WHEN I FINALLY GOT. IT'S 531 IN WYLIE, TEXAS, AND AT THIS TIME I'D LIKE TO CALL TO ORDER THE
[Parks and Recreation on November 6, 2024.]
NOVEMBER 6TH, 2024 WYLIE PARKS AND RECREATION BOARD MEETING IN THE CITY COUNCIL CHAMBERS. WE ASK EVERYONE TO SILENCE THEIR PHONES AND REMEMBER THAT THIS MEETING IS RECORDED LIVE STREAMED BOARD MEMBERS, PLEASE WAIT ON THE BOARD CHAIR TO CALL ON YOU BEFORE SPEAKING, AND ONLY ITEMS OF DISCUSSION LISTED ON THE MEETING AGENDA MAY BE DISCUSSED. WE DO HAVE A QUORUM TONIGHT WITH THE CURRENT ABSENCE OF BRIAN ARNOLD. ALL RIGHT. COMMENTS ON NON AGENDA ITEMS. DO WE HAVE ANY MEMBERS OF THE PUBLIC THAT WOULD WISH TO ADDRESS THE BOARD REGARDING AN ITEM NOT LISTED ON OUR AGENDA? OUTSTANDING. ALL RIGHT. WE'LL GO RIGHT INTO REGULAR AGENDA ITEMS. FIRST ITEM UP. AND ACT UPON APPROVAL OF THE OCTOBER 14TH, 2024 PARKS AND RECREATION BOARD REGULAR MEETING MINUTES, WHICH IS INCLUDED IN YOUR PACKET. ARE THERE ANY QUESTIONS OR COMMENTS ABOUT SAID MINUTES FROM THE PREVIOUS MEETING? ALL RIGHT. IF THERE ARE NO QUESTIONS, THEN I'D BE OPEN TO A MOTION TO APPROVE, SAID RECREATION BOARD. REGULAR MEETING MINUTES. ANYBODY CAN APPROVE. ANYBODY CAN MAKE A MOTION. ALRIGHT, GLORIA SUAREZ, I'LL MAKE A MOTION TO APPROVE THE OCTOBER 14TH, 2024 PARK AND RECREATION BOARD REGULAR MEETING MINUTES. OUTSTANDING. DO WE HAVE A SECOND TO THAT MOTION? TARA HARRISON, I'D LIKE TO SECOND THE MOTION. OUTSTANDING. WE DO HAVE A SECOND TO THE MOTION. BOARD MEMBERS, PLEASE CAST YOUR VOTE.ALRIGHT. THE MOTION CARRIES WITH SEVEN YESES. LET'S MOVE ON TO. EXCUSE ME. WE'RE GOING TO CONSIDER AND ACT UPON APPROVAL OF THE NONPROFIT PARK EVENT APPLICATION FROM WHYALLA HIGH SCHOOL PTSA FOR THE PIRATE DASH FIVE K WALK EVENT ON APRIL 12TH OF 2025. WE HAVE A REPRESENTATIVE OF THIS EVENT. ANY QUESTIONS? BOARD MEMBERS? I THINK WE'LL BO JUST REAL QUICK.
I THINK WE WILL HEAR JUST FROM THE REPRESENTATIVE JUST A LITTLE BIT ABOUT THE EVENT AND WHAT WE CAN EXPECT TO SEE ON THAT DAY. OKAY, SO WE'VE DONE THIS EVENT FOR A FEW YEARS AT WILEY HIGH SCHOOL. I'VE EVEN PARTICIPATED IN THE EVENT. ANYWAYS, THE PRIMARY PURPOSE FOR THE EVENT, AS FAR AS FOR FUNDING IS FOR OUR SENIOR CLASS FUNDS. AND THEN ALSO FOR HEALTH AND WELLNESS PROGRAMS AT WILEY HIGH SCHOOL. THIS YEAR, WE'RE DOING SOMETHING A LITTLE DIFFERENT WITH OUR SENIOR CELEBRATION IN YEARS PAST, WE'VE HAD IT AT SHENANIGANS OR PINSTECH, BUT THIS YEAR WE'RE HAVING AT THE HIGH SCHOOL SO THAT ALL HIGH SCHOOL SENIORS CAN ATTEND. AND SO THE FUNDS THAT WE GENERATE FROM THIS EVENT WILL BE REALLY HELPFUL, BECAUSE IT'LL GO FOR ALL THE SENIORS. WHEREAS IN YEARS PAST THEY HAD TO PURCHASE A TICKET TO GO TO THE EVENT. WE DID GET SOME PEOPLE TO, I GUESS, DONATE FOR TICKETS FOR SENIORS WHO COULDN'T AFFORD IT, BUT THIS WAY, YOU KNOW, THEY WOULD HAVE HAD TO DRIVE TO THOSE PLACES. AND IT'S NOT JUST THE SENIORS THAT YOU'RE THINKING OF. ALSO, SPECIAL NEEDS SENIORS WOULD BE ABLE TO BE THERE, OR SOME OF OUR MORE SENSITIVE POPULATIONS THAT COULDN'T ATTEND BEFORE. SO THAT'S ONE OF THE PRIMARY PURPOSES OF THIS EVENT. THE DATE WAS SET BY OUR WILEY HIGH PRINCIPAL BECAUSE THERE'S SO MANY WILEY HIGH OR COMMUNITY EVENTS. AND SO WE AREN'T THAT FLEXIBLE WITH THE DATE. BUT SO WE HOPE IT WORKS OUT JUST BECAUSE THEY'VE WORKED IT AROUND A LOT OF OTHER THINGS. AND EVENTS. PART OF THE REASON WHY I'M HERE TODAY IS BECAUSE WHERE THE EVENT IS SET UP, WE START IN THE FRONT OF THE STADIUM, BUT WE ACTUALLY DO USE FOUNDERS AND WE RUN THROUGH FOUNDERS, AND WE'LL
