WE ALWAYS TALK ABOUT HOW IMPORTANT IT IS IN WILEY AND WHAT MAKES IT SUCH A SPECIAL PLACE IS THE PEOPLE WHO GIVE BACK TO THE COMMUNITY AND MAKE IT SUCH A SPECIAL PLACE. THIS IS A GREAT RECOGNITION BECAUSE THIS IS TRAINING THAT NEXT GENERATION OF LEADERS, BECAUSE THEY'RE ABOUT TO GO THROUGH HIGH SCHOOL, COMPLETE HIGH SCHOOL, AND MOVE INTO ADULTHOOD. YES, FOR ALL OF THEM THAT NOW LOOKED AT ME WHEN I SAID THAT WORD. BUT YOU ARE, YOU WILL BE ENTERING AND BECOMING A YOUNG ADULT, AND THE TIME THAT YOU ARE PUTTING INTO THE COMMUNITY NOW, AND THE CHARACTER TRAITS THAT YOU ARE ESTABLISHING WILL LEAD YOU FAR IN LIFE. AND THOSE ARE THE CHARACTERISTICS THAT WE LOVE TO SEE IN OUR YOUNG PEOPLE HERE IN WILEY, BECAUSE YOU ARE THE NEXT GENERATION OF TEACHERS, OF BUSINESS ENTREPRENEURS, COUNCIL MEMBERS, SCHOOL BOARD MEMBERS, WHATEVER IT IS THAT YOU SEEK TO ACHIEVE THOSE, YOU ARE THE ONES WHO WILL DO THAT HERE IN WILEY AND ABROAD. SO WE CONCENTRATED OUR EFFORTS IN INTERIM FIELD WORK ON LOOKING AT THE INTERNAL CONTROLS OVER THE SIGNIFICANT TRANSACTION CYCLES LIKE PAYROLL, CASH DISBURSEMENTS, CASH RECEIPTS AND SUCH. AND WE GET AN UNDERSTANDING OF THE PROCESS, WE IDENTIFY THE CONTROLS, AND THEN WE WALK THROUGH TRANSACTIONS. WE TESTED COMPLIANCE WITH THE PUBLIC FUNDS INVESTMENT ACT AND PERFORMED CONTROL TESTING OVER THINGS SUCH AS CASH DISBURSEMENTS AND PAYROLL TRANSACTIONS. AND WHEN WE CAME BACK IN NOVEMBER, WE USED A VARIETY OF TECHNIQUES TO TEST THE ACCOUNT BALANCES AND THE ACTIVITY FOR THE YEAR. AND IT WAS REALLY THE NET EFFECT OF THREE THINGS THE AD VALOREM TAX TAXES INCREASED BY $3.5 MILLION THIS PAST YEAR. SALES TAXES WENT UP ABOUT $800,000, AND THERE WAS A $2.3 MILLION REDUCTION IN INTERGOVERNMENTAL REVENUES. AND THAT WAS PRIMARILY DUE TO THE ARPA MONEY THAT HAD BEEN SPENT IN THE PREVIOUS YEAR. AND THIS SLIDE JUST SHOWS YOU KIND OF A SIDE BY SIDE COMPARISON OF EACH OF THE REVENUE SOURCES OF THE CITY AS FAR AS THE GOVERNMENTAL REVENUES. AND YOU CAN SEE THE AD VALOREM TAXES, FOR INSTANCE, INCREASING FROM 37.9 TO 41.4 MILLION. THE SALES TAXES SIMILARLY INCREASED SIMILARLY INCREASING, AND THE INTERGOVERNMENTAL REVENUES GOING DOWN FROM 8.8 TO 6.5 THIS YEAR. SIMILARLY, THE EXPENDITURES ARE PRESENTED ON THE NEXT TWO SLIDES. THE GOVERNMENTAL FUNDS EXPENDITURES TOTALED $97.8 MILLION THIS YEAR. THAT WAS A SIGNIFICANT INCREASE OVER THE PREVIOUS YEAR, $29.9 MILLION INCREASE. BUT THE MAJORITY OF THAT WAS RELATED TO THE CAPITAL OUTLAY AND JUST THE TIMING OF THE CAPITAL PROJECTS GOING ON IN THE CITY. SO CAPITAL OUTLAY EXPENDITURES INCREASED $17 MILLION THIS PAST YEAR. THERE WERE MUCH SMALLER INCREASES IN PUBLIC SAFETY, GENERAL GOVERNMENT AND COMMUNITY SERVICE. AND AGAIN, THERE'S A SIDE BY SIDE COMPARISON OF EACH OF THE VARIOUS FUNCTIONAL AREAS OF EXPENDITURES HERE. AND YOU CAN SEE THE ONE THAT REALLY STUCK OUT WAS THE CAPITAL OUTLA, INCREASING FROM 2.8 MILLION TO 19.8 THIS YEAR IS THE PROJECTS WERE UP AND RUNNING. THE GOVERNMENTAL FUNDS FUND BALANCE TOTALED $78.9 