[PR1. National Procurement Month.]
BELIEVE THAT WAS THE ONLY COMMENT ON NON-AGENDA ITEMS. SO WE WILL THEREFORE MOVE TO OUR PRESENTATIONS AND RECOGNITIONS. OUR FIRST THIS EVENING WILL BE OUR NATIONAL NATIONAL PROCUREMENT MONTH PROCLAMATION. AND THEN WE WILL MOVE TO THE WILY WAY AWARDS.SO THIS EVENING WE'RE STARTING OUT WITH A PROCLAMATION FOR PUBLIC PROCUREMENT MONTH. SO FOR ALL OF THOSE WHO ARE HERE, PROCUREMENT IS A VERY FANCY WAY OF SAYING, BUYING OR OBTAINING.
AND THEY DO THAT ON BEHALF OF THE CITY, WHETHER IT'S YOU COULD GO INTO THE, THE, THE LONG LIST OF THINGS THAT FALL UNDER THIS WITHIN THE CITY, WHETHER IT'S PLAYGROUND EQUIPMENT, WHETHER IT HAS TO DO WITH, IN SOME CASES, ROADWAY PROJECTS, MANY, MANY THINGS. IT IS A VITAL, VITAL PART OF THE CITY BECAUSE WE HAVE TO MAKE SURE WE DON'T PRODUCE THOSE THINGS AS A CITY. SO WE HAVE TO MAKE SURE THAT WE ARE NOT JUST OBTAINING THEM, BUT DOING SO IN A LEGAL MANNER THAT MEETS THE REQUIREMENTS THAT ARE SET OUT. SO I'D LIKE TO GIVE YOU ALL A CHANCE TO INTRODUCE YOURSELVES THIS EVENING AND ENHANCE WHAT I HAD TO SAY THERE WITH A LITTLE MORE DETAIL ON YOUR DEPARTMENT. AND THIS MONTH. MY NAME IS CHRIS RODRIGUEZ. I'VE BEEN WITH THE CITY FOR ABOUT TWO YEARS AND PURCHASING WE PURCHASED VEHICLES, PLAYGROUND EQUIPMENT, CONSTRUCTION CONTRACTS. WE BID EVERYTHING OVER $50,000. WE SOLICITED OUT FOR COMPETITIVE BIDS. AND WE MAINTAIN ALL THE CONTRACTS AND PURCHASING. HI, I'M KIRBY CROWELL. I'M THE SENIOR BUYER WITH OUR PURCHASING DEPARTMENT. AND ESSENTIALLY WHAT WE DO IS WE WORK TO MATCH, MAXIMIZE THE VALUE OF THE TAX DOLLAR. SO. SO AGAIN, WE'RE VERY THANKFUL TO HAVE SUCH A GREAT DEPARTMENT THAT DOES THIS ON OUR BEHALF. AND AS SHE MENTIONED, IT'S ESSENTIAL THAT THIS EXISTS TO ENSURE THAT WE ARE BEING GOOD STEWARDS OF YOUR MONEY. WHENEVER PROJECTS COME FORWARD, PURCHASES NEED TO BE MADE THAT THEY'RE BEING MADE FROM A REPUTABLE SOURCE WHO CAN DELIVER THAT PRODUCT, BUT ALSO AT THE BEST POSSIBLE PRICE THAT WE CAN OBTAIN ON BEHALF OF OUR CITIZENS. SO WITH THAT, WE DO HAVE A PROCLAMATION THIS EVENING, WHEREAS THE PUBLIC PROCUREMENT PROFESSION PLAYS A SIGNIFICANT ROLE IN THE EFFICIENCY AND EFFECTIVENESS OF BOTH GOVERNMENT AND BUSINESS. AND WHEREAS, IN ADDITION TO THE PURCHASE OF GOODS AND SERVICES, PROCUREMENT ADDS VALUE TO OUR ORGANIZATION BY PERFORMING FUNCTIONS. FUNCTIONS SUCH AS EXECUTING, IMPLEMENTING AND ADMINISTERING CONTRACTS, DEVELOPING STRATEGIC PROCUREMENT STRATEGIES, AND CULTIVATING WORKING RELATIONSHIPS WITH SUPPLIERS AND OTHER DEPARTMENTS WITHIN THE ORGANIZATION. WHEREAS THE CITY OF WILEY'S PROCUREMENT DEPARTMENT IS COMMITTED TO PROVIDING HIGH CALIBER STRATEGIC AND OPERATIONAL SUPPORT OF ALL OTHER DEPARTMENTS WITHIN THE CITY OF WILEY, AND WHEREAS, THE CITY OF WILEY RECOGNIZES, SUPPORTS, AND PRACTICES THE PUBLIC PROCUREMENT VALUES AND GUIDING PRINCIPLES ESTABLISHED BY THE INSTITUTE FOR PUBLIC PROCUREMENT, WITH THE GOAL TO PROMOTE FISCAL RESPONSIBILITY BY OBTAINING THE RIGHT PRODUCT FOR THE RIGHT PURPOSE, AT THE RIGHT TIME, FOR THE RIGHT PRICE TO ACTIVELY SEEK FAIR COMPETITION IN THE PROCUREMENT PROCESS. ENSURE ETHICAL COMPLIANCE WITH FEDERAL, STATE AND LOCAL LAWS, AND TO TREAT SUPPLIERS FAIRLY AND EQUITABLY, AND TO INCREASE PUBLIC CONFIDENCE IN THAT PUBLIC PURCHASING. NOW, THEREFORE, I, MATTHEW PORTER, MAYOR OF THE CITY OF WILEY, TEXAS, ON BEHALF OF THE CITY OF WILEY CITY COUNCIL AND CITIZENS OF WILEY, ON THIS THE 25TH DAY OF MARCH 2025, AM HONORED TO HEREBY PROCLAIM THE MONTH OF MARCH 2025 AS PUBLIC PROCUREMENT MONTH IN WILEY, TEXAS, AND I URGE ALL CITIZENS TO JOIN IN RECOGNIZING THE VITAL ROLE THE CITY OF WILEY
[00:15:03]
PROCUREMENT DEPARTMENT PLAYS IN THE DAILY OPERATIONS OF OUR CITY IN ENSURING ACCOUNTABILITY, TRANSPARENCY, ETHICS, AND IMPARTIALITY. THANK YOU ALL.[PR2. Term 3 Wylie Way Students. (Part 1 of 2)]

MEMBERS OF COUNCIL, AS MENTIONED, THIS IS TO CONSIDER AND ACT UPON THE WRITING OF AN ORDINANCE FOR AMENDING THE LAND USE CHARTS AND SECTION SEVEN OF THE ZONING ORDINANCE IN ORDER TO BASICALLY ELIMINATE SMOKE SHOPS AS A ALLOWED USE BY RIGHT.REQUIRE AN SUP FOR SAID SMOKE SHOPS, AND ALSO ESTABLISH REQUIREMENTS FOR DISTANCES FROM CHURCHES, PUBLIC SCHOOLS, AND THAT SORT OF THING. WE'VE TALKED ABOUT THIS AT A COUPLE OF DIFFERENT PUBLIC HEARINGS OR, I'M SORRY, WORK SESSIONS. WHAT YOU SEE BEFORE YOU IS EXACTLY WHAT YOU SAW AT THE WORK SESSION LAST TIME. PNC DID THEIR REVIEW REQUIRED BY LAW AND ASKED A COUPLE QUESTIONS, BUT AT THE END OF THE DAY, THEY VOTED SEVEN ZERO TO RECOMMEND APPROVAL. AND WITH THAT, I'LL BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS. OKAY, SO I'M NOT SEEING ANYONE JUMP IN, BUT IT IS A PUBLIC HEARING, SO I WILL MOVE TO THAT FIRST. SO WITH THAT, I WILL OPEN A PUBLIC HEARING ON THIS ITEM. IF ANY MEMBER OF THE PUBLIC IS PRESENT AND WISHES TO STEP FORWARD AND ADDRESS THE COUNCIL, WE'D ASK THAT YOU DO SO. SO WITH THAT, WITH NO ONE STEPPING FORWARD TO SPEAK, I WILL CLOSE THE PUBLIC HEARING.
AND I WANT TO ASK AGAIN COUNCIL, I KNOW THAT WE'VE HAD MULTIPLE WORK SESSIONS ON THIS. I KNOW IT WENT THROUGH P AND Z. ARE THERE ANY QUESTIONS ON THIS ITEM THIS EVENING? MAYOR PRO TEM THANK YOU. MAYOR. I JUST WANTED TO POINT OUT THAT NONE OF THIS IS RETROACTIVE TO ANY EXISTING FACILITY WITHIN THE CITY. THIS DOES NOT GO BACK TO ANY OPERATING BUSINESS. THIS IS FROM THE POINT OF THIS ITEM BEING APPROVED. IF IT IS APPROVED FORWARD. IS THAT CORRECT, MR. HASKINS? THAT IS CORRECT. MAYOR PRO TEM. THANK YOU SIR. GREAT POINT TO MAKE AGAIN, COUNCILMAN STRANG. YEAH, I THINK THIS IS VERY WELL DONE. AND I JUST WANT TO THANK STAFF FOR ALL THE HARD WORK. I KNOW THIS HAS COME BY A FEW TIMES. IT CAN BE A TRICKY SUBJECT, BUT YES, I THINK THIS IS VERY WELL DONE. THANK YOU. THANK YOU, COUNCILMAN DUKE, THANK YOU FOR ALL YOUR HARD WORK. I'D LIKE TO MAKE A MOTION. MAYOR, I DO HAVE ONE OTHER PERSON WHO'S ASKED TO SPEAK.
OKAY, SO HE'S INDICATING THAT HE'S FINE. SO I WOULD OPEN IT UP TO A MOTION. I'D LIKE TO MAKE A MOTION TO APPROVE. AS PRESENTED, WE HAVE A MOTION TO APPROVE THE ITEM AS PRESENTED. DO WE HAVE A SECOND MAYOR PRO TEM? THANK YOU. I'LL SECOND THE MOTION. SO WE DO HAVE A MOTION WITH A SECOND TO APPROVE THE ITEM AS PRESENTED. COUNCIL, PLEASE CAST YOUR VOTE. MOTION CARRIES SIX ZERO. WITH
[2. Consider, and act upon, Ordinance No. 2025-13 of the City of Wylie, Texas; amending Wylie’s Code of Ordinances, Ordinance No. 2021-17, as amended, Chapter 74 (Offenses and Miscellaneous Provisions) by adding Article III (Camping in Public Places Not Designated as Campsites); amending Chapter 110 (Traffic and Vehicles) by adding Section 110-208 (Pedestrians on Medians).]
THAT, WE'LL MOVE TO ITEM NUMBER TWO, WHICH IS TO CONSIDER AND ACT UPON ORDINANCE NUMBER 20 2513 OF THE CITY OF WYLIE, TEXAS, AMENDING WILEY'S CODE OF ORDINANCES ORDINANCE NUMBER 2021, DASH 17, AS AMENDED. CHAPTER 74 OFFENSES AND MISCELLANEOUS PROVISIONS BY ADDING ARTICLE THREE CAMPING IN PUBLIC PLACES NOT DESIGNATED AS CAMPSITES. AMENDING CHAPTER 110 TRAFFIC IN VEHICLES BY ADDING SECTION 110 DASH 208 PEDESTRIANS ON MEDIANS. MR. MAYOR AND COUNCIL. THE ORDINANCE THAT'S BEING PRESENTED TONIGHT IS TO HIGHLIGHT A BALANCED APPROACH THAT ENSURES PUBLIC SAFETY WHILE RESPECTING THE RIGHTS AND DIGNITY OF ALL RESIDENTS. SO THE GOAL OF THE ORDINANCE IS JUST TO PLACE CLEAR AND CONCISE DEFINITIONS, AS WELL AS WHAT'S AN OFFENSE? WHAT'S NOT AN OFFENSE? AND TO MAINTAIN THAT THE PUBLIC SPACES ARE USED FOR WHAT THEY'RE INTENDED TO BE USED FOR. SO I'M JUST GOING TO HIGHLIGHT A COUPLE OF THINGS IN THE ORDINANCE THAT, YOU KNOW, BASED ON OUR CONVERSATIONS AT THE WORK SESSION. AND OF COURSE, IF THERE'S ANYTHING AS WE GO THROUGH THAT, YOU HAVE A QUESTION ON, FEEL FREE TO JUMP IN. SO I BELIEVE IT'S ON YOUR PAGE 37. WE'VE OUTLINED A COUPLE OF DEFINITIONS. WHAT IT MEANS TO BE A CAMP. SO STORING OF PERSONAL BELONGINGS, MAKING A CAMPFIRE, USING A TENT, SHELTER OR OTHER STRUCTURES OR VEHICLE FOR A LIVING, ACCOMMODATION, CARRYING ON COOKING ACTIVITIES OR EARTH BREAKING, DIGGING OR EARTH BREAKING ACTIVITIES. WE ALSO GIVE A DEFINITION FOR PUBLIC PLACES THAT INCLUDES CITY OWNED OR LEASED CONTROL FACILITIES. PARKS, GROUNDS, PUBLIC BUILDINGS, RIGHTS OF WAY, AS WELL AS THE PARKS. THIS COMPLEX, THE MUNICIPAL COMPLEX[00:50:05]
AND A DEFINITION FOR SHELTER AND STREET. AND IF YOU TURN ON TO PAGE 38, WE OUTLINE WHAT CAMPING IN A PUBLIC PLACE NOT DESIGNATED AS A CAMPSITE. SO IT OUTLINES THE OFFENSES, BUT IT ALSO GIVES SOME EXCEPTIONS. IF YOU'LL NOTICE, I BELIEVE IT IS PAGE 39. ONE OF THE OFFENSES STATES THAT STAND, SIT, RUN OR LOITER ON A ROADWAY MEDIAN THAT MEASURES LESS THAN EIGHT FEET WIDE. GIVEN JUST THE TEXT OF THAT, IT ALMOST SOUNDS LIKE YOU JUST CAN'T WALK THERE AT ALL. BUT FURTHER DOWN IN THE ORDINANCE, THERE ARE THE EXCEPTIONS. IF YOU'RE LEGALLY CROSSING A ROADWAY OR IF YOU'RE RENDERING AID OR INCAPACITATED. I GUESS IS THE WORD VEHICLE THAT HAS BROKEN DOWN OR SOMETHING LIKE THAT. SO WITH THAT, I WILL BE HAPPY TO ANSWER ANY. OH, ONE OTHER THING. BASED ON OUR WORK SESSION, WE DID HAVE A SECTION ON ON PAGE 39, ITEM B FOR REPEAT REPEAT OFFENDERS. SO WE DID ADD THAT IN. SO WITH THAT I'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. OKAY. I KNOW COUNCILMAN WILLIAMS DOES. I WANTED TO ASK ONE QUESTION BECAUSE I KNOW TO COME UP DURING WORK SESSIONS. SO I BELIEVE IT IS THE POLICY AS WELL THAT IF WE HAVE SOMEONE WHO IS SEEN AS POTENTIALLY NEEDING ASSISTANCE, I BELIEVE WILEY PD DOES REACH OUT TO THEM. AND THAT IS THE FIRST. THE FIRST STEP THAT WE MAKE IN OUR PROCESSES IS TO OFFER THEM RESOURCES, RESOURCES THAT ARE WITHIN THE COMMUNITY. IS THAT CORRECT? YES, THAT IS CORRECT. AND AGAIN, I'LL KIND OF A LITTLE DETAIL MORE OF WHAT YOU SAID. THIS ORDINANCE IS NOT INTENDED TO. PUSH AWAY OR NOT BE MINDFUL OF SOMEONE WHO MAY BE EXPERIENCING HOMELESSNESS. WE DO KNOW THAT THAT IS A REALITY. SO THAT IS NOT WHAT THIS ORDINANCE IS. I MEAN, IT'S NOT GOING TO JUST IF SOMEONE EXPERIENCED AT HOME, WE DON'T JUST GO AND START ISSUING A TICKET OR WRITING A FINE OR ANYTHING LIKE THAT.THERE ARE RESOURCES. THE POLICE DEPARTMENT, THERE'S THE HOPE FOR THE CITIES. THERE ARE A NUMBER OF DIFFERENT RESOURCES THAT WILL BE PROVIDED TO THAT INDIVIDUAL. IF THAT IS THE CASE, THAT THAT HAS THEM IN THIS PUBLIC RIGHT OF WAY, THAT WOULD VIOLATE THIS ORDINANCE. I JUST WANTED TO MAKE SURE I KNOW THAT HAVE BEEN PART OF THE DISCUSSION, BUT I WANTED TO MAKE SURE THAT WAS CLEAR THIS EVENING THAT IT ISN'T AN ATTEMPT TO BE. I HEARD FROM MY SIDE PUNITIVE RIGHT TOWARDS INDIVIDUALS IN NEED OF HELP. IT'S JUST TO ENSURE THAT IF PEOPLE NEED ACCESS AS WELL AS A SAFETY ISSUE, AND YOU HAVE SOMEONE IN A MEDIAN WITH VEHICLES TRAVELING AT A HIGH RATE OF SPEED, AND UNFORTUNATELY WE HAVE ACCIDENTS THROUGHOUT THE CITY, THE LIKELIHOOD OF SOMEONE WHO'S STANDING IN A MEDIAN POTENTIALLY BEING STRUCK EXISTS. AND SO IT'S A SAFETY ISSUE IN THAT CASE. SO WITH THAT, I DO KNOW COUNCILMAN WILLIAMS. THANK YOU. MAYOR SALLY, I JUST WANT TO SAY THANK YOU. I'VE READ IT IN ITS ENTIRETY, AND YOU AND STAFF HAVE DONE AN AMAZING JOB WITH THE WORK SESSION AND WHAT WE PUT BEFORE YOU ALL. I KNOW HOW DIFFICULT IT IS WITH THE CONSTRAINTS THAT IT'S UNDER AND THE GOAL OF COUNCIL AND STAFF TO MAKE SURE THAT IT DOESN'T PUT CITIZENS IN A POSITION THAT FEELS LIKE IT'S, YOU KNOW, AGAINST THEM, BECAUSE THAT'S NOT THE INTENT. THE INTENT IS TO MAKE SURE THAT THE ABILITY TO HELP PEOPLE IS THERE. AND FOR MORE PEOPLE THAT ARE TAKING AWAY FROM THAT ABILITY, IT KIND OF DILUTES THAT. SO THAT'S NOT THE GOAL BY ANY MEANS. AND SO I THINK Y'ALL HAVE DONE AN EXCELLENT JOB, AND I THINK IT'S REALLY WELL WRITTEN AND STRUCTURED. THANK YOU. MAYOR PRO TEM THANK YOU. MAYOR, I'D LIKE TO ECHO COUNCILWOMAN WILLIAMS COMMENTS. WE GREATLY APPRECIATE THE WORK OF STAFF, ALONG WITH OUR LEGAL REPRESENTATION, TO TAKE A LOOK AT THIS PUBLIC SAFETY ISSUE AND ENSURE THAT WE ARE DOING WHAT'S RIGHT TO PROTECT PEOPLE, NOT TO BE PUNITIVE IN NATURE. IN ADDITION, THE MULTIPLE AGENCIES THAT ARE AVAILABLE AS RESOURCES WITHIN THE CITY NOT ONLY EXIST WITHIN OUR CITY, BUT IN OUR NEIGHBORING CITIES AS WELL. AND OVER THE LAST FIVE YEARS, IT'S BEEN THE HONOR OF THIS COUNCIL TO HELP THOSE AGENCIES AND TO RECOGNIZE THOSE AGENCIES HERE IN COUNCIL CHAMBERS FOR THE WORK THAT THEY DO WITHIN THE CITY. SO THANK YOU VERY MUCH FOR WORKING WITH THEM.
