REMEMBER THE NIXLE ALERTS THAT USED TO WARN US EVERY TIME IT RAINED THAT THE S-CURVES WERE SHUT DOWN IMPASSABLE DUE TO HIGH WATER? NOW THAT THE ROAD IS CLOSED, THE ALERTS HAVE STOPPED, BUT THE FLOODING HAS NOT. IT'S ACTUALLY WORSE THAN EVER. AND IT'S NOT JUST THE S CURVES, IT'S THE ENTIRE ROAD. THE WAY THE PETITION WAS WRITTEN IS FOR EMERGENCY SERVICES, NOT JUST FIRE PROTECTION, BUT ANY EMERGENCY SERVICES THAT THAT FALL UNDER 775 THAT ARE REGULATED UNDER THAT. AND WHAT THAT WHAT THAT ALLOWS US TO DO IS CREATE A DIFFERENT FUNDING MECHANISM THAT THE COUNTY CAN PAY FOR EMERGENCY SERVICES WITH. THAT'S UP TO $0.10 FOR CITIZENS OUTSIDE THE CITY LIMITS. AND IN 775 IT WILL.IT ALLOWS FOR THE CITIES TO REGULATE WHETHER OR NOT THEIR ETJ ARE PART OF THAT, PART OF

THOSE BOUNDARIES. YOU CAN EITHER EXCLUDE THEM WITHIN 60 DAYS, WHICH THE 60 DAYS THAT THE DATE WE'RE USING IS THIS FRIDAY THE 25TH. OR YOU CAN ALLOW THEM TO GO INTO THE ETJ AND THOSE RESIDENTS WHICH ARE OUTSIDE THE CITY LIMITS. THEY'RE NOT CITY, THEY'RE NOT CITY OF WILEY RESIDENTS, BUT THEY DO PAY COUNTY TAXES. THEY CAN BE CHARGED THE ESD TAX FOR EMERGENCY SERVICES. AND SO WHENEVER WE WHENEVER WE'VE BEEN WORKING THROUGH THIS, AND I'M NO EXPERT, BUT I HAVE TRIED TO EDUCATE MYSELF, THE TWO BIGGEST CONCERNS I HAD AS LOOKING INTO TO EXCLUDING OR INCLUDING OUR ETJ IS IF THE IF THE EMERGENCY SERVICE DISTRICT ISSUES DEBT AND OR THEY THEY ALLOW FOR SALES TAX TO BE INCLUDED, THEY CAN THEY CAN DO 2% OF THE SALES TAX, WHICH IS NOT BEING DISCUSSED AT THIS POINT. IF THE COUNTY WERE TO DO THAT AND THERE WAS DEBT ISSUED BY THE ESD, THEN THE CITY WOULD POTENTIALLY HAVE TO PAY FOR PRO-RATA THAT THAT MONEY BACK. IF WE WERE TO ANNEX PROPERTY. NOW FROM TALKING TO SEVERAL PEOPLE, SEVERAL ESD CHIEFS, THAT'S A RELATIVELY SMALL AMOUNT OF MONEY, AND IT'S USUALLY NEGOTIATED AT THE TIME OF ANNEXATION, BUT THE ESD WOULD HAVE TO BE MADE WHOLE FOR THAT PARTICULAR FOR THAT PARTICULAR DEBT THAT THEY HAVE NOW. THE COUNTY COLLIN COUNTY COMMISSIONERS COURT ADOPTED SOME ARTICLES OF RESOLUTION. AND THOSE ARTICLES, NUMBER ONE IS THEY WANT TO CONTINUE THE CURRENT SERVICE AGREEMENT WITH EXISTING FIRE DEPARTMENTS THAT ARE ALREADY IN PLACE. BUT OBVIOUSLY THIS WOULD CREATE MORE MONEY IN THE COUNTY'S BUDGET. RIGHT NOW, THE COUNTY BUDGET'S ABOUT $1 MILLION A YEAR FOR FIRE PROTECTION. THERE'S 23 FIRE DEPARTMENTS IN THE COUNTY, AND THEY THEY SPLIT THAT UP AMONGST THOSE FIRE DEPARTMENTS. NOW, AS IT STANDS TODAY, THERE'S BEEN NO DISCUSSION OF HOW THAT MONEY IS GOING TO BE DISTRIBUTED OR HOW THAT MONEY IS GOING TO GO TO EACH CITY FOR THOSE ADDITIONAL SERVICES. IT'S JUST REALLY MOVING THE MONEY FROM THE GENERAL FUND CURRENTLY TO THIS NEW FUNDING MECHANISM. SO THAT'S KIND OF WHERE WE'RE AT TODAY.THERE'LL BE A PUBLIC HEARING IN JULY. AND THEN SHOULD IT, SHOULD IT PASS THROUGH THE COMMISSIONERS COURT AT THAT POINT IT WOULD GO TO THE VOTERS IN NOVEMBER. AND IF IT PASSED, THEN THERE WOULD BE A GAP