[00:05:04]
LEAVE THE STADIUM AND THEN WE RUN OUT INTO THAT. I GUESS IT'S LIKE A CONCRETE COURSE OR SIDEWALK THAT'LL GO THROUGH FOUNDERS. AND SO THAT'S PART OF THE PIECE WHERE WE REALLY NEED THE CITY'S HELP IN THAT AND APPROVAL. WE PUT THE TIMES FOR THE EVENT FROM 6 TO 12. THAT'S REALLY FOR SET UP, BECAUSE THE COURSE WILL HAVE TO BE MARKED, WHICH THIS YEAR WE'RE HAVING IT MARKED BY THE CHIPPING COMPANY, WHICH IS REALLY NICE FOR US AS VOLUNTEERS, BUT ALSO EXTREMELY ACCURATE FOR ANY OF YOU WHO ARE RUNNERS IN THE ROOM, THERE'S NOTHING WORSE THAN YOU SIGN UP FOR A5K AND IT'S NOT A5K, SO WE'RE REALLY HOPING THIS YEAR TO MAKE THAT A SUCCESS. AND SO THE WAY WE'VE DONE THE RACE OVER THE PAST SEVERAL YEARS IS WHERE YOU COME AND YOU PICK UP THE RACE PACKET THAT MORNING. AND SO PEOPLE COME AT SET, WILL SET UP AND HAVE IT ALL THE COURSE LAID OUT. THEN IT'S 7 A.M, THEY HAVE PACKET PICKUP AND USUALLY THE RACE STARTS AT 8 A.M. AND THERE'S A LOT OF REPRESENTATIVES FROM THE SCHOOL AND THE COMMUNITY THERE. MR. ALEXANDER WYLIE, HIGH PRINCIPAL, HE'S BEEN DJING THE EVENT THE PAST COUPLE YEARS, AND THE KIDS REALLY LOVE THAT, AND A LOT OF THEIR STAFF MEMBERS DRESS UP. WE DO USUALLY GIVE A PRIZE FOR THE MOST PIRATEY TYPE COSTUME AS WELL, AND IT'S A FUN RACE. ANOTHER THING WE'VE DONE IN YEARS PAST, WHICH I HOPE WE GET TO DO AGAIN, IT REALLY DEPENDS ON THE ROTC SCHEDULE, BUT THEY'VE PUT UP THE PIRATE TUNNEL BEFORE AND RACERS HAVE GOTTEN TO RUN THROUGH THAT, AND THEY REALLY LOVE THAT TOO.ARE THERE ANY SPECIFIC QUESTIONS ABOUT THE EVENT THAT YOU ALL HAVE? I JUST HAVE ONE ON THE SO ON THE DATE. I KNOW YOU SAID IT'S PRETTY FIRM APRIL 12TH. I MEAN, IF THERE'S WEATHER AND IT'S DOES NOT HAPPEN, I MEAN, SURE, THAT'S THERE, THAT'S ALWAYS A CONSIDERATION. AND YES, WE WOULD DEFINITELY HAVE TO TRY AND SCHEDULE AN ALTERNATE DATE BECAUSE IF PEOPLE SIGNED UP, WE STILL WOULD WANT TO PRODUCE AN EVENT. OKAY. SO YES, BUT WE DON'T HAVE A BACKUP DATE. I DON'T KNOW IF THAT'S SOMETHING THAT YOU ALL WANT. THAT'S NOT SOMETHING WE REALLY PREPARED IN ADVANCE. PRIOR. IT ONLY HELPS US BECAUSE THIS IS THIS WILL BE MID WELL NOT REALLY MID KIND OF TOWARDS THE END OF A LOT OF THE SPORTS SEASONS OR THE SPORT ASSOCIATIONS THAT ARE GOING ON THERE. TYPICALLY WE MEET IN JANUARY AND GO OVER WITH ALL THE YOUTH ASSOCIATIONS ON, YOU KNOW, IMPORTANT DATES THAT ARE COMING UP, TIME THAT WE MIGHT NEED TO HAVE THEM OFF THE FIELD 4 OR 5 DAYS, OR EVENTS LIKE THIS. SO IT'S HELPFUL. IT MAY BE IN THE FUTURE TO MAYBE HAVE AN ALTERNATE DATE, JUST SO THAT WE CAN AT LEAST SET THAT ONE ASIDE. AND AT LEAST LET THE LEAGUES KNOW. YOU KNOW, THIS DATE MAY BE OFF LIMITS TO OR IT MAY NOT. YOU KNOW, WE'VE HAD SITUATIONS WHERE THAT'S HAPPENED BEFORE WHERE YOU KNOW IT. THEY HAD A BACKUP DATE, BUT WE GAVE THE LEAGUES BOTH DATES THAT THEY MAY NEED TO STAY OFF OF THE FIELDS. AND THEN IF THAT FIRST DATE WAS GOOD, THEN THEY WERE ABLE TO, YOU KNOW, WE GAVE THEM BACK, YOU KNOW, FULL ACCESS TO THE FIELDS ON THAT SECOND ALTERNATE DATE. SO IT'S JUST IT'S JUST SOMETHING THAT HELPS THAT MAKES A LOT OF SENSE.