AND I DO HAVE A FORM FROM A CITIZEN WHO FILLED OUT AND ASKED TO SPEAK ON THIS ITEM. SO I WILL GO AHEAD AND INVITE THEM DOWN. AT THIS TIME. WE HAVE JOEL WALTERS. MR. WALTERS, WHEN YOU COME DOWN, THE MIC IS ALREADY ON. SO IF YOU WILL START WITH YOUR NAME AND YOUR ADDRESS FOR THE RECORD, AND THEN YOU'LL HAVE THREE MINUTES IN WHICH TO ADDRESS COUNCIL. GOOD EVENING.
[00:55:01]
COUNCIL. MY NAME IS JOEL WALTERS AND I'M A WILEY RESIDENT HERE. I LIVE AT 1610 BOXWOOD LANE, WILEY, TEXAS. I'M HERE BECAUSE I CARE ABOUT HOW OUR CITY ADDRESSES THE UNHOUSED AND PANHANDLING. I APPRECIATE THE COUNCIL TAKING THE TIME TO CONSIDER THIS ORDINANCE, AND I HOPE ANY MEASURES PASSED TODAY PRIORITIZE BOTH PUBLIC SAFETY AND REAL SOLUTIONS FOR THOSE IN NEED. I'M INTERESTED IN LEARNING MORE ABOUT HOW WILEY PLANS TO IMPLEMENT AND ENFORCE THIS POLICY MOVING FORWARD. I'VE BEEN IN CONTACT WITH SAMI ROOP, DISTRICT DIRECTOR FOR COUNCILWOMAN COUNCILWOMAN MACY HILL AND DISTRICT SEVEN, REGARDING HOW DIFFERENT CITIES HANDLE THESE ISSUES. I ALSO WANT TO THANK THE MAYOR, MR. MAYOR PORTER, FOR REPLYING TO MY MESSAGE EARLIER THIS WEEK VIA EMAIL CORRESPONDENCE, AND I REALLY APPRECIATE THE TIME TAKEN TO ENGAGE ON THIS. I'VE GONE OVER THE ORDINANCE AS THOROUGHLY AS I COULD, SO PLEASE FEEL FREE TO CORRECT ME IF I'M WRONG. I'D LIKE TO OPERATE IN A SPIRIT OF HUMILITY. TONIGHT, IN REVIEWING THE WILEY ORDINANCE, I NOTICED IT ADDRESSES CONTINUED PANHANDLING WITH INCREASING FINES, WHICH IS AN IMPORTANT STEP IN CONTROLLING AGGRESSIVE SOLICITATION. HOWEVER, I NOTICED THAT FORT WORTH'S AGGRESSIVE PANHANDLING ORDINANCE, SECTION 30, 1630 16, INCLUDES AN ADDITIONAL PROVISION PROHIBITING CONTINUED SOLICITATION AFTER A NEGATIVE RESPONSE, WHICH IS SOMETHING THAT WILEY DID ADDRESS IN THIS ORDINANCE. ONE OF THE OTHER CHALLENGES THAT WE HAVE FACED IS SOMETHING I WANT TO BUILD ON WITH OUR PREVIOUS SPEAKER, WHY CERTAIN INDIVIDUALS REFUSE HELP. ARE THERE GAPS IN OUR RESOURCES, OR DO THEY DISTRUST CERTAIN SERVICES? I BELIEVE THE CITY SHOULD WORK CLOSELY WITH LAW ENFORCEMENT AND SOCIAL SERVICES TO TRACK PATTERNS, IDENTIFY BARRIERS TO ASSISTANCE, AND ENSURE ENFORCEMENT EFFORTS ARE PAIRED WITH OUTREACH. PANHANDLING ISN'T THE SAME AS HOMELESSNESS. WHY SHOULD WHY SHOULDN'T WE TREAT THEM AS SEPARATE ISSUES? IT'S TRUE THAT MANY PANHANDLERS AREN'T HOMELESS, AND MANY HOMELESS INDIVIDUALS DON'T PANHANDLE. HOWEVER, THESE ISSUES OVERLAP, PARTICULARLY WHEN IT COMES TO PUBLIC SAFETY AND ACCESS TO RESOURCES. THE FOCUS SHOULD BE ON BEHAVIOR, NOT STATUS. IF SOMEONE IS BLOCKING TRAFFIC OR BEING AGGRESSIVE, THAT'S DIFFERENT FROM SOMEONE SITTING QUIETLY WITH A SIGN. THIS DISTINCTION IS KEY TO ENSURING THE ORDINANCE IS FAIR AND ENFORCEABLE. I ALSO NOTICED SECTION 7442 EXTENDS ENFORCEMENT 5000FT BEYOND WILEY'S CITY LIMITS, WHICH HELPS ADDRESS BORDER CONCERNS. BUT WITHOUT A CLEAR PROHIBITION ON AGGRESSIVE PANHANDLING, THE ISSUE REMAINS THAT INDIVIDUALS COULD PERSISTENTLY SOLICIT EVEN AFTER BEING TOLD NO, INCLUDING IN CLOSE NEIGHBORING CITIES, WHICH I ASSUME WILEY REMAINS IN GOOD STANDING WITH. I JUST WANTED TO BRING THIS TO YOUR ATTENTION. THANK YOU GUYS. OKAY, SO I KNOW YOU STILL HAVE A LITTLE TIME. I JUST WANT TO CLARIFY, BECAUSE WE CAN ENGAGE WITH YOU WHEN IT'S AN ITEM. SO WOULD I BE CORRECT IN STATING YOU WANT TO ENSURE THAT WHEN IT'S HOMELESSNESS, THAT WE DO HAVE RESOURCES AND OPPORTUNITIES? YEAH. OKAY. AND I'LL LET MISS ALI KIND OF GO THROUGH THAT IN A SECOND. I JUST WANT TO CLARIFY A COUPLE OF POINTS. AND THEN THE OTHER CONCERN WAS FOR AGGRESSIVE PANHANDLING, WHETHER OR NOT THAT'S ADDRESSED. OKAY. LET ME LET ME ASK MISS ALI THEN, BECAUSE I WANTED TO CLARIFY. I LOVED WHAT SHE SPOKE ABOUT. THAT WAS AWESOME. YEAH. AND I, I KNOW I DON'T WANT TO SPEAK FOR HER. I KNOW THAT WE HAVE MULTIPLE RESOURCES, BUT I'LL LET MISS ALI, WHO KNOWS MORE THAN ME, ADDRESS THOSE CONCERNS. I JUST WANTED TO MAKE SURE I WAS UNDERSTANDING WHAT YOU WERE ASKING. THANK YOU, MAYOR PORTER.OF COURSE. SO, MISS ALI, FIRST, ON THE ORDER OF RESOURCES THAT WE OFFER TO THOSE WHO MAY BE UNHOUSED, WHO FIND THEMSELVES IN OUR CITY. IF YOU COULD SPEAK A LITTLE BIT TO BOTH THE WAY THE PD INTERACTS, BUT ALSO OUR NONPROFIT PARTNERS THAT WE INTRODUCE IN THOSE CASES, YES.
SO THE HOPE FOR THE CITIES IS REALLY A COMMUNITY ORGANIZATION. THERE'S PD HAS A REPRESENTATION ON THERE. SOME OF OUR STAFF ARE REPRESENTED ON THAT IN THAT ORGANIZATION FOR PROVIDING FOOD, PROVIDING SHELTER, PROVIDING CLOTHING, PROVIDING MEDICAL. JUST A GAMUT OF THINGS. THERE'S A BELIEVE THEY MEET MONTHLY, AND THEY'RE ALWAYS LOOKING FOR SOMEONE WHO NEEDS HELP. SO IT'S NOT JUST SAY IF THERE'S A HOMELESS PERSON, THEY DON'T EVEN KNOW ABOUT THAT SERVICE, BUT SAY, I'M DRIVING DOWN THE STREET, I SEE THAT PERSON. I CAN TRY TO REACH OUT OR REACH OUT TO THE HOPE FOR THE CITIES TO GIVE THEM A NAME OR A LOCATION OF SOMEONE, SO THEY ARE ACTIVELY INVOLVED IN TRYING TO PROVIDE SERVICES FOR THOSE INDIVIDUALS THAT WANT IT. OKAY. AND FOR THOSE WHO MAY BE EXPERIENCING A MENTAL HEALTH CRISIS, WE HAVE ACTUALLY A MENTAL HEALTH COORDINATOR ON STAFF NOW ON STAFF WITH THE POLICE DEPARTMENT. YES. YEAH. WHO CAN COME OUT AND ASSIST IN THOSE CASES. SO I WANTED TO POINT THAT OUT AS WELL. I KNOW THAT'S OFTEN A CONCERN. AND THEN FINALLY THERE ARE CASES WHERE INDIVIDUALS I'M NOT GOING TO NAME ANYONE, BUT THERE ARE INDIVIDUALS WHO HAVE BEEN APPROACHED AND OFFERED
[01:00:04]
ASSISTANCE, AND THOSE INDIVIDUALS HAVE TURNED THAT DOWN. AND IN THAT CASE, THERE'S NOT A LOT THAT WE CAN DO. WOULD THAT BE A FAIR WAY TO PUT IT? IF THEY STATE THEY DON'T WANT ASSISTANCE FROM ANY OF THE OFFERS? YES, THAT IS A CORRECT STATEMENT. AND THEN TO ADDRESS THE WE'LL CALL IT AGGRESSIVE PANHANDLING ENTERING THE STREET. I KNOW THERE'S NOTHING IN IN THE CHANGES IN THIS ORDINANCE. ARE THOSE ALREADY ON THE BOOKS WITHIN THE CITY? YES, THAT I BELIEVE IT'S PEDDLER'S ORDINANCE OR SOLICITATION. YES. OKAY. SO WHILE IT ISN'T BEING CHANGED THIS EVENING, IT IS SOMETHING THAT WE HAVE ON THE BOOKS ALREADY. THAT IS CORRECT. AND SO THAT WOULD BE IT WOULD BE ENFORCEMENT OF THAT WHICH WOULD HAVE TO OCCUR IN THOSE INSTANCES. SO MAYOR PRO TEM, THANK YOU, MAYOR. IF YOU'RE PREPARED FOR A MOTION, I WOULD BE I THINK WE'VE ANSWERED THOSE QUESTIONS. THANK YOU. I MAKE A MOTION TO APPROVE THE ITEM AS PRESENTED. OKAY. WE HAVE A MOTION TO APPROVE. DO WE HAVE A SECOND, COUNCILMAN WILLIAMS? I'LL SECOND IT. OKAY. SO WE DO HAVE A MOTION WITH A SECOND TO APPROVE THE ITEM AS PRESENTED.COUNCIL, PLEASE CAST YOUR VOTE. MOTION CARRIES 6 TO 0. WITH THAT, WE'LL MOVE TO ITEM THREE
[3. Consider, and act upon, Resolution No. 2025-09(R) authorizing the City Secretary to terminate the campaign treasurer appointment of inactive candidates or inactive political committees.]
THIS EVENING, WHICH IS TO CONSIDER AND ACT UPON RESOLUTION NUMBER 2025. DASH ZERO NINE ARE AUTHORIZING THE CITY SECRETARY TO TERMINATE THE CAMPAIGN TREASURER. APPOINTMENT OF INACTIVE CANDIDATES OR INACTIVE POLITICAL COMMITTEES. SO, MISS STORM, I KNOW THAT THIS WAS I THINK YOU'RE PRESENTING ON THIS. YES, MAYOR. LATE LAST YEAR IN NOVEMBER, COUNCIL APPROVED AND ADOPTED A PROCESS TO TERMINATE INACTIVE CAMPAIGN FINANCE CAMPAIGN OR APPOINTMENT OF CAMPAIGN TREASURERS UNDER THE CAMPAIGN FINANCE LAW. SO SINCE THAT TIME, WE'VE REACHED OUT TO ALL CANDIDATES OR PAST CANDIDATES THAT HAVE NOT FILED A FINAL REPORT. WE HAVE NOT LISTED ANY OF THE CANDIDATES WITHIN THE LAST SIX YEARS DUE TO THE LAW ALLOWS SIX YEARS FROM LEAVING OFFICE TO DISPOSE OF SURPLUS FUNDS AND ASSETS. SO WE PUT THE DATES OF THE APPOINTMENT OF CAMPAIGN TREASURERS THAT WE HAVE IN THE AGENDA REPORT AND IN THE RESOLUTION. THE INDIVIDUALS THAT ARE LISTED ARE ONES THAT WE DID NOT HEAR BACK FROM SINCE THAT TIME PERIOD. AND SO TONIGHT BEFORE YOU, WE'RE BRINGING A RESOLUTION TO TERMINATE ALL OF THESE. AND THEN BY LAW, WE HAVE TO NOTIFY. NOW SOME PEOPLE MAY HAVE MOVED, BUT WE'VE DONE OUR DUE DILIGENCE TO TRY TO FIGURE OUT THE ADDRESSES OR PHONE NUMBERS OR REACH OUT BY EMAIL. SO WE WILL CONTACT THEM AND LET THEM KNOW. AND THEN IF IT'S APPROVED, THE APPOINTMENT OF CAMPAIGN TREASURER WILL BE TERMINATED 30 DAYS AFTER THIS RESOLUTION IS APPROVED THIS EVENING. OKAY. AND JUST TO MAKE SURE THAT FOR ANYONE WHO MAY BE LISTENING IN THE PUBLIC, THIS HAS NOTHING TO DO WITH PREVENTING ANYONE WHO'S RUNNING OR HAS RECENTLY RUN FOR OFFICE FROM BEING ABLE TO RUN. THIS IS JUST SIMPLY TAKING. WE'RE TAKING CARE OF PAPERWORK THAT ESSENTIALLY THEY FAILED TO FILE.AND SO WE'RE CLOSING THOSE OUT, AS YOU MENTIONED, BECAUSE THERE ARE AT LEAST SIX YEARS OLD. AND AS YOU CAN TELL, THIS GOES BACK ACTUALLY TO THE 1990S, WHICH DOESN'T SEEM SO LONG IF FOR THOSE OF US. BUT WHEN YOU START THINKING ABOUT A QUARTER OF A CENTURY HAS PASSED, THE SOME OF THE YOUNGER MEMBERS OF THE AUDIENCE ARE SMILING AT THAT. IT GIVES YOU AN IDEA OF WHAT IS STILL BEING HELD THERE. SO I JUST WANT TO MAKE SURE THE PUBLIC UNDERSTANDS THIS ISN'T PREVENTING ANYONE RUNNING. THIS ISN'T CUTTING ANYONE OFF WHO HAS RECENTLY BEEN FILING. THESE ARE THESE ARE MUCH DATED AND THEY HAVE FAILED TO CLOSE THOSE OUT. SO WE'RE JUST TRYING TO TAKE CARE OF THOSE AND CLOSE THEM OUT ON OUR SIDE. SO, COUNCILMAN MALIK, MAYOR, I'M READY FOR A MOTION IF THERE ARE NO QUESTIONS. AND I'M NOT SEEING ANY INDICATED. COUNCILMAN MALIKI, I'M OPEN TO THAT MOTION. MOTION TO APPROVE THE ITEM AS PRESENTED. WE DO HAVE A MOTION TO APPROVE AS PRESENTED. DO WE HAVE A SECOND MAYOR PRO TEM? I'LL SECOND THE MOTION. OKAY.