MILLION AS OF SEPTEMBER 30TH, AND THAT WAS A DECREASE OF $16.1 MILLION FROM THE PREVIOUS YEAR. AND AGAIN, IT'S FOR THE SAME REASON, BECAUSE THE TIMING OF THE CAPITAL OUTLAY EXPENDITURES ON THE PROJECTS DECREASED. THE CAPITAL PROJECTS FUND BALANCE BY $13.3 MILLION. SO THAT COMPRISED MOST OF THAT CHANGE. ON ANOTHER NOTE, THE UNASSIGNED FUND BALANCE IN THE GENERAL FUND, WHICH WAS $26.2 MILLION, REPRESENTS 43.8% OF THE GENERAL FUND EXPENDITURES, WHICH IS A HEALTHY AMOUNT AND MEETS THE CRITERIA THAT THE TOWN SETS FOR ITS FUND BALANCE. ON THE GENERAL FUND. THE GENERAL FUND IS THE MAIN OPERATING FUND OF THE CITY, AND EACH YEAR THE PART OF THE ACT HAS A BUDGETARY COMPARISON SCHEDULE THAT LOOKS AT THE ORIGINAL BUDGET, THE FINAL BUDGET, AND THE ACTUAL REVENUES AND EXPENDITURES, AND THE CITY EXPERIENCED A POSITIVE BUDGETARY VARIANCE OF $5 MILLION THIS PAST YEAR. AND THE BIGGEST COMPONENTS OF THAT ARE THE FACT THAT ACTUAL REVENUES EXCEEDED THE BUDGET BY $1.4 MILLION. MUCH OF THAT POSITIVE VARIANCE WAS IN NON PROPERTY TAXES LIKE SALES TAXES AND SERVICES REVENUE. THE CLAY MAQUETTES I'VE CREATED REPRESENTS THE FINAL VISION OF THE SCULPTURE, SCALED TO A LIFE SIZE, PROPORTION AND READY FOR PRODUCTION. AND THE SCULPTURE IS GOING TO BE CREATED USING THE LOST TRADITIONAL LOST WAX METHOD, WHICH IS A VERY TRIED AND TESTED METHOD FOR GETTING THE DETAIL AND ACCURACY. AND IT'S BEEN USED FOR HUNDREDS OF YEARS, HUNDREDS OF YEARS. SO WE WILL GET THE INTRICATE DETAIL THAT I THAT I NOT ONLY THAT I'VE PUT IN THE MAQUETTE, BUT THE LARGE ONE THAT I'LL, THAT I'LL SCULPT, WHICH IS LIFE SIZE. WHICH IS A GOOD NOTE TO THE PAST AND ALSO JUST HONORS THE IMPORTANCE OF THE LAND AND THE WILDLIFE AND THE PEOPLE OF THAT TIME, YOU KNOW. THE VIDEO MOVES TO THE ANTLERS. YOU CAN SEE THAT THE ANTLERS ARE GOLD. WE'RE GOING TO CREATE THIS BY POLISHING THE BRONZE WHICH CREATES THIS GOLD LOOK. AND THEN THAT WILL BE CLEAR COATED. THE POINT OF THIS IS TO SYMBOLIZE THE VALUE OF THESE ANIMALS TO THE PLANET. AND PEOPLE, PARTICULARLY THE CADDO TRIBES. SO. IT'S VERY SIMILAR TO HOW A SKY IS VERY BRIGHT AND COLORFUL, BUT IT'S NOT VERY JARRING. IT'S VERY SOFT. SO YOU CAN SEE THAT PATTERN ON THE BASE. A LOT OF TIMES YOU THINK THESE ARE BEAR CLAWS NECKLACES. MOST OF THE TIME THEY WERE SHARPENED ANTLERS AND ACTUAL FRESHWATER CLAM SHELLS THAT WERE MADE OF THE JEWELRY. SO ON A LIFE SIZE PIECE, WE CAN CREATE VERY FINE DETAIL WHERE THE IDEA IS THE VIEWERS CAN WALK UP TO THE PIECE AND ACTUALLY LEARN A LITTLE BIT HOW ARROWHEADS ARE SLID INTO SHAFT AND HOW THEY'RE CONNECTED, THINGS LIKE THIS. THE BOW ITSELF, VERY PARTICULAR TO THE TIME AN INDIAN LONGBOW, MUCH DIFFERENT THAN A RECURVE OR SOMETHING THAT A MODERN HUNTER MIGHT USE. BUT EVERYTHING BEING VERY SPECIFIC TO THE TIME, THE CLOTHING, THE MOCCASINS. WE CAN EVEN GET THE BEADWORK. I DON'T KNOW IF WE HAVE A CLOSE UP OF THE MOCCASINS, BUT THE VERY FINE BEADWORK AND THE FRINGE THAT WAS THAT IS RELATED TO THE TIME WE CAN GET THAT 100% ACCURATE ON A LIFE SIZE PIECE.