THAT'S A REALLY GREAT IDEA FOR PLANNING. AND I'LL BRING THAT BACK TO THE PTSA BOARD AND MAKE SURE THEY KNOW THAT SO THAT WE CAN PLAN THAT WAY IN THE FUTURE. I MEAN, I REALLY HOPE THE STATE WORKS. I'VE PARTICIPATED WELL IN BECKY WELCH'S RACE FOR LIEUTENANT WELCH, WHICH IS TWO WEEKS AFTER THIS EVENT, SO WE DEFINITELY WOULDN'T WANT TO CONFLICT WITH THAT RACE. AND WE WERE MINDFUL. I REACHED OUT TO BECKY WHEN I FOUND OUT THE STATE FROM THE PRINCIPAL, JUST TO VERIFY THAT WASN'T GOING TO BE THEIR DATE THAT THEY WERE GOING TO USE BECAUSE WE JUST DIDN'T WANT TO CONFLICT WITH THAT DATE. I DIDN'T KNOW IF THAT WAS AN EVENT. ON MR. ALEXANDER'S. YOU KNOW, SCHEDULE OR THOUGHT PROCESS, BUT WE DIDN'T WANT TO CONFLICT WITH THAT DATE. SO THANK YOU FOR THAT. ABSOLUTELY, JANET. I WAS JUST GOING TO ASK YOU WHERE YOU WERE PLANNING TO SET UP FOR THE FOOD TRUCKS, AND YOU'RE SELLING SPIRITWEAR. IS THAT CORRECT? YES. SO ALL OF THAT WILL HAPPEN IN THE FRONT OF THE STADIUM OR THE HOME SIDE. IF YOU'VE BEEN UP AT WILEY HIGH, IT'S WHERE THE BAND OFTEN PRACTICES IN THAT PARKING LOT AREA. WE HAVE A LOT MORE CONTROL OVER THAT AREA TO MAKE IT WHERE THERE WON'T BE CARS OR ANYBODY DRIVING THROUGH. IF ANY OF YOU BEEN UP AT HIGH, YOU KNOW THAT YOU PROBABLY DON'T WANT TO BE ANYWHERE NEAR THE STUDENT PARKING LOT AREA. I MEAN, IT IS A SATURDAY, BUT STILL, THIS AREA IS MUCH MORE CLOSED OFF, AND THAT'S WHERE WE'VE HAD IT. EVERY YEAR THAT WE'VE DONE IT. USUALLY, LIKE MR. ALEXANDER'S DJ TABLE IS UP ON THE SIDEWALK UP THERE BY THE ACTUAL STADIUM. AND THEN A LOT OF TIMES THE FOOD TRUCKS ARE OVER OFF TO THE RIGHT. IN YEARS PAST, WE'VE HAD LIKE STRETCH LAB OR, YOU KNOW,
[00:10:05]
DIFFERENT RUNNING TYPE ORGANIZATIONS THAT ARE THERE WITH TABLES AND THINGS LIKE THAT. THEY EVEN DID SOME FREE STRETCHING. I THINK THAT WAS LAST YEAR OR THE YEAR BEFORE. SO THAT WAS PRETTY NICE FOR RUNNERS. AFTER THEY JUST GOT DONE TO HAVE FREE STRETCHING. SO THE MAJORITY OF WHAT'S BEING SOLD IN THE START OF THE RACE, IT'S IN FRONT OF THE IT'S ON THE HOME SIDE OF. YES. SO WE WOULD ALL BE ON THE HIGH SCHOOL WILEY HIGH PROPERTY DO THE MAJORITY OF THE PEOPLE. EXCUSE ME DO THE MAJORITY OF THEM PARK? DO YOU KNOW WHERE THEY PARK PRIMARILY.IS IT OVER ON? I THINK A LOT OF TIMES THEY DO PARK IN THAT STUDENT PARKING LOT AREA. THAT ISN'T REALLY BEING USED MUCH ON A SATURDAY. SO I WOULD SAY OVER IN FRONT OF THE IMPACT AREA, IF YOU'RE FAMILIAR WITH HIGH OR CLOSER, LIKE TO THE MONTGOMERY CENTER, IT'S ALL, I'VE HAD KIDS HERE IN WILEY FOR A LONG TIME, AND SOME OF THESE THINGS WEREN'T CALLED THAT ORIGINALLY, BUT BUT ANYWAY, SO USUALLY MOST OF THE RUNNING PEOPLE PARK OVER THERE. OKAY, SO NOT DON'T PARK WHERE THE EVENT IS. I'VE NEVER NOTICED THEM DOING THAT, BUT WE'RE ALREADY SET UP MOST OF THE TIME BEFORE THEY ARRIVE. I MEAN, THERE ARE DIE HARD PEOPLE, INCLUDING MYSELF, WHO WHEN I PICK UP MY PACKET AT SEVEN, I MIGHT STAY SO AND NOT LEAVE AND COME BACK. BUT EVEN THEN, WE'RE ALREADY THERE. SO MOST OF YOUR EVENT SEVEN IT'S SET UP AS SIX. DONE BY 12. WHAT PART OF YOUR DURATION OR THE RACE THAT GOES INTO THE FOUNDER'S PARK? ABOUT WHAT TIME PERIOD IS THAT? I WOULD SAY IF THE RACE STARTS AT EIGHT, 8 TO 10, BUT IT'S JUST A FIVE K. I'M JUST SAYING THAT BECAUSE WE HAVE PEOPLE EVEN WALKING WITH STROLLERS. SO YOU KNOW, I MEAN, MOST PEOPLE RUN A5K UNDER AN HOUR. SO IT PROBABLY WOULDN'T BE