MOTION WITH A SECOND TO APPROVE. COUNCIL, PLEASE CAST YOUR VOTE. MOTION CARRIES SIX ZERO. WITH
[4. Present, and place on file, the Wylie Economic Development Corporation 2024 Annual Report.]
THAT, WE'LL MOVE TO ITEM FOUR TO PRESENT AND PLACE ON FILE. THE WILEY ECONOMIC DEVELOPMENT CORPORATION 2024 ANNUAL REPORT. AND THIS EVENING WE'RE JOINED BY OUR DIRECTOR, MR. JASON GREINER.YOU'LL TURN THE MICROPHONE ON FOR US, PLEASE. THANK YOU. GOOD EVENING. GO AHEAD.
THANK YOU. SO, ACCORDING TO OUR BYLAWS, AS YOU KNOW, WE NEED TO. I'M SORRY. JASON WILEY, EDC.
[01:05:04]
ACCORDING TO OUR BYLAWS, WE NEED TO PRESENT OUR ANNUAL FINANCIALS TO YOU EACH YEAR. AND ATTACHED IN THE PACKET TONIGHT IS OUR ANNUAL REPORT. AND KIND OF GO THROUGH SOME HIGHLIGHTS TODAY. I KNOW YOU'VE ALL READ IT. SO I'M GOING TO GO PRETTY QUICK. AND THEN JUST KIND OF HIT SOME HIGH POINTS HERE. BUT OUR ANNUAL REPORT THIS LAST YEAR WE STARTED WITH THE ANTICIPATED FUND BALANCE OF 11.1 MILLION. IT WAS LATER AUDITED AND ADJUSTED UP TO 12.6 MILLION. TOTAL REVENUES WERE 5.2 MILLION FROM SALES TAX. AND THEN YOU ALSO INCLUDE, I'M SORRY, 4.8 MILLION FROM SALES TAX. TOTAL REVENUES WERE 5.2 MILLION 526 CAME FROM ALLOCATED INTEREST, 31,000 FROM LEASE INCOME. AND WE ALSO HAD $9,954 FOR MISCELLANEOUS INCOME. TOTAL REVENUE. THEN, AFTER CALCULATING GAIN LOSS, SALE OF PROPERTIES WHICH WERE 607 COMMERCE AND ESQUIRE WERE 5.2 MILLION IN REVENUE. TOTAL EXPENSES THIS LAST YEAR WERE $6,047,392. PERSONNEL 585,000.ADMINISTRATIVE COSTS WERE 179. MARKETING WAS WELL BELOW OUR 10% THRESHOLD OF TOTAL REVENUE. AT 239, LAND WAS 7000. THAT WAS FOR RIGHT OF WAY DOWNTOWN. AND THEN WE GOT $4,000 FOR PAYMENT TO OTHER TAXING UNITS. THE FOUR LARGER COSTS WERE LARGER EXPENSES ON OUR REPORT. THEN, AS YOU'RE WELL AWARE, 1.2 MILLION IN DEBT SERVICE, 1.7 IN INFRASTRUCTURE, 1.2 IN INCENTIVES, AND 8 MILLION OR 800,000 IN ENGINEERING AND ENVIRONMENTAL. CARRIED FORWARD FOR US ARE BEGINNING FUND BALANCE. THIS YEAR WAS 13.3 MILLION. AND AS YOU'RE WELL AWARE, WE'RE UNDER CONSTRUCTION AT COOPER PLAZA AND 544 GATEWAY. SO MOST OF THAT MONEY IS IN RESERVE FOR THOSE PROJECTS. PERFORMANCE AGREEMENTS. THIS LAST YEAR, 1.2 MILLION PAID OUT OFFICE OF MEDICAL WAS ONLY 88,000. INDUSTRIAL ENDED UP BEING 1.1 MILLION, AND ONE TIME FINAL PAYMENTS WERE 180,000. REAL ESTATE. WE'RE DOWN TO 34 ACRES. IT WAS UP OVER 40 A COUPLE OF YEARS AGO. CONTINUE TO SELL THOSE, AND WE'RE UNDER CONTRACT ON MULTIPLE MORE TRACTS OF LAND IMPROVEMENTS. ONLY 5000FT■!S. AFTER DOING ALL THE DEMOLITION THE LAST COUPLE OF YEARS, COST BASIS IS 14 MILLION. AND OUR OUTSTANDING DEBT RELATED TO REAL ESTATE IS 7.3 2024 VALUATIONS 9.6 BILLION IN TOTAL ASSESSED VALUE. NEW CONSTRUCTION LAST YEAR WAS 171 MILLION, AND OVERALL GAIN OVER THE LAST FIVE YEARS WAS 3.9 BILLION. COMMERCIAL AND INDUSTRIALS 1.17 BILLION, AND NEW CONSTRUCTION WAS 51 MILLION. OF THAT NUMBER. THAT WAS ALL 100% COMMERCIAL. SO IT'S IMPORTANT TO NOTE THAT EVEN THE INDUSTRIAL BUILDINGS ARE BEING VALUED AT COMMERCIAL LEVELS NOW, WHICH HELPS US TO PRICE PER SQUARE FOOT CALCULATION AND HIGHER TAX REVENUE FOR THE CITY GAIN LOSS OVER THE LAST FIVE YEARS, 361 MILLION HIGH IMPACT INITIATIVES.
IN OUR REPORT, YOU'LL SEE THAT WE TOOK OUT WOODBRIDGE CROSSING AND WOODBRIDGE CENTER. THOSE HAVE BEEN HIGH IMPACT INITIATIVES OF OUR ORGANIZATION FOR 15 YEARS. FOR WOODBRIDGE CROSSING 12 TO 14 YEARS, I GUESS FOR WOODBRIDGE CENTER, THOSE ARE BOTH PRETTY MUCH DONE. YOU'RE TALKING ABOUT $140 MILLION IN VALUE BETWEEN THOSE TWO SHOPPING CENTERS, GENERATING QUITE A BIT OF REVENUE FOR THE CITY. AND TO CLARIFY, FOR THOSE WHO ARE LISTENING, THAT IS ESSENTIALLY TARGETING KROGER, TARGET AND KROGER CENTER. YES, SIR. FOR THOSE WHO DON'T KNOW THEM BY THE TECHNICAL NAME, FLOOR AND DECOR FINISH UP. THIS LAST YEAR, VISTA IS STILL GOING TO BUILD ANOTHER BUILDING THAT KIND OF FACES THE HEB DEVELOPMENT FOR WOODBRIDGE CROSSING. WE'LL STILL TRACK IT AT A HIGH LEVEL, BUT WE'LL QUIT BEATING YOU UP ON UPDATES EACH YEAR WITH WITH THESE OLDER DEVELOPMENTS. 544 GATEWAY WILL START TRACKING TAXABLE VALUE FROM DIRT TO NEW INVESTMENT AND BUSINESS PERSONAL PROPERTY, AS WELL AS JOB CREATION AND SALES TAX GENERATION. FOR 544 COOPER PLAZA. SAME THING A LOT ONE SOLD. BUT WE'LL CONTINUE TO TRACK THAT AS THOSE ARE BUILT OUT. AND WE'LL COME UP WITH VALUATIONS FOR THOSE FOR YOU. WILEY BUSINESS CENTER OVER THIS LAST YEAR. AND MLK IS GOING TO WRAP UP THIS YEAR, 2025 GOALS AND OBJECTIVES A LITTLE BIT DIFFERENT FROM LAST YEAR, BUT THIS IS ALREADY IN THE MIDST. WE'RE ALREADY HALFWAY THROUGH THIS NEXT YEAR. TXDOT MEDIAN IMPROVEMENTS AND DECEL LANES WERE ALREADY IMPROVED, AS YOU'VE SEEN BETWEEN MARBLE AND BROWN ALONG HIGHWAY 78. COOPER PLAZA INFRASTRUCTURE WILL SLAP WILL WRAP UP THE MID MID PART OF THIS YEAR. UPDATED CONCEPT PLANS AND MARKETING AND SELLING THOSE.
THOSE PROPERTIES WILL GO FOR A COUPLE MORE YEARS UNTIL OUR BOARD AND COUNCIL ULTIMATELY FIND THE RIGHT USERS FOR THAT DEVELOPMENT. JACKSON AVENUE PARKING. WE HAVE A NEW EXHIBIT TO SHOW YOU FOR DIAGONAL TRAFFIC FROM BALLARD DOWN OAK, ALL THE WAY UP JACKSON AND AROUND MARBLE AROUND OUR PROPERTY. WE HAVE AN EXHIBIT TO TALK ABOUT THERE THAT COULD COMMENCE LATER THIS YEAR.
RAILROAD RIGHT OF WAY AND BIRMINGHAM STREET JEFFERSON AVENUE CONNECTIONS WILL WORK WITH THE CITY ON ALL OF THAT ONCE BIRMINGHAM PROJECT IS SLATED IN. BUDGET IS APPROVED.
IT'S REALLY JUST CONDITIONAL APPROVAL FOR US TO FIGURE OUT. WE WANT A STAIR STEP AND DO THAT PARKING SOONER RATHER THAN LATER, AND HELP SOME OF THOSE DOWNTOWN BUSINESSES AND EVENT
[01:10:04]
OVERFLOW. ONE OF THE ADDITIONAL ITEMS THIS YEAR, SOUTH BALLARD OVERLAY CONCEPT AND PLANS WE HAD SBO 1213 YEARS AGO, I THINK, WHEN THE SBA WAS CREATED. IT'S TIME. I THINK OUR BOARD BROUGHT THIS UP AND JUST SAID THAT WE WANT TO MAKE SURE THAT WHILE WE FOCUS ON DOWNTOWN, WE ALSO LOOK AT EXTENDING THE DOWNTOWN AREA, GOING SOUTH ON BALLARD AND THE SOUTH BALLARD OVERLAY NEEDS TO BE A FOCUS. WE NEED TO TALK ABOUT IT. WE NEED TO BRING IT BACK UP WITH THE CITY AND TALK TO THE BIRMINGHAM LAND TRUST AND SOME OF THE OTHER PROPERTY OWNERS DOWN THERE. COME UP WITH A CONCERTED EFFORT TO MARKET THAT PROPERTY AND COME UP WITH A GAME PLAN OVER THE NEXT COUPLE OF YEARS TO GENERATE SOME ADDITIONAL TAX REVENUE FOR THE CITY. 544 GATEWAY CORRIDOR, JOHN YEAGER WAY AND ALL THE INFRASTRUCTURE RELATED TO THAT DEVELOPMENT IS GOING TO WRAP UP MIDPOINT OF THIS YEAR, MARKET AND SELL THOSE EDC PROPERTIES. THAT'S FUNNY BECAUSE IT'S ONGOING. LOT ONE IS UNDER CONTRACT. LOT TWO IS UNDER CONTRACT. LOT THREE IS PENDING, LOT FIVE IS PENDING, AND LOT SEVEN IS PENDING. LOT FOUR HAS A POTENTIAL BUYER. SO ALL OF THOSE COME THROUGH IN THE NEXT FEW MONTHS. THAT ENTIRE PROJECT WILL BE OFF OUR LIST NEXT YEAR. THAT WAS THE OLD EPA SUPERFUND SITE. THAT WAS THE EPA SITE THE CITY TOOK FOR BACK TAXES THAN WE ACQUIRED FROM YOU GUYS BACK IN 2021. AND THEN SINCE WE GOT IT ALL CLEANED UP, ALL REPURPOSED NEW INFRASTRUCTURE AND GET THEM SOLD AND GET THEM BACK ON THE TAX ROLLS. HIGHWAY 78 DEVELOPMENTS IS SOMETHING WE'VE TALKED ABOUT THE LAST COUPLE OF YEARS. WE COULDN'T GET THE NECESSARY EASEMENTS RIGHT OF WAY UP. EUBANKS SO WORKED WITH ATMOS AND WE'VE GOT THE NEW CONTRACT APPROVED FOR THIS NEXT YEAR FOR MASTEC. AND IT WILL TAKE THE GAS LINE UP. KRAMER PAST THE DEVELOPMENT THERE AT THE TEN ACRES ON THE SOUTHEAST CORNER UNDERNEATH 78. AND THEN ALL THE WAY WEST OVER TO FUEL CITY. SO THIS GAS LINE IS STILL RIGHT. ABOUT $600,000 WILL EXTEND ALL THE WAY TO FUEL CITY AND SERVICE ALL THOSE BUSINESSES ON THE NORTH SIDE OF THE 78. TXDOT MEDIAN IMPROVEMENTS. ALSO PART OF THAT PROJECT, THAT TEN ACRES THAT YOU'RE LOOKING AT, IMPROVEMENTS AT KRAMER AND OFF SITE IMPROVEMENTS WITH MEDIAN IMPROVEMENTS, TXDOT IMPROVEMENTS, AND SIDEWALK AND UTILITY EASEMENT IN FRONT OF DOLLAR TREE, EXPAND AND PROMOTE BEERY AND WORKFORCE DEVELOPMENT PROGRAMS. I WON'T READ ALL THOSE, BUT EXPANDING RELATIONSHIPS WITH COMMUNITY RESOURCE PARTNERS, GROWING MANUFACTURING DAY IN THE MONTH REALLY JUST MORE OR LESS THE TRAINING OPPORTUNITIES THAT ARE PROVIDED LOCALLY AND EXPANDING, PROMOTING ENTREPRENEURSHIP AND SMALL BUSINESS ASSISTANCE PROGRAMS THIS YEAR. IMPORTANT TO NOTE, WE ADDED BACK SOME OF THE PERFORMANCE AGREEMENTS IN SECTION ON PAGE SIX. AMERICAN ENTITLEMENTS IS STILL ONGOING. HIRING ADDITIONAL PEOPLE DOWNTOWN. EXCEL STILL GOT AN INCENTIVE AGREEMENT. LOVETT ANNOUNCED. THE WILEY BUSINESS CENTER WAS OPENED THIS LAST YEAR, BUT ANNOUNCED THE LEASE TO KENT POWER SYSTEMS FOR 76,000FT■!S. THEY'VE STILL GOT 200,000 PENDING, BUT WE'VE TALKED ABOUT EVEN USERS AT ONE IN THAT BUILDING. DEAN POPCORN'S EQUIPMENT EXPANSION WRAPPED UP FIRE, WATER OR DRY COUNTY OR HERMAN MARSHALL, WOULD YOU LIKE TO CALL THEM THE THAT THAT PROJECT WRAPPED UP? GLEN ECHO BREWING IS ONGOING. NORTH DALLAS LAND, NORTH DALLAS WILEY LAND INVESTORS, ORTHOPEDIC SPECIALISTS OF DALLAS. THAT INCENTIVE WRAPPED UP THIS YEAR SAND AND EXCEEDED THEIR GOAL. THEY HAD A MINIMUM OF $25 MILLION IN CAPITAL INVESTMENT FOR