND 25. AND SO NOW WE HAVE DONE ANOTHER STUDY REVIEWING OUR CAPITAL PLAN, PERSONNEL AND EQUIPMENT REQUESTS FOR THE NEXT FIVE YEARS. AND NGUYEN IS HERE TONIGHT TO PRESENT THAT STUDY WITH SOME RECOMMENDED INCREASES IN THE RATES FOR THE NEXT FIVE YEARS. THE REASON WE LOOK OUT FIVE YEARS IS BECAUSE IN THE UTILITY, WE THINK WE SHOULD LOOK AT RATES WITH A LONGER TERM VISION. SO WE'D LIKE TO EMPLOY SOME RATE.

GRADUALISM IS WHAT WE CALL IT, SO THAT WE'RE NOT HAVING THE STICKER SHOCK OF A 20% INCREASE WHEN WE NEED IT LATER. RIGHT. AND SO THAT'S WHY YOU SEE A PLAN TO INCREASE ANNUALLY, AS OPPOSED TO WAITING UNTIL WE HAVE TO IN THE FUTURE. OTHERWISE YOU DO HAVE SOME CAPITAL PROJECTS.