THAT LONG. BUT THEN THEY STAY AFTER, GO AND VISIT THE TABLES AND GET FOOD OR, YOU KNOW, KIND OF CELEBRATE. BUT IT SHOULD ALL THAT TYPE OF STUFF PROBABLY BE WRAPPED UP. WE FIGURED AROUND 11 AND THEN, YOU KNOW, ANY CLEANUP THAT WE HAVE WE TRIED TO INCLUDE THAT OH SORRY. THE MAJORITY OF EVERYTHING IS IN THE FRONT OF THE ALL OF THAT IS WHAT IT SOUNDS LIKE. YEAH. THE ONLY PART IS THE RACE. YEAH. DURING THE RACE THAT WILL BE OUTSIDE. SO IT WON'T AFFECT WHATEVER EVENTS OR ANYTHING ELSE GOING ON AT FOUNDERS AFTER THAT POINT WHEN THE RACE IS OVER IN THE DAY, IT'LL ALL BE UP IN THAT FRONT SECTION BY THE STADIUM. PERFECT. THANK YOU CHRISTINA. YEAH. APPRECIATE IT GLORIA, CAN YOU JUST CLARIFY SOMETHING ON ON THE APPLICATION SAYS DO YOU PLAN TO SELL ANY KIND OF ITEMS, DRINKS, FOOD ITEMS, REGISTRATION. BUT THIS SAYS THAT YOU'RE GOING TO BE HAVING REGISTRATION AND THEN FOOD TRUCKS. SO IS THAT JUST. YEAH. WELL, WE THOUGHT OR THE WAY WE READ THAT, WE THOUGHT IT MEANT WERE WE PERSONALLY GOING TO BE SELLING OR HAVING ANY SORT OF FOOD ITEMS? I'M SORRY IF WE DIDN'T UNDERSTAND THAT THE FOOD VENDORS THEMSELVES WOULD COUNT. LIKE THE MONEY THAT THE FOOD VENDORS MAKES ISN'T GOING TO BENEFIT US. THEY'RE JUST PROVIDING THAT FOR PEOPLE TO HAVE SOMETHING THAT DAY. YEAH, AND I KIND OF THOUGHT YOU WERE GOING TO SAY THAT, BUT IT DOES SAY HERE REGISTRATIONS. YES. YOU WILL, BUT YOU ANSWERED, NO, BUT YOU ARE GOING TO BE SELLING REGISTRATIONS BECAUSE THAT'S WHAT IT SAYS YOU'RE GOING TO BE DOING. YEAH, WE ARE 100% ARE SELLING REGISTRATIONS THAT, THAT IS TRUE. YES. WE ARE SELLING REGISTRATIONS FOR THE EVENT TO RUN IN THE RACE. SO SHOULD SO SHOULD THIS DOCUMENT BE CHANGED TO SAY YES AND TO THAT QUESTION.
OH YES. I'M SO SORRY IF I SAID NO. WE WERE NOT SELLING REGISTRATIONS. WE HAVE WHAT WE CALL PAGE EIGHT IN OUR PACKET. OH YES. OKAY. SO AND THEN SHE SAYS SHE WAS SAYING IT WAS NO ON SELLING FOOD, BUT IT WOULD BE. YES ON SELLING REGISTRATIONS. I SEE THAT EXAMPLES OF SELLING AN ITEM OF ANY KIND. YES. I DIDN'T REALIZE THAT PIECE. I'M SORRY ABOUT THAT. AND IT'S JUST FOR THE RUN. SO IF THEY PURCHASE FOOD, THEY'D HAVE TO PURCHASE THAT. OUTSIDE OF THAT, THERE'S NO FOOD INCLUDED IN THIS RACE. FEE. BUT WATER? DO NOT WORRY, THEY WILL HAVE THEY WILL HAVE WATER. MAY I GET A CLARIFICATION ABOUT WHAT YOU JUST SAID? SURE. THE REGISTRATIONS WILL BE SOLD IN ADVANCE. YES. WILL BE THERE ANY REGISTRATION SOLD? THE MORNING OF. OH, I BELIEVE THAT WE WERE HOPING THAT WE WOULD SELL THEM ALL IN ADVANCE BECAUSE WE HAVE TO PURCHASE MEDALS AND SHIRTS AHEAD OF TIME. SO THERE'S A CUTOFF TIME. YES. FOR THE REGISTRATION. YES. SO YOU WON'T
[00:15:01]
BE SELLING ANY REGISTRATIONS THE DAY OF. NO, NOT AT ALL. AND THE SALES OF ANYTHING ELSE IS ON THE RESPONSIBILITY OF THE VENDORS. YES. THE HEALTH DEPARTMENT PERMITS OR THE RESPONSIBILITY OF THE VENDORS. EXACTLY. YOU ACTUALLY WILL NOT BE SELLING ANYTHING DURING THIS EVENT.YOU'RE ABSOLUTELY CORRECT. THAT'S TRUE. YES. THANK YOU FOR CLARIFYING THAT. NO, THANK YOU FOR ASKING. I APPRECIATE THAT, MR. HAVEL. YOU GOT A QUESTION? YEAH. JUST A GENERAL QUESTION SO THAT I CAN KIND OF UNDERSTAND VISUALLY. DO YOU NEED ALL OF FOUNDERS COMPLETELY SHUT DOWN FROM, YOU KNOW, 6 A.M. TO 11 OR WHAT TRAFFIC WISE, WHEN, I GUESS, WOULD YOU EXPECT THAT MAGIC TIMELINE? BECAUSE I KNOW WITH THE ASSOCIATIONS. RIGHT. THEY'RE GOING TO WANT TO KNOW.