THAT ELECTRIC VEHICLE. AIR CONDITIONING COMPRESSOR LINE ENDED UP BEING $31 MILLION IN VALUE, AS WELL AS THE RETENTION OF POSITIONS WITHIN AND JOBS WITHIN THE RETENTION OF OVER 240 JOBS. LOVE ROSS WRAPPED UP THEIR AGREEMENT THIS LAST YEAR AS WELL. NOTABLE PROJECTS GOING IN THIS NEXT YEAR, CATES ANNOUNCED THEIR CORPORATE HEADQUARTERS RELOCATION. THEY SIGNED A LEASE IN SANDIN'S OFFICE BUILDING AND RELOCATED 30 FULL TIME EMPLOYEES. PHOENIX ASCENDING ACQUIRED OUR PROPERTY AT THE BACK OF THE 544 GATEWAY PROPERTY, AND MLK ACQUIRED A PROPERTY OFF SQUIRE IN THE BURR SECTION ON PAGE NINE. AND I WON'T READ ALL THIS AGAIN. BUT IN 2024, EDC PARTNERED WITH TEXAS WORKFORCE COMMISSION, WORKFORCE SOLUTIONS, NORTH CENTRAL TEXAS AND COLLIN COLLEGE TO SECURE $235,000 FOR THE SKILLS DEVELOPMENT FUND GRANT PROGRAM FOR THREE LOCAL BUSINESSES. ANGEL AND OUR ONGOING EFFORT FOR BUSINESS RETENTION EXPANSION, WORKFORCE DEVELOPMENT PROGRAMS. IT JUST CONTINUES TO PAY OFF. THAT MONEY IS AWARDED EACH LEGISLATIVE CYCLE, AND THE TEXAS WORKFORCE COMMISSION ADMINISTERS THOSE FUNDS. THAT'S NOT CASH THAT WE HAD TO PAY. IT'S ACTUALLY ADMINISTERED BY THE LEGISLATIVE. OUR LEGISLATIVE COUNTERPARTS IN AUSTIN. AND EACH YEAR I THINK THEY ALLOCATE ABOUT $40 MILLION. SOME OF THAT SITS ON THE SIDELINE EVERY LEGISLATIVE CYCLE THAT COME BACK AROUND, THEY RENEW IT AND THEY RENEWED IT THIS LAST TERM. SO I HOPE THEY DO IT AGAIN. BUT THE $235,000 FOR 104 EMPLOYEES LOCALLY, AND THAT WILL SUPPORT THEIR JOB RELATED TRAINING THROUGH 2025. FOR THOSE OF YOU THAT ARE INTERESTED, HELM DENTAL, CATES CONTROL SYSTEMS AND XL THAT UTILIZE THAT WORKED A LOT WITH DEPARTMENT OF DEFENSE, APEX, CROSS TIMBERS ACCELERATOR. ANGEL HOSTED A COUPLE WEBINARS AND MEETINGS ON SITE TO TALK ABOUT DEFENSE CONTRACTS AND HOW TO GET INVOLVED IN THOSE THOSE CONTRACT AWARDS. AND WE HAVE SINCE SOME[01:15:05]
COMPANIES THAT HAVE PURSUED THAT. BUT ALSO THERE'S BEEN SOME MERGERS, THEY'VE ACTUALLY ACQUIRED OTHER COMPANIES THAT HAD DEFENSE CONTRACT ALREADY, CAPABILITY SET UP. SO WE'RE GAINING ADDITIONAL CAPACITY GOING THAT ROUTE TO MANUFACTURING. DE QUICK STAT FOR YOU IN HERE. OUR OVERALL EFFORT WITH ISD, COLLIN COLLEGE WORKFORCE SOLUTIONS AND EVERYBODY. THIS ONE'S REALLY JUST THE ISD AND THE STUDENTS. OUR LOCAL BUSINESSES HAVE FACILITATED 277 STUDENT AND COMMUNITY TOURS AT 21 MANUFACTURERS, INTRODUCING 1070 STUDENTS TO POTENTIAL CAREERS IN THESE FIELDS. THEY'RE STARTING TO ACTUALLY SEE A LOT OF THESE KIDS GET HIRED LOCALLY. THESE STUDENTS ARE GOING DIRECTLY INTO THE WORKFORCE. IT'S A GREAT PROGRAM, JUST A HIGH LEVEL STAT. AND NOW EVERYONE SEES THIS SALES TAX IS UP THIS LAST YEAR. I JUST WANT TO BRING TO EVERYBODY'S ATTENTION SOME OF OUR LOCAL BUSINESSES ARE STRUGGLING. SOME OF OUR LOCAL RESTAURANTS ARE STRUGGLING. JUST MY $0.02, BUT SHOP LOCAL. KEEP YOUR MONEY IN TOWN IF YOU CAN, AND SUPPORT OUR LOCAL BUSINESSES IF POSSIBLE. IF YOU HAVE ANY QUESTIONS, I'D BE MORE THAN HAPPY TO ANSWER. NO, NONE FROM ME. I DO APPRECIATE THE REPORT. I DO WANT TO POINT OUT. I KNOW YOU WERE REFERRING TO IT. IF YOU GO ONLINE TO WILEY, TEXAS.GOV/AGENDA WE HAVE, YOU CAN FIND THE PACKET THERE WITH THE ANNUAL REPORT IN ITS ENTIRETY. IF PEOPLE WOULD LIKE TO TAKE THE TIME TO READ THROUGH THAT OR HAVE ANY SECTIONS THAT THEY'RE PARTICULARLY INTERESTED IN. AND I WOULD REINFORCE THAT WHEN YOU SHOP LOCAL, AS YOU MENTIONED AT THE END OF YOUR REPORT, SHOPPING LOCAL HELP SUPPORT NOT JUST THE ECONOMIC DEVELOPMENT AND THE CITY, BUT ALSO THE PARKS AND RECREATION DEPARTMENT. AND OFTEN IT HELPS THOSE WHO ARE YOUR FRIENDS AND NEIGHBORS AND WHO ARE THE ONES WHO SPONSOR THE EVENTS THAT ARE GOING ON AROUND TOWN, THAT ARE CHILDREN AND NEIGHBORS AND COMMUNITY ENJOY. SO I WOULD ENCOURAGE PEOPLE TO DO THAT.COUNCIL, I WILL OPEN IT UP TO MY COLLEAGUES. DO WE HAVE ANY QUESTIONS ON THIS ITEM? AND IF NOT, I WOULD BE OPEN TO A MOTION ON IT. COUNCILMAN WILLIAMS, MAYOR, I DON'T HAVE ANY QUESTIONS. I'M READY FOR A MOTION. IF YOU ARE. PROCEED. I'D LIKE TO MAKE A MOTION TO APPROVE THE ITEM AS PRESENTED. WE HAVE A MOTION TO APPROVE. DO WE HAVE A SECOND COUNCILMAN STRING? I WILL SECOND THAT MOTION WITH A SECOND TO APPROVE THE ITEM AS PRESENTED. COUNCIL, PLEASE CAST YOUR VOTE. THE MOTION CARRIES FIVE ZERO, WITH TWO ABSENT AT THIS TIME. WITH THAT, BEFORE WE
[PR2. Term 3 Wylie Way Students. (Part 2 of 2)]
PROCEED TO OUR WORK SESSION, WE DID HAVE ONE OF OUR STUDENTS WHO WAS UNABLE TO MAKE IT EARLIER, WHO IS BEEN ABLE TO COME IN NOW. SO WE'RE GOING TO MOVE BACK VERY BRIEFLY TO OUR PRESENTATION AND RECOGNITION SECTION ON HONOR THAT STUDENT. AND THEN WE WILL PROCEED TO OUR WORK SESSION THIS EVENING. OH, YOU MAY TAKE A SELFIE. YEAH. MAN. I'M.AND SO TONIGHT WE HAVE ALI GHADIALI. OH, YEAH. OH. COMING TO US FROM WILEY HIGH SCHOOL IN 11TH GRADE. THIS IS FROM MRS. SUSAN WEST. ALI COMES TO CLASS WITH SUPPLIES HE BOUGHT TO ADD INTO PROJECTS. HE RESEARCHES IDEAS OUTSIDE OF CLASS AND LOVES TO DISCUSS POSSIBLE SOLUTIONS.
HE IS VERY COMMITTED TO HIS LEARNING AND WHEN HE IS INSPIRED ABOUT MAKING SOMETHING, HE HAS TO FOLLOW IT THROUGH. NO MATTER HOW DIFFICULT THE PROCESS. CONGRATULATIONS.

OH HEY NOW YOU CAN'T SIT IN THE BACK THE ENTIRE MEETING AND NOW COME. ALL RIGHT, SO OUR WORK[WS1. Wylie Fire Rescue update and Five-Year Plan]
SESSION THIS EVENING, BECAUSE WE HAVE COMPLETED OUR REGULAR AGENDA, IS OUR WILEY FIRE RESCUE UPDATE AND FIVE YEAR PLAN CHIEF BLYTHE. DO YOU NEED ME TO HELP YOU? WITH GREG? TELL ME WHAT YOU. OH, LOOK AT THAT. WOW, MAN. THANK YOU. CRAIG. GOOD EVENING, MAYOR AND COUNCIL. I APPRECIATE THE OPPORTUNITY TO GIVE YOU AN UPDATE AND GIVE YOU NOT ONLY AN UPDATE ON THE FIRE DEPARTMENT, BUT OUR FIVE YEAR PLAN AS WELL. I LEFT THIS SLIDE IN HERE BECAUSE I WANTED TO PUBLICLY THINK THANK OUR CITIZENS AND THOSE I'M SORRY, NOT OUR CITIZENS, OUR EMPLOYEES, THE CITIZENS OF OUR SUPPORT, BUT OUR EMPLOYEES FOR THE WAY THEY SERVE THEIR CITIZENS, OUR CITIZENS.EVERY DAY THEY GET THIS MISSION STATEMENT AND THEY GO OUT DAY IN AND DAY OUT AND NOT ONLY DO A GREAT JOB IN PROVIDING SERVICE TO OUR CITIZENS, BUT ALSO HOW THEY DO IT. SO I APPRECIATE THEM. AND I JUST WANTED TO TAKE A MINUTE TO MAKE SURE THAT I PUBLICLY RECOGNIZE THEM. SO WE'VE HAD A LOT OF CHANGES OVER THE LAST TWO YEARS, ESPECIALLY REALLY THE LAST FOUR YEARS WITH STATION FOUR STRAIGHT INTO EMS. AND SO I WANTED TO GIVE A QUICK UPDATE ON THAT AND OUR ORGANIZATIONAL CHART. WITH THE ADDITION OF AN ASSISTANT CHIEF LAST OCTOBER, WE WERE ABLE TO SPLIT OPERATIONS OFF THAT. BEFORE THAT PROMOTION, THEY REPORTED TO ME. AND SO OPERATIONS AND THE BATTALION CHIEFS NOW REPORT TO CHIEF NASH, ALONG WITH OUR EMS DIVISION PERSONNEL, WHICH IS ALSO FREED UP. CHIEF RITTER, TO TAKE OVER THE FIRE PREVENTION OFFICE AND SUPPORT THAT THROUGH CHIEF CLAYBORN. ALSO EMERGENCY MANAGEMENT IS UNDER CHIEF RITTER. AND SO WE'VE MADE THOSE CHANGES REALLY OVER THE LAST TWO YEARS. LOOKING FORWARD AT WHAT THE WHAT THE FIRE DEPARTMENT WILL LOOK LIKE AS WE START TO REACH BUILD OUT OUR CURRENT DEPLOYMENT WITH WITH THE ADDITION OF EMS, WE ADDED OUR CURRENT MINIMUM STAFFING, WHICH WE'LL TALK ABOUT LATER, MINIMUM STAFFING VERSUS HOW MANY PEOPLE ARE ASSIGNED TO EACH SHIFT. BUT OUR CURRENT STAFFING IS 25. AND SO 19 OF THOSE PERSONNEL ARE FIRE OPERATIONS PERSONNEL. SIX OF THOSE PERSONNEL BELONG TO THE EMS DIVISION. AND SO FOR PEOPLE AT FIRE STATION ONE ARE ON THE QUINT, ALONG WITH TWO ON MEDIC ONE. 41 FIRE STATION TWO HAS SIX PERSONNEL, WHICH IS A QUINT AND A PARAMEDIC SQUAD. THAT PARAMEDIC SQUAD ANSWERS EMS CALLS THROUGHOUT THE CITY, NOT JUST IN TWOS AND FOURS DISTRICT, BUT WE'VE CREATED A DISTRICT KIND OF IN THE MIDDLE OF THE CITY TO REDUCE THE NUMBER OF RUNS QUINT TWO HAS THAT IT MAKES BECAUSE IT'S OUR LARGEST PIECE OF FIRE APPARATUS. STATION THREE HAS A MEDIC AND A QUINT, ALONG WITH OUR BATTALION CHIEF, WHO'S OVER THE ENTIRE SHIFT OPERATION FOR THAT PARTICULAR DAY. AND THEN FIRE STATION FOUR HAS SIX PERSONNEL, FOUR ON THE QUINT, TWO ON THE MEDIC, AND THEN WE HAVE THREE RELIEF PERSONNEL ASSIGNED TO A SHIFT EVERY DAY. AND WHAT THOSE RELIEF PERSONNEL ARE IS WE HAVE TO HAVE 25 PEOPLE HERE EVERY DAY. THOSE THREE ADDITIONAL PEOPLE FILL IN FOR VACATIONS, SICK TIME, WHATEVER TRAINING, WHATEVER THE NEED MAY BE. THAT'S WHAT THOSE ADDITIONAL PEOPLE ARE FOR. SO WE'LL TALK ABOUT THAT MORE LATER AS WE TALK ABOUT ADDITIONAL STAFFING. BUT THAT'S OUR CURRENT DEPLOYMENT.
AND WHERE I ANTICIPATE WE STAY FOR THE FOR THE NEXT SEVERAL YEARS. CALLS FOR SERVICE BREAKDOWN 7600 CALLS LAST YEAR, A 1.4% INCREASE OVER 2023. BUT ONE THING TO NOTE IS THAT WE ELIMINATED EMERGENCY TRANSFERS THAT WAS THAT WERE BEING DONE, THAT WE WERE CARRYING IN OUR NUMBERS. SO WE ELIMINATED THAT ALMOST TWO CALLS PER DAY. AND YES, SIR, JUST TO POINT OUT FOR THE FOR THE PUBLIC WHO MAY NOT UNDERSTAND WHEN YOU SAY EMERGENCY TRANSFERS, YOU'RE NOT SAYING PICKING SOMEONE UP IN AN EMERGENCY SITUATION, YOU'RE TALKING ABOUT A STANDARD TRANSFER FROM ONE FACILITY TO ANOTHER, AND INSTEAD THAT'S BEEN TURNED OVER TO PRIVATE.