YEAR THAT WOULD HAVE TO BE WORKED THROUGH WITH THE COUNTY, BECAUSE OBVIOUSLY THERE WOULDN'T BE ANY MONEY FOR THAT FIRST YEAR. AND DURING THAT GAP YEAR, WE WOULD WE WOULD PROBABLY CONTINUE OUR SERVICE JUST LIKE WE DO TODAY. SO THAT THAT'S KIND OF THE HIGH LEVEL. I'LL BE GLAD TO ANSWER ANY QUESTIONS. WHO'S GOING TO REQUIRE EQUIPMENT? EACH ONE OF THEM IS GOING TO REQUIRE A CAR. SO WHATEVER WE CREATE AT THE COUNTY LEVEL, IT'S NOT GOING TO BE AN $11 MILLION HIT RIGHT INTO THE POCKET OF OUR FIRE DEPARTMENTS. IT'S MY CONCERN, RIGHT, BECAUSE THERE WILL BE OVERHEAD THAT COMES WITH ANOTHER BUREAUCRATIC INSTITUTION. YEAH, I DO WANT TO MAKE SURE I'M CLEAR, THOUGH, THEIR STATEMENT OF SHARED PRINCIPLES, ONE OF THOSE ADDRESSES JUST THAT THE DISTRICT SHOULD MINIMIZE ADMINISTRATIVE COSTS TO ENSURE GREATER INVESTMENT IN FIRE DEPARTMENT EMERGENCY SERVICES. SO I DON'T KNOW HOW THEY'RE GOING TO DO THAT. BUT I HAVE HEARD AND SOME OF THE MEETINGS THAT WE'VE ATTENDED THAT THEY PLAN TO USE CURRENT STAFF WITHIN THE COUNTY. AND AGAIN, THIS COULD CHANGE, BUT IT'S JUST THE TALK THAT WE'VE HEARD THAT THEY'RE GOING TO USE CURRENT STAFF, AND THEN THE ESD WOULD ESSENTIALLY CONTRACT OR PAY A PORTION OF THAT THAT EMPLOYEE SERVICES. SO THE GOAL IS FROM THE COUNTY COMMISSIONER FROM THE FROM THE FIRST MEETING WE WENT TO AND THE COMMISSIONERS COURT MET, THEIR GOAL WAS TO MINIMIZE WHAT YOU'RE TALKING ABOUT, GET MORE MONEY TO THE FIRE DEPARTMENTS. AND THEY THEY THEY DID THAT BY ADOPTING THESE SHARED PRINCIPLES. NOW, AGAIN, WE DON'T HAVE ANY CONTROL OVER THE COUNTY. THESE ISDS ARE NOT NEW. THERE'S 350 PLUS IN THE STATE. HOWEVER, WE DON'T HAVE A WHOLE LOT OF ESD OR I'M SORRY, OF ETJ LEFT. THAT'S THAT'S IN THE COUNTY. THAT'S NOT MOST OF OUR COUNTY LAND IS ETJ.AND SO I DON'T THINK THAT WOULD CHANGE. THAT WOULD BE SOMETHING. INSTEAD OF NEGOTIATING WITH THE COUNTY FIRE MARSHAL AND THE COUNTY ADMINISTRATOR, THAT THOSE NEGOTIATIONS WOULD NOW TAKE PLACE WITH THE ESD. I THINK THE PRICING MODEL THAT WE PRESENTED TO Y'ALL LAST YEAR, YOU APPROVED AND THAT WE USE FOR UTILIZATION OF OUR EMS SERVICES WORKS WELL. AND SO WHEN YOU HAVE THAT, YOU HAVE A YOU HAVE A HIERARCHY AND A MANAGEMENT STRUCTURE, JUST LIKE JUST LIKE OUR FIRE DEPARTMENT DOES, BECAUSE THEY DON'T BELONG TO THE CITY, THEY DON'T BELONG TO THE COUNTY, THEY BELONG TO THAT BOARD. AND SO HUMAN RESOURCES PURCHASING ALL OF THOSE THINGS FALL UNDER THAT ESD THE WAY OUR COUNTY'S PROPOSING TO DO IT. THEY DON'T WANT TO GET INTO BRICK AND MORTAR FIRE DEPARTMENT BUSINESS. THE PROBLEM WITH THAT IS, IS NOW WE'VE MADE IT POLITICAL, AND AT THE END OF THE DAY, THIS HAS NOTHING TO DO WITH POLITICS. IT HAS TO DO WITH PEOPLE'S LIVES. AND YOU CAN SAY THAT THEY ARE COUNTY RESIDENTS AND THEY DON'T PAY TAX DOLLARS, THEY DON'T PAY PROPERTY TAX, BUT THEY ATTEND. THEIR KIDS ATTEND OUR SCHOOLS, THEY SHOP IN OUR STORES, THEY EAT AT OUR RESTAURANTS. SO THEY PAY SALES TAX AND THEY SUPPORT OUR COMMUNITIES IN OTHER WAYS.