SURE. WELL, IF WE DO SOMETHING IN THE AFTERNOON, WHERE CAN I PHYSICALLY START, YOU KNOW, HAVING PEOPLE COME TO THE PARK. I MEAN, I THINK EVEN IF PEOPLE WERE IN THE PARK BECAUSE, LIKE, I'VE RAN AT WHITE ROCK, IF ANY OF YOU'VE EVER RAN THERE, IT IS. YOU RUN AN ACTUAL VERY MUCH, HUGELY PAID FOR RACE, LIKE THROUGH THE ARBORETUM, AND YOU'RE TRYING NOT TO GET RAN OVER BY BIKERS AND PUBLIC. SO YOU COULD STILL HAVE THINGS THERE IF IT WAS NECESSARY. THE KEY COMPONENT, AND I WOULD SAY PROBABLY THE ONLY DANGER COMPONENT THAT I'M THINKING OF IS WHEN YOU HAVE TO CROSS OVER WHERE THE SPEED BUMPS ARE IN THAT AREA, AND THEN WHEN YOU'RE PROBABLY COMING BACK FROM IN THAT SOFTBALL FIELD AREA, BACK TO THE STADIUM. SO THOSE WOULD PROBABLY BE THE TWO AREAS OF CONCERN. WE ARE PLANNING TO HAVE PEOPLE POSTED IN THOSE AREAS AND DOING DIRECTIONAL THINGS DURING THE EVENT. USUALLY WE WORK WITH THE NATIONAL HONOR SOCIETY TO GET VOLUNTEERS AS WELL AS PTSA STUDENT MEMBERS TO HELP AT THE EVENT, BUT I STILL THINK IF IT STARTS AT EIGHT, IT SHOULD TOTALLY. THERE SHOULD BE NO RUNNERS PRESENT BY TEN, BUT IT WOULD PROBABLY BE EVEN EARLIER, ESPECIALLY ON THE FOUNDERS PORTION. I MEAN, MOST PEOPLE DON'T TAKE TWO HOURS TO RUN A5K, I'M JUST TRYING TO BE GENEROUS TO SOME SLOW RUNNER THAT I'M NOT THAT FAST MYSELF. WELL, BUT BUT YOU NEVER KNOW WITH EITHER WEATHER ISSUES OR JUST. SURE, JUST BECAUSE YOU SAY YOU'RE GOING TO START AT 8:00, MAYBE IT STARTS AT 830 BECAUSE OF FACTORS. VERY TRUE, ESPECIALLY IF ANY OF YOU ARE BIKERS IN HERE. YOU KNOW YOU CANNOT DO A TRIATHLON IF THERE'S, YOU KNOW, ANY SORT OF RAIN OR ANYTHING ON THE COURSE OR ANYTHING. SO YES, BUT YOU CAN RUN BETTER IF THERE IS RAIN. NO, NO LIGHTNING. YOU COULD STILL RUN IN THAT. AND I JUST WANTED TO EXPAND ON THAT A LITTLE BIT AS WELL. SO WHEN WE LET THE LEAGUES KNOW ABOUT THESE RUNS, WE ALWAYS SHUT THE PARK DOWN COMPLETELY ALL THE WAY UNTIL 1 P.M. SO TYPICALLY WE'LL ALLOW THE LEAGUES BACK ONTO THE FIELDS AROUND 1 P.M. AND THEN WE DO ALSO HAVE STAFF THAT WORK THESE RUNS AS WELL. THAT WILL ALSO BE POSTED UP AT SOME OF THE BARRICADED AREAS. WE BLOCK OFF THE ROAD TO WHERE THERE'S NO TRAFFIC GOING IN AND OUT ON EITHER SIDE. SO THAT'S WONDERFUL. WELL, THANK YOU SO MUCH. THAT'S VERY SUPPORTIVE. ARE THERE ANY OTHER QUESTIONS FOR KRISTINA? ALL RIGHT. IS THERE ANYTHING ELSE YOU WANT TO SHARE WITH US? NO. THIS IS MY FIRST TIME COMING AND DOING THIS. SO THANK YOU EVERYBODY, FOR BEING SO KIND. YES, MA'AM.
AND I DIDN'T KNOW YOU'D HAVE SO MANY QUESTIONS. SO THAT'S GREAT. THANK YOU FOR BEING SO ARTICULATE WITH YOUR ANSWERS. OKAY. IF WE'VE HEARD ENOUGH, THEN I'D BE OPEN TO MOTION TO APPROVE THIS AGENDA ITEM. YES, NICK, I'D LIKE TO MAKE A MOTION TO APPROVE THE ITEM AS PRESENTE.
OUTSTANDING. DO WE HAVE A SECOND TO THAT MOTION? ALL. BRIAN, I'D LIKE TO SECOND THE MOTION.
OUTSTANDING. WELL, WE DO HAVE A SECOND TO THE MOTION. SO, BOARD MEMBERS, PLEASE CAST YOUR VOTE TO APPROVE THE NONPROFIT PARK EVENT APPLICATION FROM WYLIE HIGH SCHOOL PTSA FOR THE PIRATE DASH FIVE K WALK EVENT FOR 12 AYES HAVE IT. THE MOTION CARRIES WITH SEVEN. CONGRATULATIONS.