ABSOLUTELY. JUST SO THAT PEOPLE UNDERSTAND THAT. THANK THANKS FOR ASKING THAT. AND JUST TO CLARIFY, OUR PREVIOUS VENDOR DID TRANSFERS OUT OF BAYLOR SCOTT AND WHITE TO OTHER HEALTH CARE FACILITIES. AND SO ABSOLUTELY, WE STILL TRANSFER TRANSPORT PEOPLE IN AN EMERGENCY SETTING THAT CALL 911, BUT WE DON'T DO THOSE NON-EMERGENCY TRANSFERS OR SOMETIMES CALLED INTER-FACILITY
[01:25:06]
TRANSFERS. WE LEFT THAT TO A PRIVATE COMPANY AND THOSE COMPANIES DO REGISTER WITH THE CITY. SO WE DO HAVE A LITTLE BIT OF CONTROL OVER QUALITY, BUT WE HAVEN'T SEEN ANY ISSUES. BUT THAT ELIMINATED ALMOST TWO CALLS PER DAY OVERALL THROUGHOUT THE CITY. SO TOTAL UNIT RESPONSES 14,000. SO MOST CALLS GET MULTIPLE UNITS, WHETHER IT BE A MEDICAL CALL OR A FIRE OR A CAR ACCIDENT AVERAGING 38 RESPONSES A DAY, WE WERE ABLE TO LOWER TO LOWER OUR RESPONSE TIMES AND AGAIN TO OUR PERSONNEL AND THE WAY THEY TAKE CARE OF THEIR BUSINESS. WE AVERAGE JUST OVER A MINUTE WHAT WE CALL TURNOUT TIME. FROM THE TIME THE FIRE STATION IS ALERTED UNTIL THE TIME THEY THEY ROLL OUT THE DOOR. AND I THINK THAT'S A DIRECT CONTRIBUTION TO THAT REDUCTION IN OUR OVERALL RESPONSE TIME. OUR FIRES WERE UP LAST YEAR. WE HAD 62 REPORTED FIRES, 24 OF WHICH WE WOULD CONSIDER WORKING, OR AN ACTUAL FIRE AT A RESIDENCE OR A BUSINESS. AND MOST OF THOSE WERE ATTRIBUTED TO LIGHTNING OR COOKING THROUGHOUT, THROUGHOUT THE YEAR. LAST YEAR, LAST SPRING, WE HAD A TREMENDOUS AMOUNT OF LIGHTNING STRIKES, WHICH WHICH KEPT US BUSY EARLY IN THE YEAR. AND THEN, OF COURSE, OUR PROPERTY FIRE LOSS WAS UP A LITTLE BIT, BUT WE ALWAYS TRY TO FOCUS ON HOW MUCH PROPERTY WE SAVED IN JUST OVER 12 MILLION PRE-INCIDENT VALUE AS COMPARED TO WHAT IT WAS THE VALUE AFTER. SO AGAIN, OUR PERSONNEL DO A TREMENDOUS JOB DAY IN AND DAY OUT. AND THOSE ARE JUST SOME OF THE FACTS THAT THAT HELP PROVE THAT OUR CALL VOLUME AGAIN WE'RE STARTING TO FOCUS NOW MORE ON UNITS. SO OVERALL CALL VOLUME WE ALREADY TALKED ABOUT. BUT QUINT 141 IS OUR BUSIEST UNIT. IT'S ALSO COVERING DISTRICT FIVE. QUINT FOUR CALLS HAVE GONE. CALLS FOR SERVICE HAVE GONE DOWN A LITTLE BIT THERE ON THAT SIDE ON THE WEST SIDE. AND THEY DON'T GET PULLED BACK IN OVER HERE TOO MUCH BECAUSE OF THE WAY WE'VE WE'VE DONE OUR RESPONSES. AND SO THEIR CALLS HAVE GONE DOWN SLIGHTLY. BUT YOU CAN SEE EVERYBODY'S PRETTY MUCH IN LINE WITH AROUND THAT THOUSAND TO 1400 CALLS PER YEAR. AND I SHOULD HAVE SAID THIS BEFORE, MAYOR. I THINK THE EASIEST THING TO DO, BECAUSE WE'RE TALKING ABOUT A BUNCH OF DIFFERENT THINGS. IF IT'S OKAY WITH YOU, IF SOMEBODY HAS QUESTIONS, JUST JUST INTERRUPT AND WE'LL ANSWER THEM RIGHT THEN. SO NOW WE'RE STARTING TO TALK ABOUT FIRE DISTRICTS, CALLS FOR SERVICE AND FIRE DISTRICTS. SO THE RED IS 2024. MUTUAL AID THAT WE PROVIDED WAS 358. BUT WE ALSO REQUESTED IT 260 TIMES. SO FAIRLY BALANCED THERE FOR OUR MUTUAL AID BOTH IN AND OUT OF THE CITY. LET'S TALK ABOUT EMS DIVISION REAL QUICK. THAT'S THAT'S THE NEWEST THE NEWEST PART OF FIRE RESCUE. WE'RE AVERAGING APPROXIMATELY 430 CALLS A MONTH. THERE'S THE BREAKDOWN OF WHERE WE WENT.OBVIOUSLY, WILEY BEING THE BULK ARE ABOUT EIGHT. JUST OVER 80% OF THE CALLS. CITY OF LAVON IS CONTINUING TO GROW. AND SO THEY'RE DRIVING THAT AND BECOMING A BIGGER PERCENTAGE OF THOSE CALLS. WE'VE TRANSPORTED 1484 PEOPLE, AND THOSE ARE PRIMARY TRANSPORT DESTINATIONS SINCE SINCE OCTOBER, THE FIRST EMS TRANSPORT REVENUE. I KNOW THIS IS A BIG TOPIC. LAST YEAR, AND RIGHTFULLY SO, BECAUSE YEAR ONE, WE DIDN'T GENERATE ANY REVENUE BECAUSE WE WERE STILL OPERATING WITH OUR OLD CONTRACTOR. BUT WE HAVE AT LEAST I THINK WE'RE GOING TO BE FAIRLY CLOSE TO OUR, TO OUR REVENUE PROJECTIONS OF ABOUT 1.5 MILLION. AS YOU CAN SEE, WE'VE GOT TO AVERAGE 155. BUT WE'RE ALSO GETTING UP THERE PRETTY CLOSE RIGHT NOW TO BE ABLE TO MEET THAT. I ASK OUR I ASK OUR, OUR BILLING COMPANY TO PROVIDE SOME ADDITIONAL INFORMATION AND WHAT THEY PROJECTED THROUGH THE, THROUGH THE REMAINING FISCAL YEAR IS ABOUT 1.4 MILLION. WE PROJECTED 1.5 WITH FINANCE. AND SO WE'RE GOING TO BE PRETTY CLOSE TO THAT. IF NOT MEET IT.
OUR PROJECTIONS FOR FY 26 IS JUST OVER 2 MILLION. IS WHAT THEY'RE PROJECTING BASED ON WHAT THEY'RE SEEING RIGHT NOW. THIS IS A 246% INCREASE TO WHAT WE WERE DOING PREVIOUSLY THROUGH OUR PRIVATE PROVIDER. PRIVATE PAY FOR OUR FOR OUR CITIZENS IS CONTINUE TO DECREASE AND IS AN AVERAGE ON 15%. AND WHAT THEY'RE PREDICTING NEXT YEAR IS A MONTHLY AVERAGE OF 181,000, OR OUR CASH PER TRANSPORT OF 620, WHICH IS UP $100 FROM WHAT WHAT THEY AT THEIR PRESENTATION LAST YEAR, IF YOU REMEMBER, IT WAS $519 TIMES 3800 TRANSPORTS. SO THEY'RE ANTICIPATING, BASED ON THE HISTORY THAT THEY'VE GOT SO FAR, THAT THAT WE'RE GOING TO BE UP CLOSER TO $620 CASH PER
[01:30:05]
TRANSPORT, WHICH WILL WHICH WILL DRIVE THAT REVENUE UP AS WELL. PAYER MIX IS LOOKING GOOD AND CONSISTENT. GOVERNMENT GOVERNMENT PAYMENTS 55%, INSURANCE IS 30%, PRIVATE PAYS 15%. IS OUR PAYER MIX RIGHT NOW FOR OUR EMS SERVICES. SO I KNOW THAT WAS A BIG A BIG QUESTION LAST YEAR IS A BIG UNKNOWN BECAUSE WE DIDN'T WE DIDN'T KNOW WHAT IT WOULD BE. BUT WE I FEEL LIKE WE'VE AT LEAST BECOME PRETTY CLOSE TO OUR PROJECTIONS. MAYOR. COUNCILMAN, COUNCILMAN CHIEF IS LOOKING AT ME. THANK YOU FOR THE REVENUE. INCOME? THIS IS WHAT WE HAVE ALREADY COLLECTED, NOT WHAT IS BEING BUILT. THIS IS WHAT HAS COME IN ON THE BOOKS. INSIDE THIS SLIDE IS WHAT WE HAVE, WHAT WE HAVE RECEIVED. CORRECT? CORRECT. THAT'S ALL. JUST A CLARIFICATION. JUST TO MAKE SURE THAT THESE ARE NOT BILLABLE. THESE ARE ACTUAL INCOMES THAT HAVE COME IN ALREADY. YEAH. AND IF YOU REMEMBER BACK TO THAT BILLING PRESENTATION, WE BILL A LOT MORE TO COLLECT THAT AMOUNT OF MONEY. AND THERE'S SOME BUILT IN WRITE OFFS OF THAT, THAT AND SOME SOME INCENTIVES FOR QUICK PAYMENT. AND THAT'S ALL HANDLED THROUGH A MERCHANT CON. AND I FEEL LIKE THAT'S GOING PRETTY WELL. THEY'VE DONE A GOOD JOB WITH THAT. THANK YOU. AND I JUST WANTED TO POINT OUT FOR ANYONE WHO MAY BE WATCHING OR CATCHING THIS LATER WHILE WE ARE TALKING ABOUT REVENUE, THIS IS NOT A PROFIT GENERATOR. WE'RE NOT CHARGING OUR CITIZENS. THEY'LL STILL BE AN INVESTMENT BY THE CITY INTO THESE SERVICES. THIS IS JUST WHAT WE'RE COLLECTING FROM INSURANCE COMPANIES. ET CETERA. FROM THE BILLING SIDE, ABSOLUTELY. YOU KNOW, I THINK I THINK ONE THING ABOUT IT IS, ONE THING WE REALLY PAID ATTENTION TO IS HOW MUCH MORE WOULD THIS COST THE CITY. AND BASED ON WHAT WHERE WE WERE GOING WITH OUR CONTRACT WITH A PRIVATE PROVIDER AND WHERE WE ENDED UP, I DON'T THINK THERE'S GOING TO BE A HUGE DIFFERENCE IN IN THE COST, BUT I CAN ASSURE YOU THAT THE QUALITY OF SERVICE IS, IS WORTH THAT, THAT INCREASE. SO YEAH, I YOU KNOW, I THINK AS THESE REVENUES CONTINUE TO INCREASE AND HOPEFULLY GET WHERE WE NEED THEM TO BE, THAT OFFSET WILL NOT BE MUCH. BUT NO, WE WILL WE WILL NEVER GENERATE ANY REVENUE FROM THAT. I JUST DON'T WANT SOMEONE TO SEE IT AND THINK THAT THAT IT'S BEING DONE AS A WAY TO TRY TO MAKE MONEY ON OUR CITIZENS IN A TIME OF NEED. IT'S SIMPLY THE NORMAL COLLECTIONS PROCESS. AND AS OPPOSED TO A PRIVATE COMPANY, WE WORK TO KEEP THE RATES AS REASONABLE AS WE CAN IN MEETING WITH OUR INSURANCE COMPANIES AND OUR BILLING PARTNER. ABSOLUTELY. MOVING INTO NUMBER ONE COMMUNICATIONS, THEY'VE CONTINUED TO BE TO BE BUSY. THEY WORKED 28,000 HOURS LAST YEAR, 790 TRAINING HOURS ANSWERED, 73,000 PHONE CALLS, AVERAGING ABOUT 200 CALLS PER DAY. AND SO THEY CONTINUE TO BE BUSY AND CONTINUE TO DO AN EXCELLENT JOB. I THINK ONE THING THAT'S VERY IMPORTANT ABOUT THE 911 IS THEY CONTINUE TO BE VERY SOUGHT AFTER ACROSS THE COUNTY AS A SOLUTION FOR OTHER FOR OTHER AGENCIES. WE ALREADY DISPATCHED FOR SEVERAL, AND I THINK WE'LL CONTINUE TO DO THAT AND WE'LL CONTINUE TO LOOK AT AND ENTERTAIN OTHER OTHER CITIES. IF IT MAKES SENSE FOR BOTH WILEY AND THAT CITY. AND SO THEY DO AN EXCELLENT JOB DAY IN AND DAY OUT. AND THAT SHOWS IN THE NUMBER OF REQUESTS WE GET TO PROVIDE DISPATCH SERVICES FOR BOTH POLICE AND FIRE. THAT'S THAT'S SOMETHING NEW. IT'S BEEN FIRE FOR THE LAST SEVERAL YEARS, BUT NOW WE'RE GETTING SOME INTEREST FROM SOME POLICE DEPARTMENTS AS WELL. OBVIOUSLY, IF WE DO DO THAT, IT WOULD BE IN CONJUNCTION WITH OUR POLICE DEPARTMENT AND CHIEF HENDERSON AND HIS TEAM TO MAKE SURE THAT IT'S SOMETHING THAT'S WORTHWHILE FOR EVERYBODY INVOLVED. I WANTED TO TALK ABOUT OVERALL REVENUES REAL QUICK. AND TO YOUR POINT, MAYOR, WE ARE AN EXPENSIVE DEPARTMENT AND WE UNDERSTAND THAT. BUT IF WE CAN FOCUS ON THAT FY 25 PROJECTED, WE'RE PROJECTING THAT THE FIRE DEPARTMENT WILL MAKE GENERATE ALMOST $6 MILLION IN REVENUE. AGAIN, NONE OF THAT'S PROFIT. WE SPEND MORE MONEY THAN THAT. BUT FIRE SERVICES, WHICH IS CONTRACT SERVICES FOR INSPIRATION. SAINT PAUL THE COUNTY IS ABOUT 1.4 MILLION ANNUALLY. FIRE DISPATCH SERVICES, WHICH, IF YOU REMEMBER, THEY PAY FOR A DISPATCHER. AND SO THAT DISPATCHER BENEFITS OUR PERSONNEL AND THE SYSTEM AS A WHOLE. INSTEAD OF JUST USING GETTING THAT AS REVENUE, WE'RE ACTUALLY HIRING A DISPATCHER WITH THAT FIRE AMBULANCE SERVICES. THAT 322,000 IS WHAT OTHER CITIES PAY US TO PROVIDE EMS SERVICE. AND THEN WE ALSO DO THE BILLING ON TOP OF THAT AS WELL. BIG THING THAT'S DRIVING THAT, THAT NUMBER UP IS THAT 1.6 MILLION IN IN EMERGENCY COMMUNICATIONS GRANTS. AND WE RECEIVED THOSE LAST YEAR. AND ONE OF THEM'S A FEDERAL GRANT.ONE OF THEM'S A STATE GRANT. AND WE'VE WE'VE ALREADY CHECKED AND SO FAR THAT THAT STATE, THAT FEDERAL GRANT IS STILL IN PLACE AND HASN'T BEEN AFFECTED BY SOME OF THE CHANGES AT THE FEDERAL LEVEL. SO OUR, OUR, OUR OVERALL REVENUE WILL BE SOMEWHERE AROUND 4 MILLION ANNUALLY. AND AGAIN,
[01:35:05]
THAT'S NEW WITH, WITH THE WITH THE EMS, WITH THE EMS COMPONENT, WHICH IS A NEW WHICH WILL BE THE BIGGEST REVENUE GENERATOR FOR THE FIRE DEPARTMENT. SO AGAIN, WE'RE NOT WE'RE NOT TRYING TO SAY THAT WE'RE WE'RE MAKING ANY MONEY, BUT IT DOES HELP TO OFFSET WITH SOME OF THE OTHER WITH SOME OF THE OTHER FIRE SERVICES THAT WE PROVIDE IN THE AREA. SO KIND OF FOCUSING IN ON THE FIVE YEAR PLAN A LITTLE BIT. WE'RE GOING TO TALK ABOUT PERSONNEL, FLEET AND FACILITIES.AND AGAIN WE APPRECIATE THE OPPORTUNITY. THIS IS SOMETHING THAT I THINK THAT EVERYBODY'S DEALING WITH IN THEIR PERSONAL LIFE. BUT WE'VE REALLY NOTICED IT IN OUR IN OUR WITH OUR VENDORS. AND THAT'S MANAGING LIFE CYCLES. AND SO JUST ABOUT EVERY VENDOR, WE HAVE HAS PROBABLY ALWAYS BEEN ONE OF THE, THE BEST AT THIS. BUT NOW EVERYBODY, WHETHER IT'S AIR MASKS, WHETHER IT'S MEDICAL EQUIPMENT OR WHETHER IT'S EVEN FIRE APPARATUS, TO SOME EXTENT THEY ALL HAVE AN END TO SUPPORT LIFE. AND WHEN THEY DO, THEY'RE USUALLY BIG TICKET ITEMS. AND SO WE'VE BEEN TRYING TO PLAN AND LOOK AHEAD AND MAKE SURE THAT WE DON'T GET CAUGHT WITH A BIG TICKET ITEM. BUT THAT'S KIND OF THE THEME OF THIS OF OUR FIVE YEAR PLAN IS MANAGING THOSE LIFE CYCLES. SO TALKING ABOUT PERSONNEL, AND I TOLD Y'ALL LAST YEAR DURING THIS PRESENTATION IS, IS THIS IS THIS IS SOMETHING THAT WE'RE STAYING PRETTY FOCUSED ON BECAUSE WE HAVE A BIG WE HAVE A BIG GAP IN OUR DEPARTMENT. WE HAVE SOME SOME FOLKS THAT ARE REACHING RETIREMENT AGE, RETIREMENT YEARS OF SERVICE. AND THEN WE HAVE A LOT OF NEW PEOPLE, MOST OF THOSE PEOPLE THAT ARE REACHING RETIREMENT YEARS SERVE IN SOME SORT OF PROMOTED ROLE. WE HAD TWO CAPTAINS RETIRE THIS YEAR, AND SO WE'RE CONTINUING TO WATCH THAT AND MAKE SURE THAT THAT DEPARTMENT'S SET UP FOR THE FUTURE AND THAT WE DON'T HAVE A GAP IN PERSONNEL OR SERVICES WHEN SOME OF OUR KEY POSITIONS START TO RETIRE. AND SO OUR OUR AVERAGE TENURE DROPPED A LITTLE BIT THIS YEAR BECAUSE, AGAIN, WE HAD TWO LONG TERM EMPLOYEES RETIRE. AND I ANTICIPATE WE'LL PROBABLY HAVE SOME MORE OF THOSE OVER THE NEXT FEW YEARS. BUT WE'VE GOT WE'VE GOT A GREAT GROUP OF PEOPLE THAT WE'VE MANAGED TO HIRE. AND YOU KNOW, WE'VE GOT A LOT OF GOOD UP AND COMERS. SO 12% OF THE DEPARTMENT AND AGAIN, THAT'S PROBABLY ABOUT THE SAME, MAYBE A LITTLE LESS BECAUSE TWO TWO DID RETIRE THIS YEAR. BUT CHIEF OFFICERS 22.8 YEARS OF SERVICE. AND EVERYBODY ELSE IS KIND OF RIGHT THERE IN BETWEEN. OBVIOUSLY EMTS, THAT'S THE NEWEST DIVISION. SO THAT'S THE LOWER THAT'S DEFINITELY THE LOWER OF THE OF THE GROUP. BUT FOUR OF OUR PERSONNEL ALL SERVE IN PROMOTED ROLES, HAVE 25 PLUS YEARS OF SERVICE. SO AGAIN, SOMETHING WE'RE WATCHING I DON'T THINK I DON'T THINK ANYBODY'S RETIRING TODAY TOMORROW. BUT YOU NEVER KNOW. YOU NEVER KNOW WHEN YOU WHEN YOU'VE GOT 25 YEARS YOU NEVER KNOW. SO THAT'S A THAT'S A THAT'S SOMETHING THAT WE'RE CONSTANTLY WATCHING AND SOMETHING THAT WE WANT TO MAKE SURE WE ADDRESS AS WE MOVE FORWARD. SO PERSONNEL NEEDS THIS. THESE ARE FROM OUR FIVE YEAR PLAN. I FULLY ANTICIPATE THAT THE DISPATCHER COMMUNICATION SUPERVISOR WILL BE ADDRESSED THROUGH CONTRACT THROUGH CONTRACTUAL SERVICES, BECAUSE WE'VE GOT SOME OTHER CITIES THAT WANT TO COME ON IN OCTOBER. AND AS LONG AS CITY MANAGEMENT COUNCIL IS FINE WITH THAT, I THINK THESE THESE PARTICULAR AT LEAST ONE OF THE PARTICULAR CITIES MAKES SENSE. THREE RELIEF FIREFIGHTERS WE'LL TALK ABOUT IN DETAIL IN A MINUTE. MENTAL HEALTH PARAMEDIC THAT'S IN CONJUNCTION WITH OUR POLICE DEPARTMENT. AND I'LL BE GLAD TO ANSWER ANY QUESTIONS. BUT NOT GETTING TOO DEEP IN BECAUSE I KNOW THEY HAVE A FULL PRESENTATION, BUT THAT THAT MENTAL HEALTH PARAMEDIC WOULD WOULD RESPOND WITH WITH A TEAM, A MULTI-AGENCY TEAM TO MENTAL HEALTH EMERGENCIES AND ADDRESS, TRY TO PROVIDE SOME ADDITIONAL RESOURCES INSTEAD OF JUST TAKING PEOPLE TO THE HOSPITAL. SO IT WOULD BE MADE UP OF SOMEBODY FROM THE POLICE DEPARTMENT, FIRE DEPARTMENT, AND THEN A MENTAL HEALTH PROFESSIONAL. AND IT'S A MODEL THAT A LOT OF CITIES ARE STARTING TO USE. FIRE INSPECTOR AGAIN, WE'LL TALK ABOUT THAT IN DETAIL. FLEET MAINTENANCE TECHNICIAN THAT WOULD JUST ASSIST. WE DO ALL OF OUR OWN FLEET MAINTENANCE IN-HOUSE OR AT LEAST COORDINATED. AND SO THAT WE HAVE ONE PERSON THAT'S OVER SUPPORT SERVICES NOW THAT WOULD ASSIST THAT PERSON. THEN AGAIN, THE COMMUNICATION SUPERVISOR WOULD BE ADDRESSED, I THINK THROUGH CONTRACTUAL SERVICES WITH WITH A FUTURE DISPATCH POSITION. SO AGAIN, WE'LL TALK ABOUT KIND OF IN DETAIL ABOUT THE THREE RELIEF FIREFIGHTERS IN ALL POSITIONS ARE A PRIORITY. BUT THESE ARE THESE ARE THINGS THAT DRIVE OTHER PARTS OF OUR BUDGET, WHETHER IT BE OVERTIME OR VACATION. AND SO AGAIN, RIGHT NOW OUR SHIFTS ARE STAFFED WITH 28 PEOPLE EVERY SINGLE DAY. 25 OF THOSE PERSONNEL HAVE TO BE HERE TO FILL ALL OF OUR SEATS. SO 16 ON QUINCE, FOUR ON EACH QUINT, TWO ON THE SQUAD, ONE BATTALION CHIEF AND THEN SIX ON THE AMBULANCES. AND SO OUR CURRENT STAFFING RATIO IS ABOUT
[01:40:07]
1.12. IF WE ADDED THREE ADDITIONAL FIREFIGHTERS, THAT WOULD INCREASE TO ABOUT 1.16.MOST DEPARTMENTS AROUND HERE ARE PUSHING FOR A 1.2 TO 1.3 STAFFING RATIO. SO FOR EVERY ONE FIREFIGHTER, THEY HAVE A 0.2 OR 0.3. WE'VE ALWAYS TAKEN THE APPROACH OF HIGHER OVERTIME BUDGET, GIVEN OUR PERSONNEL MORE OPPORTUNITIES, BUT OBVIOUSLY WE CONSTANTLY HAVE TO BALANCE THAT.
WE JUST RECENTLY MET WITH ALL OF OUR CREWS AND ASKED THAT QUESTION. AND RIGHT NOW EVERYBODY'S EVERYBODY THINKS IT'S GOOD. NOW WHEN WE RUN INTO PROBLEMS VERY QUICKLY IS IF WE HAVE SOME OPENINGS OR WE HAVE SOMEBODY LONG TERM OFF SICK. AND SO WE'RE CONSTANTLY TRYING TO BALANCE BALANCE THAT. BUT AT SOME POINT IN THE FUTURE WE'RE GOING TO HAVE TO HIRE SOME ADDITIONAL RELIEF FIREFIGHTERS, YOU KNOW, WHEN THE TIMING IS RIGHT. SO THINGS THAT ARE KIND OF CHALLENGES THAT GO AGAINST THAT IS EVERY DAY. WE START OUT WITH ONLY TWO HERE BECAUSE WE HAVE ONE PER SHIFT IN PARAMEDIC SCHOOL. SO AGAINST THAT 2827 EVERY DAY, BECAUSE THREE OF THEM ARE ASSIGNED TO PARAMEDIC SCHOOL AT COLLIN COLLEGE, WE ALLOW THREE VACATION SLOTS. PEOPLE HAVE STARTED TAKING THEIR VACATIONS AND THAT'S, THAT'S THAT'S EITHER GENERATIONAL OR TRADITIONALLY A LOT OF GUYS DON'T DON'T TAKE A LOT OF TIME OFF. BUT WE HAVE SEEN AN INCREASE ON BOTH ENDS OF THE SPECTRUM. OUR YOUNGER FIREFIGHTERS AND OUR MORE TENURED FIREFIGHTERS. 3400 HOURS THROUGH FEBRUARY OF THIS YEAR. MAYOR, DID YOU HAVE A QUESTION? I WAS JUST GOING TO SAY, IN MY OPINION, THAT'S A GOOD THING. YEAH, IT IS. IT IS A GOOD THING.
IT IS. NEED THE CHANCE TO STEP AWAY AND SPEND TIME WITH FAMILY AND OTHERS. AND SO THAT WAS WHAT YOU SAID. YOU KNOW, THEY'RE STARTING TO DO THAT. I THINK AGAIN, I THINK THAT'S A GOOD THING FOR PEOPLE. WE TALK ABOUT MENTAL HEALTH, RESPONSE TO CALLS AND OTHER THINGS. I THINK IT'S ALSO IMPORTANT THAT PEOPLE DON'T GET DISCONNECTED FROM FAMILY AND FRIENDS. ABSOLUTELY. AND THEY UTILIZE THAT TIME AS MUCH AS THEY CAN. SO ABSOLUTELY. YEAH. AND I AND I ONLY MEANT AS A CHALLENGE BECAUSE WE HAVE THREE. NO, NO, I KNOW WHAT YOU MEAN. I'M JUST SAYING. AND IT'S A GOOD THING TO SEE PEOPLE GETTING GETTING ENOUGH PEOPLE OFF. EVENTUALLY WE'LL PROBABLY HAVE TO ADD A FOURTH. THAT'S ALL DRIVEN BY BY SHIFT STAFFING. BUT A FOURTH VACATION SLOT PROBABLY SOMEDAY. AND THEN OF COURSE, WE'VE GOTTEN TO THE SIZE NOW WHERE WE HAVE WE HAVE ALWAYS HAVE SOMEBODY ON WORKER'S COMP OR OFF LONG TERM SICK. THEY INJURE THEMSELVES OFF DUTY OR HAVE SOME KIND OF MEDICAL MEDICAL EMERGENCY. THEY'RE THEY'RE DEALING WITH. AND SO WE ALWAYS HAVE LIGHT DUTY OPEN SOME OPEN POSITIONS. ALTHOUGH THOSE HAVE BEEN A LOT LESS THIS YEAR.
AND WE APPRECIATE THE SUPPORT LAST YEAR AND MID-YEAR TO FIX THE SALARIES. AND I THINK THAT'S MADE A DIFFERENCE. WE ALSO MADE A SCHEDULE CHANGE WENT TO 4896 FOR TWO DAYS ON FOUR DAYS OFF. I THINK THAT'S HELPED WITH WITH BOTH RECRUITMENT, RECRUITMENT AND RETENTION. SO I THINK ALL THOSE THINGS TOGETHER, AND THIS IS A TELLTALE SIGN IN THE FIRE SERVICE, IS OUR SICK TIME IS PRETTY NORMAL. IF THINGS ARE NOT GOING WELL, SOMETIMES THAT'S THAT GOES UP AND OUR PERSONNEL DO NOT DO THAT ON A ON A REGULAR BASIS. BUT OUR SICK TIME IS STAYING PRETTY FLAT OR PRETTY NORMAL WHERE WE WOULD EXPECT IT. SO THE THREE FIREFIGHTERS, IF THOSE WERE APPROVED IN THE FIVE YEAR PLAN AT SOME POINT WOULD WOULD MAKE OUR DAILY SHIFT STAFFING 29. AND THEN AGAIN, WE WOULD HAVE THE SAME CHALLENGES AND THE SAME DAILY MINIMUM STAFFING WOULD BE 25 UNTIL WE ADDED A FOURTH AMBULANCE AT SOME POINT, WHICH IS IN THE FIVE YEAR PLAN FOR 2029. FIRE INSPECTOR IS ALSO SOMETHING THAT WE'VE WE'VE IDENTIFIED AS A AS A PRETTY HIGH NEED. WE HAVEN'T ADDED A FIRE INSPECTOR SINCE 2015. WE'VE HAD CHIEF CLAYBORN WORKING ON LOOKING AT UTILIZATION OF THOSE THOSE FIRE INSPECTORS. AND THEY DO A LOT FOR NOT ONLY OUR BUSINESS COMMUNITY AND OUR CITIZENS, BUT THEY DO A LOT OF OTHER STUFF. THEY WEAR A LOT OF HATS IN THE ORGANIZATION. I MEAN, RIGHT OFF THE BAT, THEY'RE THEY'RE THEY'RE TRIPLE CERTIFIED IN MOST CASES. SO WHAT WE'RE WHAT WE'RE LOOKING AT IS WE HAVEN'T ADDED ONE SINCE 2015. OUR OUR PLAN REVIEWS ARE UP ABOUT 134%. OBVIOUSLY AT SOME POINT THAT WILL THAT WILL THAT WILL WILL START TO DIMINISH SOME. BUT WE'VE ALSO GOT SOME REDEVELOPMENT OPPORTUNITIES AS WELL. OUR COMMERCIAL SQUARE FOOTAGE IS INCREASED 29% SINCE WE ADDED OUR LAST FIRE INSPECTOR AND PROPERTY VALUES UP ABOUT 232%. SO IT'S SOMETHING THAT WE'RE FOCUSED ON. OBVIOUSLY WE'RE WE'RE GETTING THE MOST OUT OF THOSE PERSONNEL NOW. AND THOSE THAT THAT CHART ON THE LEFT SHOWS HOW WE CAME UP WITH THAT WITH WITH WHAT WE'RE UTILIZING THEIR TIME DOING. ABOUT 70% OF THEIR TIME, I'M SORRY, ABOUT 40% OF THEIR TIME OR 18 HOURS A WEEK IS SPENT DOING ANNUAL INSPECTIONS RE
[01:45:08]
INSPECTIONS. THAT'S SOMETHING I MEAN, OBVIOUSLY WE'RE WE'RE NOT AN ENFORCEMENT. THEY ARE OUR ENFORCEMENT ARM OF THE FIRE DEPARTMENT. BUT OBVIOUSLY FROM A SAFETY PERSPECTIVE, WE WOULD RATHER GET COMPLIANCE. AND IF YOU TAKE THAT APPROACH YOU'RE GOING TO HAVE SOME RE INSPECTIONS. AND SO THAT THAT TAKES TIME AS WELL. ADMINISTRATIVE DUTIES. THERE ARE FIRE TRAINING OR CONTINUING EDUCATION HOURS. AND THEN 14% OF THEIR THEIR TIME IS SPENT OFF.SO THAT'S THAT'S WHERE PERCENTAGE OF UTILIZATION WE'RE WE'RE REALLY KIND OF HAD CHIEF CLAYBORN FOCUSING IN ON THAT TO MAKE SURE THAT THERE WAS A NEED. WE HAD AN INTERN. WE STILL HAD THAT POSITION IN THE BUDGET. WE WERE UNABLE TO GET ONE LAST YEAR FROM OKLAHOMA STATE. WE'RE GOING TO RETRY THIS YEAR THROUGH COLLIN COLLEGE AND SEE IF WE CAN BRING ONE IN. BUT THAT'S A PERSON THAT'S INTERESTED IN BECOMING A FIRE INSPECTOR OR IN THOSE CLASSES. AND WE CAN WE CAN UTILIZE THEM TO DO OUR MAYBE OUR STRIP SHOPPING CENTERS OR MORE RUN OF THE MILL FIRE INSPECTIONS. AND THEN OBVIOUSLY THEY HAVE THE SUPPORT OF OUR OTHER FOLKS IF NEEDED. SO IF WE ADD AN ADDITIONAL PERSON, WE'LL BE RIGHT AT 100% UTILIZATION AND STILL ABLE TO COMPLETE ALL THE INSPECTIONS ANNUALLY. ANY QUESTIONS ON PERSONNEL? NOPE. OKAY. WE'LL MOVE INTO TO FLEET AND I'LL JUST GIVE YOU A QUICK UPDATE AS AS WE GO THROUGH THIS FIVE YEAR PLAN. BUT OVERALL, OUR HEAVY DUTY FLEET, WHICH WOULD BE OUR FIRE APPARATUS, IS IN GREAT SHAPE. OBVIOUSLY, WE ORDERED SOME IN 2021 TO TRY TO GET AHEAD OF THAT CURVE. WE DIDN'T GET THEM AS QUICK AS WE WANTED TO, BUT ONCE WE GOT THEM, THEY'VE THEY'VE BEEN THEY'VE BEEN GREAT. AND THE QUALITY AND THE RELIABILITY HAS BEEN THERE. WE ALSO WITH OUR HEAVY DUTY FLEET, SOME CHALLENGES ARE COST INCREASES AND CONTINUED LONG DELIVERY TIMES. AND IT'S SOMETHING THAT WE'VE WE'VE TRIED TO PLAN FOR OUR MEDIUM DUTY REALLY OUR AMBULANCES HAS BEEN OUR FOCUS THERE OVERALL THAT THAT THAT FLEET IS IN GREAT SHAPE. BUT ALSO AMBULANCE DELIVERY TIMES AND COSTS HAVE HAVE SHOT UP, YOU KNOW, POST COVID. AND THEN OUR LIGHT DUTY FLEET, WHICH IS OUR MOST FLEXIBLE AS FAR AS TO PUSH THINGS AROUND IN THE FIVE YEAR PLAN BECAUSE WE CAN GENERALLY GET THEM FAIRLY QUICKLY. IT'S OVERALL IN GREAT SHAPE TOO. SO THOSE ARE OUR THOSE ARE OUR FIVE YEAR PLAN VEHICLES, AND I'LL KIND OF GO THROUGH THOSE IN MORE DETAIL AS WE START WORKING THROUGH THIS. WE CONTINUE TO DO THE FLEET REPLACEMENT GRADING PROGRAM EVERY YEAR. THE CRITERIA IS ON THE BOTTOM LEFT OF THAT SLIDE, AND THEN IT TELLS YOU EXCELLENT CONDITION, GOOD CONDITION. OBVIOUSLY WE HAVE TO BALANCE THAT WITH DELIVERY TIMES. WE HAVE TO BALANCE THAT WITH WE DON'T WANT TO BUNDLE ALL OF OUR VEHICLES TOGETHER AND HAVE TO REPLACE THEM ALL IN ONE YEAR. SO THIS IS JUST ONE THING THAT THAT WE DO USE AS A AS A CONSIDERATION FOR REPLACEMENT OF THOSE VEHICLES. SO LOOKING AT OUR HEAVY DUTY, THOSE TOP TWO ARE GOING TO GO TO AUCTION.
THAT'S OUR TWO QUINTS THAT THE REPLACEMENTS JUST CAME IN 301 AND 302, WHICH ARE THE NEXT TWO BELOW THAT THEY'RE GOING TO MOVE INTO RESERVE STATUS. THEY'RE OUR OLDEST PIECES OF APPARATUS. SO WE WOULD EXPECT THEM TO BE HIGHER IN THE FLEET SCORE. BUT THEY'RE GOING TO MOVE INTO RESERVE STATUS, WHICH SHOULD CUT DOWN ON THOSE FLEET COSTS A LITTLE BIT. AND THEN OUR OLDEST FRONTLINE APPARATUS, WHERE WE THOUGHT WE WERE GOING TO BE IN IN 22, EARLY 23, IS A IS A 2019.