THANK YOU. ALL RIGHT. THANK YOU, THANK YOU. OKAY, LADIES AND GENTLEMEN, I HAVE THE HONOR OF TURNING THE SPOTLIGHT TO OUR GOOD FRIEND CARMEN. SHE'S GOING TO TALK TO US ABOUT THE 2025 COURTESY CALENDAR. OKAY, GIVE ME A SECOND. I DON'T KNOW WHAT JUST HAPPENED TO THE SCREEN. IT CUT
[00:20:03]
EVERYTHING OFF. WELL. JANET, DO YOU HAVE A WAY TO EXPAND IT OR ANYTHING ON YOUR END? IT IS CUTTING OFF ALL OF THE MENUS. LET ME SEE IF I GIVE ME A SECOND.JUST SO YOU SEE, THE GUIDE ALONE, IT'S JUST GIVING. OH, NO IT'S NOT. YOU JUST GET THAT PICTURE OF AND PUT THAT. YES, THAT SHOULD GET YOU BACK IN. OH THANK YOU. OKAY. THANKS. I WENT TOO FAR. OKAY. ALL RIGHT. SO ON YOUR PARK GUIDE LINK, THE 2025 CALENDAR HAS BEEN ADDED. IT'S OUR COURTESY CALENDAR. JUST A REMINDER, THE WAY THE ORDINANCE IS WRITTEN, IT STATES THAT WE MEET ON THE SECOND MONDAY OF EVERY MONTH. SO IT'S IMPORTANT THAT WE CONSIDER THIS A COURTESY CALENDAR, AND WE ARE ABLE TO CHANGE IT AS NEEDED. THIS WAY, AT LEAST THIS END OF IT. SO ON YOUR PARK GUIDE, THIS IS JUST A REMINDER. THIS IS WHAT THE WELCOME PAGE LOOKS LIKE. AND THEN IF YOU GO TO MEETING SCHEDULE AND CALENDAR, WE HAVE TRANSITIONED OVER TO JUST A LIVE CALENDAR FROM A PDF. SO THIS PDF YOU SEE HERE, HERE FOR 2024 WILL BE GOING AWAY. AND THEN MOVING FORWARD YOU'LL CLICK ON THE LINK FOR VIEW CALENDAR AND IT WILL TAKE YOU TO A LIVE CALENDAR SO THAT THIS ALLOWS JANET TO BE ABLE TO UPDATE THINGS IN REAL TIME SO YOU CAN SEE THEM IN REAL TIME. A FEW OF THE FUNCTIONS I WANTED TO POINT OUT. THERE'S SOME ARROWS HERE. THIS WILL HELP YOU ADVANCE TO THE NEXT MONTH OR BACK. THERE'S A CALENDAR HERE WHERE YOU CAN JUST TYPE IN A SPECIFIC DATE. IF YOU LIKE. YOU HIT THE TODAY BUTTON. IT'LL TAKE YOU TO TODAY. YOU HAVE SOME VIEW OPTIONS HERE. YOU CAN LOOK AT JUST ONE DAY AT A TIME. THREE DAYS, ETC. THERE'S EVEN A CUSTOM FUNCTION HERE SO YOU CAN PUT IN, YOU KNOW, IF YOU WANTED TO SEE SIX WEEKS OR SOMETHING, YOU COULD DO THAT. WE WON'T PROBABLY NEED THIS FOR THIS CALENDAR, BUT IF WE START ADDING, YOU KNOW, 10 OR 12 THINGS ON A DAY, THERE IS A WAY OVER HERE TO EXPAND THAT VIEW. SO YOU CAN SEE EVERYTHING.
IF YOU CLICK ON CITY HOLIDAY, FOR EXAMPLE, IT DOES OPEN IT UP SO YOU CAN HAVE ALL THE FULL DETAILS. THERE. JANET'S GOING TO GO BACK AND ADD WHAT HOLIDAY IT IS, BECAUSE SOME OF THEM MAY NOT BE AS OBVIOUS AS THE OTHERS. AND LASTLY, THERE IS A SEARCH FUNCTION UP HERE. SO IF YOU WERE TO. JUST WANT TO SEE THE MEETINGS. OOPS. IF I SPELL IT CORRECTLY. THEN IT WILL JUST PULL UP THE PARK MEETINGS FOR EXAMPLE. THIS MIGHT ALSO BE HELPFUL FOR THE AGENDA SUBMISSIONS TOO. IF YOU HAVE SOMETHING FOR THAT, BECAUSE THOSE ARE THOSE ARE ALSO AVAILABLE ON THIS CALENDAR. SO THIS GOES THROUGH 2025. AND THEN JANET, DO YOU KNOW WHEN YOU WILL ADD 26. WHAT DO YOU. MORGAN YEAH, YOU CAN WAIT. SORRY. I USUALLY WAIT TILL THE LATTER PART OF THE YEAR. JUST SO WE KNOW ABOUT OUR HOLIDAYS AND WHERE THEY'RE GOING TO FALL. AND JUST ALL THE LOGISTICS, BUT I'LL GET A LITTLE BIT CLOSER TO THE END OF THE YEAR. YEAH. BECAUSE WHEN WE USED TO VOTE ON THEM IT WAS USUALLY TOWARDS WELL NOVEMBER, DECEMBER, WHICH REALLY NEEDS TO BE DONE A LITTLE BIT EARLIER FOR YOU GUYS TO PLAN AROUND AS WELL. SO BUT YEAH, IN THE FALL, SEPTEMBER, OCTOBER, OKAY. OKAY. SO THAT WAS IT. I JUST WANTED TO MAKE SURE YOU KNEW THAT WE NOW HAVE A LIVE CALENDAR AND KIND OF HOW TO GET TO THAT AND USE THE FUNCTIONS