THEN OUR MEDIUM DUTY FLEET, OUR AMBULANCES HAVE BEEN A CHALLENGE AGAIN, WHICH WE'LL TALK ABOUT IN A MINUTE. BUT WE'VE GOT TWO ON ORDER, ONE FROM FROM THIS FISCAL YEAR, ONE FROM THE PREVIOUS FISCAL YEAR. AS YOU MIGHT REMEMBER, WE BOUGHT THE CHASSIS TRYING TO GET AHEAD OF THAT CURVE. IT ENDED UP WORKING OUT PERFECTLY. ABOUT THE TIME THE CHASSIS CAME IN. THEY WERE READY TO START THE BUILD AND WE JUST GOT OUR FIRST PROGRESS PICS THIS WEEK, AND WE'RE EXPECTING DELIVERY OF THOSE TWO AMBULANCES IN EARLY MAY OR I'M SORRY, LATE MAY, EARLY JUNE. SO HOPEFULLY WE'LL GET THOSE IN SERVICE AND THEN WE'LL HAVE A 22 AND 220 THREES IN SERVICE. AND AGAIN OUR LIGHT DUTY FLEET, THE TOP TWO THAT WE WOULD BE THE MOST CONCERNED ABOUT. WE'RE GOING TO MOVE THOSE INTO. THOSE ARE GOING TO MOVE INTO A SUPPORT STATUS AT THE FIRE STATIONS. AND WE WOULD ANTICIPATE THEIR THEIR SCORES GOING GOING DOWN A LITTLE BIT OR AT LEAST LEVELING OFF. AND THEN PREVENTION. 142 IS ONE OF THE FIRE MARSHAL'S VEHICLES. THE NEW ONE JUST CAME IN JUST THIS WEEK.
SO WE'RE STARTING TO BE ABLE TO GET LIGHT VEHICLES THREE QUARTER TONS, ONE TONS, A LOT QUICKER, HALF TONS, A LOT QUICKER THAN WE HAVE IN THE PAST, WHICH IS WE'RE NOT GETTING THEM OUTFITTED ANY QUICKER BECAUSE WE'RE STILL WAITING TO GET THE STUFF, BUT WE CAN GET THE VEHICLE HERE AND SORT OF HAVE ALL THAT PLANNED OUT WHEN IT DOES ARRIVE. THE NEXT THING WE'VE GOT TO FOCUS ON FOR REPLACEMENT IS QUINT. 142 I KNOW THAT IT'S A 2019 AND YOU WOULDN'T THINK IT'S TIME TO
[01:50:04]
ORDER IT, BUT GENERALLY SPEAKING, WE KEEP THESE THESE FRONTLINE TEN YEARS AND THEN TEN YEARS IN RESERVE. AND WITH A 36 TO 48 MONTH BUILD TIME, IT'S TIME TO START LOOKING AT THAT IN THIS FISCAL, THIS UPCOMING FISCAL YEAR SO THAT WE CAN GET IT HERE AT THAT TEN YEAR MARK.ITS CURRENT FLEET SCORE IS 28. IT'S YELLOW. IT'S STILL IN GOOD CONDITION. BUT I THINK WHAT WE'VE WE'VE SHOWN TIME AND TIME AGAIN IS AT THAT TEN YEAR MARK, OUR, OUR OUR COSTS GO UP.
RELIABILITY IS NOT SO MUCH AN ISSUE AS IT IS DOWNTIME. I MEAN, IT'S NOT LIKE THEY'RE BREAKING DOWN ANSWERING CALLS. IT'S JUST OUR FLEET COSTS GO UP AND THEIR IN-SERVICE TIME GOES DOWN. SO THAT'S SOMETHING THAT WE'LL HAVE TO LOOK AT OR START TO MAKE PLANS FOR IN THE NEAR FUTURE.
AND I DON'T EXPECT YOU TO GET MUCH OUT OF THIS SLIDE, BUT THIS IS WHAT WE'VE BEEN WORKING ON, TRYING TO PUSH OUT AMBULANCES THROUGH 2036. AND SO, SO JUST TO KIND OF JUST TO KIND OF HIT ON THE HIGH POINTS OF THE AMBULANCES, THEY'RE NOT GOING TO BE AS LONG. THEY'RE GOING TO BE WHAT WE ANTICIPATE OR WHAT WE'RE WHAT WE WOULD LIKE TO DO IS FOUR YEARS FRONTLINE AND THREE YEARS RESERVE TO GIVE US SEVEN YEARS TOTAL. WE'LL, WE'LL WE'LL HAVE SOME MORE BY THE TIME BUDGET COMES AROUND. BUT I ANTICIPATE AT THAT FOUR YEAR MARK, THEY'RE GOING TO BE JUST OVER 100,000 MILES. ONE THING WE'VE TRIED TO DO TO INCREASE RELIABILITY AND LOWER OUR MAINTENANCE COSTS HAS GONE TO GASOLINE ENGINES. A LOT OF DEPARTMENTS ARE DOING THAT JUST BECAUSE MOST OF THE MOST OF THE PROBLEMS WE'VE HAD ARE WITH OUR DIESEL MOTORS. AND SO THAT'S THAT'S SOMETHING THAT WE'VE WE'VE DONE WITH THESE LAST, THESE THREE THAT WE WON THAT WE HAVE AND TWO THAT WE HAVE ON ORDER. OUR AMBULANCE FLEET PRIOR TO US TAKING OVER, THE EMS SERVICE WAS CONSISTED OF A 2008, A 2016. AND THEN WE BOUGHT TWO 2016 FROM PLANO THAT THEY HAD SENT TO AUCTION. AND THEY HAVE THEY HAVE ALL SERVED US WELL, BUT WE DIDN'T WANT TO BUY ALL THOSE LEADING INTO EMS AND THEN HAVE TO REPLACE THEM ALL AT THE SAME TIME FRAME. SO WE'RE TRYING TO BUILD AND IT'S KIND OF WHAT I WAS SHOWING WITH THAT PREVIOUS SLIDE. WE'RE TRYING TO BUILD A REPLACEMENT PLAN. AND THIS THIS REPLACEMENT PLAN AS WE HAVE IT BUILT TODAY, DOES ACCOUNT FOR ADDING THE FOURTH AMBULANCE TO THE FOURTH STAFFED AMBULANCE TO THE FLEET, INSTEAD OF HAVING TO BUY THAT AS A CAPITAL. SO OUR PERSONNEL HAVE DONE A GREAT JOB LOOKING AT THIS AND KIND OF MARCHING THIS OUT. THE OTHER THING THAT WE AGAIN, LIFECYCLES THAT WE'VE WE THINK IS A GOOD IDEA IS TO BUY ALL THE MAJOR EQUIPMENT WITH THOSE AMBULANCES, FOR EXAMPLE, A LIFE PACK HEART MONITOR IS AROUND 75 TO $80,000, AND IT HAS SOMEWHERE BETWEEN A SEVEN AND TEN YEAR LIFESPAN. SO WHAT WE'RE WORKING ON NOW IS IF WE KEPT IT ON THAT AMBULANCE FOR SEVEN YEARS AND WE HAVE THREE MORE YEARS OF SERVICE, COULD WE ROTATE IT ONTO THE FIRE TRUCKS? THE TECHNOLOGY WOULDN'T BE BAD. IT'S JUST THAT AT THE END OF 7 TO 10 YEARS, PHYSIO IS GOING TO TELL US THEY DON'T SUPPORT IT ANYMORE. WE GOT TO BUY NEW ONES.
SO WE'RE TRYING TO FIGURE OUT A WAY TO ELIMINATE SOME OF THOSE MAJOR, MAJOR PURCHASES EVERY 7 TO 10 YEARS BY BUYING THEM WITH THE WITH THE AMBULANCES. SO THIS IS SOMETHING WE'VE BEEN BEEN FOCUSED ON. AND I THINK IT'S SOMETHING THAT WE'LL CONTINUE TO FOCUS ON THROUGH THE BUDGET PROCESS AND IN THE COMING YEARS. AGAIN, WE'VE WE'VE KIND OF FLIPPED OUR FLEET. WE'VE GOT A 22 AND WE'LL HAVE 223. SO RELIABILITY WILL START TO WE'VE WE'VE HAD SOME ISSUES WITH SOME AMBULANCES THIS YEAR FOR SURE. AND THAT THAT WILL HOPEFULLY GO AWAY WITH THESE NEXT TWO PURCHASES. SO THAT'S IT ON FLEET. OUR FLEET IS IN GOOD SHAPE AND WE APPRECIATE THE INVESTMENT THE COUNCIL AND CITY MANAGER HAS MADE ON THAT. MOVING INTO FACILITIES. IF THERE WAS A IF THERE WAS A NEED FROM A FACILITY STANDPOINT, STATION TWO, STATION ONE AND STATION FIVE WOULD BE OUR WOULD KIND OF BE OUR FOCUS. I THINK MR. PARKER SENT YOU ALL THIS. THIS IS SOMETHING THAT WE JUST KIND OF KIND OF TO GIVE COUNCIL A KIND OF AN OVERVIEW OF, OF WHAT WE HAD PLANNED AS THE PARK DEPARTMENT DID. THE THEY DID THE MASTER PLAN YEARS AGO. THERE'S JUST A CIRCLE THAT SAYS PUBLIC SAFETY. AND SO WE SEVEN AND EIGHT, THERE ARE FUTURE POLICE, JAIL AND COURTS. THEY THE PEOPLE THAT PREPARED THIS FOR US, PUT SOME PUT SOME RETAIL OVER THERE ON THE FAR LEFT, THE ORANGE OR YELLOW BUILDINGS. BUT THE FAR LEFT SIDE IS FIRE STATION TWO ALONG WITH SOME OTHER, SOME OTHER CITY SPACES. SO WHERE WE IF WE WERE ABLE TO DO THIS, WHAT I KIND OF ENVISIONED, THIS WOULD BE OUR CENTRAL FIRE STATION FIRE ADMINISTRATION 911 COMMUNICATIONS EOC FLEET AND LOGISTICS. IT ADDRESSES NOT ONLY SEVERAL ISSUES FOR US, BUT ALSO IMPROVES OUR EFFICIENCY AND HAS SOME SHARED SPACE FOR OTHER CITY DEPARTMENTS. THE. THE BUILDING THREE IS A JOINT TRAINING FACILITY FOR BOTH POLICE AND FIRE. BUILDING FIVE AND SIX IS A
[01:55:06]
RECEIVING AREA FOR CITY OF WYLIE. AGAIN, THIS IS JUST SQUARE FOOTAGE. WE WERE JUST PUTTING TOGETHER KIND OF WHAT SQUARE FOOTAGE WOULD LOOK LIKE WAREHOUSE SPACING. WHILE FIRE RESCUE AND WYLIE PD AND FACILITIES DEPARTMENT OFFICE AND WORKSPACE FOR CITY OF WYLIE FACILITIES DEPARTMENT. SO NOW THEY'RE UPSTAIRS ON THE THIRD FLOOR. AND THIS WOULD BE A GOOD PLACE FOR THEM TO RECEIVE AND MAYBE HAVE A SPACE TO WAREHOUSE SOME STUFF AND WORK ON SOME EQUIPMENT. SO IF THIS WAS EVER POSSIBLE, THIS IS ON THE LAND OUT IN FRONT OF THIS, THIS FACILITY HERE. I THINK IT WOULD BE BENEFICIAL FOR, FOR NOT ONLY US, BUT SOME OTHER CITY DEPARTMENTS AS WELL. FIRE STATION FIVE 564 565 CALLS FOR SERVICE LAST YEAR. ANY CALLS FROM THE YEAR BEFORE MUCH OF THAT DISTRICT STILL REMAINS IN THE COUNTY. SO WE'RE STILL TRYING TO FOCUS ON ON WHEN, WHERE AND WHEN THAT STATION WOULD WOULD BE BUILT. THERE'S STILL SOME LARGE TRACTS OF UNDEVELOPED PROPERTY. THERE'S NO CLEAR BEST LOCATION YET BECAUSE SOME OF THE ROADS, ALTHOUGH THERE'S A THOROUGHFARE PLAN, THEY'RE NOT PUNCHED THROUGH.UNFORTUNATELY, WE HAVE SOME CITY LIMITS AT THE FAR SOUTH END OF THAT FIRE DISTRICT, BUT THEY'RE CURRENTLY SERVICED BY FIRE STATION ONE. WE JUST NEED TO CONTINUE TO MONITOR AND DEVELOP THAT DISTRICT. THE PURPLE AREA THERE SHOWN ON THAT MAP IS, IS WHERE WE HAVE IT DRAWN. NOW, OBVIOUSLY, IF DEVELOPMENT CHANGES OUT THERE OR WHATEVER DRIVES THAT FUTURE FIRE STATION, IF THAT WAS EVER IF THAT WAS EVER REVIEWED AND WE FOUND A SPOT, OBVIOUSLY THAT DISTRICT COULD BE TO BE COULD BE REBUILT BASED ON THE CLOSEST ADDRESSES TO THAT FACILITY. SO THAT'S SOMETHING WE'RE WE'RE LOOKING AT IN THE FUTURE. AND THEN CURRENT FIRE STATION ONE. AND AGAIN, LONG TERM, WE HAVE A PIECE OF PROPERTY FOR THAT FIRE STATION. SO WHETHER IT'S WORK WHERE THE CURRENT FIRE STATION IS OR DOWN WHERE THE PROPERTY WAS DONATED FOR THE FIRE STATION RELOCATION.
BUT FIRE STATION ONE WAS BUILT IN 84. WE ADDED ON TO IT IN 98. ONLY ONE BAY WILL HOLD ONE OF OUR QUINTS BECAUSE BECAUSE OF THE HEIGHT, WE HAD TO REBUILD THAT, REBUILD THAT IN THE EARLY 90S. AND SO ALSO THE LENGTH. WE STILL SLEEP TWO PEOPLE PER BEDROOM. WE HAVE SOME POLICIES IN PLACE, OBVIOUSLY, TO TRY TO PROTECT MALE AND FEMALE IN THE SAME ROOM. SO WE'VE ADDRESSED THAT AS MUCH AS WE COULD. BUT IF WE EVER DO DO THAT, IT NEEDS TO BE IN CONJUNCTION WITH FIRE STATION FIVE, BECAUSE IT WILL IT WILL AFFECT OUR ABILITY TO GO EAST WEST IN THAT DISTRICT. SO IT'S JUST SOMETHING LONG TERM. I THINK THAT WE THAT WE NEED TO PLAN FOR AND START TO LOOK AT AGAIN OUR, OUR STUFF AT FIRE STATION ONE, ALTHOUGH IT'S OUR BUSIEST DISTRICT, RESPONSE TIMES ARE NOT BAD. OBVIOUSLY THEY'RE THE LONGEST IN FIRE STATION FIVE'S AREA, BUT OVERALL WE'RE STILL GETTING GOOD RESPONSES TO THAT AREA. TRAINING TOWER UPDATE OH, SORRY MAYOR. GO AHEAD.
SORRY. JUST QUICK QUESTION ON THAT. WITH 1 IN 5 IN THE DISCUSSIONS AROUND THAT AND I THINK IS IT THREE THAT'S OVER THERE AS WELL. STATION THREE IS AT BROWN AND WHICH IS UP THE ROAD. SO YOU TALKED ABOUT IF RELOCATED NEEDS TO BE IN CONJUNCTION. NOW IF WE GET SEVERAL YEARS AND AGAIN I DON'T KNOW WHAT THE SUGGESTIONS WILL BE. I KNOW STAFF AND YOU ALL WILL HELP US THROUGH THAT. BUT IF YOU START GETTING TO THE POINT WHERE ONE CONTINUES TO AGE OUT AND THERE'S WE'LL CALL IT A SMALL INCREMENTAL INCREASE SIMILAR TO WHAT YOU'VE SEEN IN FIVE, BUT NOT ENOUGH TO CALL POTENTIALLY FOR A STATION. HAVE YOU? ALL CONSIDERED, I DON'T KNOW WHAT THEY CALL IT. DOUBLE DOUBLE DOUBLE COMPANIES. YEAH. THERE YOU GO. DOUBLE UP. ANOTHER A SECOND OR HOWEVER THAT WORKS FROM A FROM A RESPONSE TIME PERSPECTIVE. IF, IF THE NUMBERS AREN'T BEARING OUT A STATION AT THAT TIME. BUT WE CAN'T PUT ONE OFF FOREVER. AND WOULD THAT BE AT ONE THREE OR IS THAT GETTING WAY TOO FAR DOWN THE ROAD? NO, I THINK IT'S SOMETHING WE LOOK AT.