[00:25:04]
WITHIN THIS CALENDAR. SO DO YOU ALL HAVE ANY QUESTIONS ABOUT THAT? PRETTY STRAIGHTFORWARD. NO OKAY. ARE YOU SURE THERE'S NO QUESTIONS ABOUT THE NEW CALENDA. ALL RIGHT. BRANT, WE'RE IN GREAT NEED OF SOME PROJECT UPDATES. SIR. WOULD YOU LIKE TO TAKE US THROUGH THAT? ALL RIGHT, WELL, LET'S DO IT FIRST. I APOLOGIZE, I MISSED LAST MEETING, BUT I DID HEAR THAT Y'ALL GOT A LOT OF REALLY GOOD UPDATES ON OUR CURRENT PROJECTS. AND THEN SOME FUTURE ONES THAT WE HAVE COMING UP FROM MISS JULIE PARNELL. I'LL TRY TO KEEP IT BRIEF. I WON'T GO OVER ALL THE ONES THAT SHE DID, BECAUSE I KNOW YOU PROBABLY DON'T WANT TO HEAR ALL THE SAME STUFF AGAIN, BUT WE'LL START WITH EAST MEADOW SPLASH PAD. YOU'VE PROBABLY, IF YOU DRIVE BY THERE A LOT, YOU'VE PROBABLY SEEN A LOT OF WORK THAT'S COMPLETED THERE. PRETTY MUCH. EAST MEADOW IS I DON'T WANT TO SAY IT'S 100% DONE, BUT IT'S PRETTY CLOSE. THE ONLY STUFF THAT'S REALLY LATE OR THAT'S LAGGING IS THE STUFF THAT OUR STAFF IS DOING IN HOUSE. IT'S MAINLY ALL THE IRRIGATION, THE LANDSCAPING. YOU'RE PROBABLY SEEING SOME TREES GO IN AND SOME PLANTS AND STUFF LIKE THAT.WE'LL BE WORKING ON THAT KIND OF THROUGHOUT THE REST OF THIS FALL. AND THEN HOPEFULLY FINISHING THAT UP HERE PRETTY SOON. WE ARE OBVIOUSLY NOT GOING TO BE OPENING IT UP THIS YEAR, BUT WE'LL BE GETTING EVERYTHING GEARED UP AND READY FOR NEXT YEAR ON COMMUNITY PARK SPLASH PAD. THAT ONE'S GOT A LITTLE BIT MORE GOING ON. THERE'S A LOT OF THE CONCRETE WORK HAS BEEN DONE, ALL THE CONCRETE WORK AROUND THE SPLASH PAD, EVEN SOME OF THE WALKWAYS HAVE BEEN COMPLETED.
THEY HAVE BEEN WORKING ON THE DROP OFF, THE VEHICULAR DROP OFF THAT'S GOING TO BE THERE. THEY HAVEN'T POURED THAT PART YET, BUT I THINK THEY'RE WAITING TO INCORPORATE SOME OF THE OTHER WALKWAYS THAT ARE GOING TO BE GOING AROUND THE RESTROOMS. SO BE LOOKING FOR THAT HERE IN THE NEXT COUPLE OF WEEKS. I DID GET WORD TO I HAVEN'T PHYSICALLY SEEN IT MYSELF, BUT I DID GET WORD THAT THE SHADE PAVILION HAS BEEN INSTALLED. THE POLES WENT UP A FEW WEEKS AGO AND THEN, YOU KNOW, OF COURSE THE WHAT? THEY HAD TO WAIT A COUPLE OF WEEKS, YOU KNOW, FOR THE CONCRETE TO CURE UNDER IT. BUT THEY WERE ACTUALLY ABLE TO GET OUT THERE THIS WEEK, EVEN WITH ALL THE WEATHER, AND GET THE ACTUAL PAVILION PART UP. SO OTHER THAN THAT, WE'VE GOT EQUIPMENT, THE EQUIPMENT ROOM, ALL THE FEATURE PIPING IS GOING ON, ALL THE PUMPS ARE BEING INSTALLED, STUFF LIKE THAT. SO THAT ONE'S GOING TO BE WRAPPING UP SOON AS WELL. JUST IN TIME FOR OUR STAFF TO START DOING THE LANDSCAPING WORK THERE. SO BOTH OF THESE, YOU KNOW, WE'RE HOPING YOU KNOW, SUMMER OF NEXT YEAR TO GET THEM GOING. ANY QUESTIONS ON THE. I THINK I RECALL THAT THE RESTROOMS, THE OLD RESTROOMS AT COMMUNITY PARK WERE LOCKED UP DURING THE WINTER. SO WITH THE NEW ONES, INCLUDING THE WEST EAST MEADOW, ARE YOU GOING TO DO THE SAME THING? LOCK THEM UP, OR ARE YOU GOING TO LEAVE THEM OPEN? OR WHAT'S THE PLAN THERE? SO AT THIS TIME, OUR PLAN IS TO NOT BE SHUTTING THE RESTROOMS DOWN OVER THE WINTERTIME ANYMOR. WE ONLY REALLY, OR AT LEAST HERE LATELY WE'VE ONLY HAD MAYBE A WEEK OR TWO WEEKS OR SO OF WEATHER. THAT'S BELOW 30 DEGREES. NOW, IN THOSE SITUATIONS, WE WILL SHUT THEM DOWN. WE'LL WINTERIZE THEM, ESPECIALLY IF WE KNOW AHEAD OF TIME, YOU KNOW, A WEEK OR TWO ADVANCE THAT DURING THIS WEEK.