I THINK THE BEST, THE BEST SOLUTION WOULD BE A SQUAD ON THAT SIDE OF TOWN. I MEAN, WITH 70% OF OUR CALLS BEING EMS RELATED, THAT THAT'S TWO FIREFIGHTER PARAMEDICS VERSUS FOUR, THE APPARATUS IS A LOT CHEAPER AND ALTHOUGH IT CONTRIBUTES TO OUR OVERALL MANPOWER DAILY, THEY COULD FOCUS ON THAT 70% OF THAT CALL OF THOSE CALLS. AND SO I THINK IT'S SOMETHING THAT THAT WE CAN DEFINITELY LOOK AT TO, TO AT LEAST EXTEND THAT TIME. BUT THE OTHER THING ABOUT A SQUAD, A PARAMEDIC SQUAD, IS THEIR RESPONSE TIMES ARE A LOT QUICKER. IT'S A SMALLER, A LITTLE MORE AGILE VEHICLE, AND THEY CAN GET AROUND QUITE A BIT FASTER THAN THE QUINTS. AND SO THEY DON'T RESPOND TO EVERY MEDICAL CALL. THE MORE SERIOUS CALLS THE QUINT STILL GO ON. BUT THEY CAN ANSWER A LOT OF THEM. YOU KNOW, IN REPLACING THE QUINT. OKAY. AND AGAIN, THAT'S WHY I'M NOT TRYING TO SUGGEST A PLAN. I'M JUST. YEAH. NO, IT'S
[02:00:05]
SOMETHING WE'VE CONSIDERED THE ISSUE WITH THE SQUAD. ANY ANY ADDITIONAL COMPANIES IS THE PERSONNEL COSTS. HOPEFULLY THAT'S NOT HELL. YES. RIGHT. YEAH. THAT ISN'T. THE, THE OBVIOUS THING THAT THE FIRST BARRIER TO OVERCOME WITH, WITH ADDING A SQUAD IS THE PERSONNEL COSTS, BECAUSE YOU'RE PROBABLY LOOKING AT SOMEWHERE BETWEEN 6 AND 8 PEOPLE. AND I DIDN'T MEAN TO DERAIL THE CONVERSATION. I JUST WHEN YOU POINT OUT THAT IT WAS BUILT IN 84 LIVING STRUCTURE, LIVING LIVING QUARTERS IN 98. SO, YOU KNOW, I'M FAMILIAR WITH 1984 AS A YEAR AND AWARE OF THE AGE THAT THAT'S STARTING TO SHOW. SO YEAH. AND I AND I NEED TO SAY TOO, WE, WE HAVE SOME MONEY IN OUR BUDGET FACILITIES TAKES GOOD CARE OF IT AND OUR PERSONNEL TAKE GOOD CARE OF IT. AND THOSE FIRE STATIONS ARE NICE FIRE STATIONS. NO. AND I KNEW THAT. I KNOW THEY DO A GREAT JOB THERE STILL I JUST WHEN WE'RE LOOKING AT IT, I DON'T WANT IT TO GET PUT OFF IF WE DON'T HAVE THE NUMBERS FOR FIVE. SURE. AND FULL DISCLOSURE, I LIVE IN FIVE. SO WHAT I'M SAYING WE MAY NOT HAVE THE NUMBERS FOR IT. THAT'S WHERE MY HOUSE IS. SO I UNDERSTAND THAT.SO COUNCILMAN WILLIAMS, THANK YOU. MAYOR. CHIEF, I JUST WANTED TO FOLLOW UP ON WHERE WE'RE LOOKING TO PUT FIRE STATION FIVE. DO WE HAVE LAND NOW OR ARE WE KEEPING AN EYE OUT FOR LAND? BECAUSE I KNOW IT'S GOING, AND WE'RE NOT GOING TO BE ABLE TO GET MORE OF IT. SO WHAT ARE WE DOING THERE? YEAH. SO WE HAVE A FIRE DEVELOPMENT FEE THAT ALLOWS US TO HAVE THE FUNDING. THE PROBLEM WITH THE WITH BUYING A PIECE OF LAND RIGHT NOW IS THERE'S NO REAL CLEAR LOCATION TO PUT IT. MOST OF THAT AREA IS STILL IN THE COUNTY. AND UNTIL THERE'S A DEVELOPMENT THAT DRIVES SOME ANNEXATION AND WE'RE ABLE, YOU KNOW, WE DON'T WANT TO PUT IT WHERE OUR CURRENT CITY LIMITS IS, WHICH IS THE FAR SOUTH END OF THAT DISTRICT. WE WANT TO PUT IT MORE CENTRALLY LOCATED SOMEWHERE OFF OF BOZEMAN. TROY, THE TROY EXTENSION AROUND TO BEAVER CREEK, SOMEWHERE IN THAT GENERAL VICINITY WOULD BE A GOOD PLACE. BUT UNTIL SOMETHING HAPPENS OUT THERE THAT KIND OF SAYS, HEY, THIS IS WHERE WE NEED IT. OR IF ALANIS WAS TO WAS TO GET PUNCHED THROUGH. THOSE ARE ALL GOOD INDICATORS THAT I THINK WOULD DRIVE WHERE THAT FIRE STATION GOES. I JUST WANT TO MAKE SURE THAT WE'RE KEEPING ON AHEAD OF IT BEFORE IT'S GONE. AND WE CAN'T GET IT OUT THERE. NO, I, I AGREE IT AND SIT ON IT. IT'D BE BETTER TO GET MORE THAN LESS, IN MY OPINION, AND SIT ON IT IF WE HAD TO, IN ORDER TO KNOW THAT WE HAD IT WHEN WE NEEDED IT. YEAH.
THE GOOD THING IS, AGAIN, IF, IF THE IF THE AREA BECAME, IF WE IDENTIFIED AN AREA AND THERE WERE SOME LAND AVAILABLE, THERE'S SOME MONEY IN THAT FIRE DEVELOPMENT FEE THAT WE SET, THAT WE SET APART JUST TO PURCHASE THAT, THAT PROPERTY WHEN THE TIME COMES. AND SO FUNDING WOULDN'T BE AN ISSUE. IT'S JUST IDENTIFYING WHERE IT'S AT AND THEN AND THEN MAKING THE MOVE. AT THAT POINT I WOULD BE OPEN JUST PERSONALLY TO PURSUING THAT EARLIER AND HOLDING IT, KNOWING THAT YOU CAN ALWAYS GET RID OF IT LATER. SURE. AND WE'RE GOING TO NEED IT JUST TO ENSURE THAT WE DON'T GET CAUGHT WHERE WE CAN'T PUT IT, WHERE WE NEED IT. AT THE TIME THAT WE REALIZED THAT WE NEED IT. BUT OKAY, KEEPING AN EYE ON THAT AND WE'VE GOT SOME IN OUR LAST SLIDE THAT THAT MIGHT HELP WITH THAT, WITH IDENTIFYING THAT LOCATION. SOME THINGS WE'RE GOING TO WORK ON IN THIS NEXT YEAR. SO THANK YOU. TRAINING TOWER UPDATE WE BROUGHT THIS LAST YEAR. IT WAS APPROVED.
WE'RE WELL UNDERWAY IN CONSTRUCTION. THE POLES YOU CAN SEE BEHIND THAT CAR THERE ARE THE FOUNDATION FOR THAT. IT'S A LITTLE AHEAD OF SCHEDULE WHICH IS VERY UNUSUAL. WE'LL SEE IF THAT'S THAT'S TRULY THE CASE. BUT WE ANTICIPATE THAT BEING INSTALLED AND OPEN FOR TRAINING SUMMER OF THIS YEAR. AND SO WE'VE ALREADY POURED THE CONCRETE, WHICH IS THAT THAT ON THE FAR LEFT SIDE OF THAT SLIDE IS SOME NEW CONCRETE. THE GOAL WILL BE ON THE FRONT SIDE OF THIS. THIS STRUCTURE WILL LOOK LIKE A RESIDENCE IN THE BACKSIDE. WHERE THAT CAR IS SITTING WILL LOOK MORE LIKE AN INDUSTRIAL BUILDING OR A COMMERCIAL OCCUPANCY. SO SOME DIFFERENT LOCATIONS, DIFFERENT OPPORTUNITIES TO TRAIN. BUT THAT'S COMING SOON. THIS YEAR, SUMMER OF 25. SO I KNOW FINANCE MENTIONED BRIEFLY RECENTLY ABOUT SOME SOME MAYBE SOME EQUIPMENT PURCHASES, CAPITAL EQUIPMENT PURCHASES. THERE'S THE FIRE DEPARTMENTS WOULD BE THERE NEEDS TO ELIMINATE SOME MONEY OUT OF THE BUDGET AS DISCUSSED. AGAIN TALKING ABOUT LIFE CYCLES. THOSE 911 COMMUNICATION CONSOLES. WE WERE JUST NOTIFIED THAT THAT THEY'RE END OF LIFE IN 2030. SO AT LEAST MOTOROLA GAVE US FIVE YEARS, BUT REALLY ONLY FOUR BECAUSE WE'RE ALREADY WORKING ON NEXT YEAR'S FISCAL YEAR. RESCUE TOOLS, SIRENS. WE'RE STILL CONTINUING TO UPGRADE THE OPTICOM GPS SYSTEM. I THINK PUBLIC WORKS WILL HAVE SOME MORE INFORMATION ON THAT. BUT THERE'S REALLY THREE COMPONENTS TO THAT. THERE'S THE TRAFFIC LIGHTS AND THEN THERE'S THE UPGRADES TO FIRE VEHICLES, THE UPGRADES TO POLICE VEHICLES. AND SO AND AGAIN, RADIOS ARE ARE MOTOROLA HEART MONITORS. ALL OF THAT EQUIPMENT IS SOMETHING THAT WE'VE IDENTIFIED AS WE'RE EITHER
[02:05:02]
HAVE NOW ON AN ANNUAL ROTATION OR THAT'S GOING TO BE END OF LIFE IN THE NEXT FEW YEARS. SO THOSE ARE THE THINGS THAT WE SEND TO FINANCE. FOR THOSE LOOKING AHEAD INTO THE REST OF THIS FISCAL YEAR AND INTO 26, I THINK SOME THINGS WILL BE BRINGING TO YOU ALL AND HAVING SOME FURTHER DISCUSSIONS WITH AS ESD EMERGENCY SERVICE DISTRICT IN THE COUNTY. I KNOW THAT'S THAT'S BEEN A BIG HOT TOPIC WE HAVE. WE HAVE 60 DAYS TO RESPOND TO THAT. IF WE'RE GOING TO ALLOW OUR ETJ THAT STARTED ON FEBRUARY THE 25TH ISH. WE DIDN'T REALLY GET THE LETTER UNTIL THEN, BUT THAT'S WHAT IT'S DATED. IF WE DO NOTHING, THEN OUR ETJ GETS INCLUDED INTO THE ESD. SO THAT'S SOMETHING. IF COUNCIL HAS ANY QUESTIONS ON, I THINK WE'LL BE BRINGING ON BRING IT TO YOU ALL AS A, AS A WORK SESSION OR AS A DISCUSSION IN THE NEAR FUTURE. ONCE, IF THE ESD WERE TO PASS, THE ELECTION IS GOING TO BE IN NOVEMBER. IF IT WERE TO PASS, WE THEN HAVE TO IF WE'RE GOING TO CONTINUE TO PROVIDE FIRE PROTECTION IN THE COUNTY, UNINCORPORATED AREAS AROUND THE CITY, WE HAVE TO SIGN AN AGREEMENT WITH THAT ESD. THERE'S SOME POTENTIAL THERE FOR IT TO BE MORE EQUITABLE THAN IT IS NOW. THE COUNTY PAYS US ABOUT $40,000 A YEAR RIGHT NOW TO PROVIDE FIRE, FIRE PROTECTION. IT EQUALS OUT TO ABOUT 200, A LITTLE LESS THAN $300 A CALL.AND JUST IN COMPARISON, ROCKWALL COUNTY PAYS US ALMOST 2300 PER CALL, WHICH IS OUR WHICH IS OUR WHAT IT COST US TO DISPATCH A CALL. AND SO THAT'S SOMETHING THAT THE EMERGENCY SERVICE DISTRICT, THAT'S A TAXING ENTITY THAT WILL BE BE THROUGHOUT THE COUNTY AND THE UNINCORPORATED AREAS. INSPIRATION HAS CONTACTED US ABOUT TRANSFERRING THEIR THEIR FIRE PROTECTION AGREEMENT FROM THEIR HOMEOWNERS ASSOCIATION TO THEIR COLLIN COUNTY OR THEIR MUD DISTRICT. WE TALKED TO THEM ABOUT IT LAST YEAR. THEY'VE COME BACK AGAIN, AND WE'RE WORKING WITH THEM RIGHT NOW THAT WE'LL PROBABLY BE BRINGING BACK MUTUAL AID. FIRE AGREEMENTS WILL PROBABLY START TO REDO THOSE AND INCLUDE SOME SPECIAL OPERATIONS THAT WE PROVIDE THROUGHOUT THE COUNTY.
FIRE AND EMERGENCY SERVICE ANALYSIS. WE'RE LOOKING AT BRINGING A PROPOSITION TO OUR COUNCIL ABOUT HIRING A CONTRACTOR, THIRD PARTY CONTRACTOR, TO EVALUATE WHERE DO WE NEED WHERE DO WE NEED A FIRE STATION, WHAT DO WE NEED IN THE FUTURE? AND JUST MAKING SURE THAT WE'RE WE'RE DOING WE THINK WE'RE PUTTING A THE BEST PRODUCT AND THE MOST EFFICIENT PRODUCT OUT ON THE STREET RIGHT NOW. BUT WE WANT TO MAKE SURE THAT THAT WE DO THAT AND PROVE THAT THROUGH AN ANALYSIS BY A THIRD PARTY. I THINK WITH THAT, STANDARDS OF COVERAGE IS SOMETHING THAT'S TALKED ABOUT A LOT, WHETHER IT'S WHETHER IT'S TELLING US WHERE A FUTURE FIRE STATION GOES. AND THAT'S WHAT I WAS MENTIONING EARLIER, COUNCILMAN WILLIAMS, BUT ALSO THAT'LL HELP US TREMENDOUSLY WITH OUR NEXT ISO EVALUATION. A STANDARDS OF COVERAGE DOES A LOT IN THAT ISO. AND THEN, AS I MENTIONED EARLIER, PROVIDING DISPATCH SERVICES FOR ADDITIONAL CITIES. WE'VE BEEN CONTACTED BY SEVERAL THAT WANT US TO LOOK AT PROVIDING SOME DISPATCH SERVICES FOR THEM AS WELL. SO THAT'S ALL I HAVE. IF YOU HAVE ANY QUESTIONS OR FEEDBACK, I'LL BE GLAD TO TAKE IT OR ANSWER ANY QUESTIONS. OKAY. WELL, FIRST, I WANT TO THANK YOU FOR THE COMPREHENSIVE OVERVIEW PROVIDED THIS EVENING. IT DEFINITELY HELPS. AND I KNOW FROM THE STANDPOINT OF OUR CITIZENS, IF THEY'RE INTERESTED, IT HELPS PROVIDE THEM KIND OF A SNEAK PEEK INTO THE FUTURE OF WHAT WE'RE LOOKING AT, AND PROVIDES INFORMATION ON THE LEAD TIME AND COST. I MEAN, AS YOU MENTIONED WITH LIKE QUINT 142 DOESN'T LOOK LIKE WE NEED TO ORDER A REPLACEMENT, BUT WHEN IT TAKES 3 TO 4 YEARS TO GET ONE IN, IF YOU ORDER IT WHEN YOU NEED IT IN FOUR YEARS, YOU'RE WAITING ANOTHER FOUR. AND AS YOU MENTIONED, THEN YOU'RE PUTTING GOOD MONEY AFTER BAD ALMOST. OR HOWEVER THAT PHRASE WOULD GO AT THAT POINT IN TIME, BECAUSE WE HAVE TO MAKE SURE THAT WE HAVE THAT IN SERVICE TO TAKE CARE OF OUR CITIZENS. BUT I DON'T THINK OUR CITIZENS WANT US TO PUT A BUNCH OF MONEY INTO SOMETHING THAT IS PAST ITS USEFUL LIFE.
SURE. SO I APPRECIATE THE FORWARD THINKING THERE. I KNOW THAT YOU'LL WORK WITH OUR CITY MANAGEMENT STAFF ON ON THE PLANS MOVING FORWARD, AND LOOK FORWARD TO SEEING KIND OF THE, I GUESS, NEXT ITERATION THAT YOU'LL BRING BEFORE US LATER THIS YEAR. SO THANK YOU, MAYOR, COUNCIL, DO WE HAVE ANY OTHER I KNOW PEOPLE ASK QUESTIONS AS WE WENT AND ANYTHING ELSE BEFORE I MOVE US OUT. COUNCILMAN WILLIAMS, I WOULD JUST SAY THANK YOU. I MEAN, THE PRESENTATION YOU ALL GIVE EACH YEAR IS REALLY INSIGHTFUL TO BE ABLE TO SEE WHAT'S HAPPENED, WHAT'S HAPPENING, AND HOW YOU ALL PLAN FOR WHAT'S COMING. SO IT'S A LOT OF WORK GOES INTO IT. JUST THANK YOU FOR THAT. THANK YOU. APPRECIATE IT. ALL RIGHT. THANK YOU GENTLEMEN. SO WITH THAT THAT