YOU KNOW, WE COULD BE SEEING BELOW FREEZING TEMPERATURES. WE WILL SHUT THEM DOWN DURING THAT TIME. BUT AS SOON AS IT GETS BACK ABOVE FREEZING, WE'LL BE REOPENING THEM AGAIN. SO WE WON'T BE LOOKING AT AN EXTENDED SHUTDOWN OF THE RESTROOMS. AND THAT'S JUST THE COMMUNITY PARK THAT'S GOING TO BE ALL OF OUR RESTROOMS. NOW. GREAT QUESTION. ANYTHING ELSE ON THE SPLASH PAD? OKAY. AND THEN I JUST WANTED TO YOU KNOW, I KNOW MISS PINNELL WENT OVER WITH YOU ALL THE FUTURE PROJECT OR THE PROJECTS THAT WE HAVE COMING UP IN THIS FISCAL YEAR THAT WE'RE IN AS WELL. I JUST WANTED TO LET YOU ALL KNOW SOME OF THE ONES THAT WE'VE STARTED TO MOVE ON A LITTLE BIT. THOSE WILL BE THE ENGINEERING PLANS FOR PARKING AT COMMUNITY AND FOUNDERS PARK. WE DO HAVE A REQUEST FOR PROPOSALS WITH SOME OF THE ARCHITECTS THAT WE ALREADY WORK WITH. THAT SHOULD BE WE SHOULD BE GETTING THOSE RESULTS HERE IN ABOUT THE NEXT WEEK OR SO. AND THEN STAFF WILL BE SITTING DOWN, RUNNING THROUGH THOSE AND PICKING A VENDOR FOR THAT. THAT'S GOING TO BE FOR PARKING AT COMMUNITY FOUNDERS. IT'S ALSO GOING TO BE FOR CONSTRUCTION DOCUMENTS FOR RESTROOMS AND PAVILION. AND THEN SOME PARKING ADJUSTMENTS FOR THE BROWN HOUSE, AND ALSO A CONCEPTUAL FOR BRADDOCK PARK. JUST SOMETHING THAT WE CAN JUST SOME KIND OF VISUALS OF
[00:30:03]
AMENITIES THAT WE CAN ADD TO BRADDOCK PARK. WE'VE ALSO STARTED WORKING ON THE PICKLEBALL COURT EXPANSION. AND WHEN I SAY WORKING, I'M NOT. THERE'S NOTHING ACTUALLY GOING ON ON THE SITE. WE'RE JUST ALREADY MEETING WITH CONTRACTORS AND VENDORS, GETTING QUOTES SITUATED, STUFF LIKE GETTING NUMBERS IRONED OUT. BUT WE HAVE WE ARE AWAITING A PRICE THAT I WAS TOLD WE SHOULD HAVE BY THE END OF THIS WEEK ON EXPANDING AT LEAST THE FENCES. WE ALREADY RECEIVED A CONCRETE PRICE, SO ONCE WE GET ALL OF THOSE IN, WE'RE PROBABLY GOING TO START MOVING ON THOSE PRETTY QUICK. EXCUSE ME. AND THEN THE OTHER ONE IS FOUNDERS PARK, THE SOUTH FIELD RENOVATIONS. SO IF YOU REMEMBER EARLIER THIS YEAR WE DID THE NORTH SIDE. SO THE NORTH WEST SIDE OF FOUNDERS ARE THE ONES THAT WERE RENOVATED. WE'RE NOW LOOKING AT THOSE SOUTH PORTIONS. WE MET WITH A CONTRACTOR YESTERDAY. THEY'RE WORKING ON NUMBERS. WE'RE HOPING TO GET THAT WITHIN THE NEXT. I THINK THEY TOLD US ABOUT TWO WEEKS OR SO. OUR PLAN IS TO HOPEFULLY HAVE A CONTRACT READY TO GO TO THE DECEMBER COUNCIL MEETING. SO HOPEFULLY WE'LL BE GETTING THAT ONE STARTED. IT IS GOING TO SHUT THOSE FIELDS DOWN FOR THE SPRING SEASON FOR 2025, WHICH IS JUST THE FOOTBALL FIELDS. I KNOW SOCCER USES A LITTLE BIT OF THOSE FIELDS AS WELL, BUT ALL OF THAT INFORMATION IS GOING TO BE PUSHED OUT TO THE LEAGUES. IT'S GOING TO KIND OF RUN A LOT LIKE IT DID THIS YEAR. SO AND THEN OTHER THAN THAT, WE ARE TAKING AN ITEM TO COUNCIL NEXT WEEK FOR ADDING SOME SOLAR LIGHTS TO THE DOG PARK. WE'RE LOOKING AT ADDING 12 LIGHTS THERE. SO THIS IS A BUDGET AMENDMENT. THIS IS SOMETHING THAT Y'ALL PROBABLY DIDN'T HEAR OF. YOU KNOW, WHEN WE WERE TALKING ABOUT BUDGET PROJECTS BEFORE, THIS IS SOMETHING THAT CAME UP KIND OF IN AUGUST. AND THEN WE'VE BEEN WORKING THROUGH NUMBERS AND THEN WE'VE GOT EVERYTHING SITUATED NOW, AND WE'RE GOING TO BE BRINGING IT TO COUNCIL NEXT WEEK. BUT IT'S WE'RE LOOKING TO ADD 12 SOLAR LIGHTS TO THE DOG PARK AND COMPLETELY LIGHTING IT UP FOR THE EVENING HOURS. SO OTHER THAN THAT, THERE'S STILL MANY OTHER PROJECTS AHEAD. AND AS WE START GETTING UPDATES OR START WORKING ON THEM, I'LL START LETTING YOU KNOW ABOUT THEM EACH MONTH. SO ANY QUESTIONS? AWESOME. ARE YOU SURE THERE'S NO QUESTIONS FOR BRANT ON THE PROJECT UPDATES? OKAY, THEN WE'RE GOING TO CHANGE GEARS AND LET'S GET A LITTLE BIT OF PROGRAM AND EVENT UPDATES. BRANT, ARE YOU TAKING CARE OF THAT AS WELL OR IS THAT CORMAN? I'VE GOT IT. GREAT. OKAY, FIRST OF ALL, THANK YOU ALL FOR VOLUNTEERING AT THE EVENTS. THIS HAS BEEN GREAT TO HAVE YOU ALL THERE. WE GET A LOT OF POSITIVE FEEDBACK FROM THE STAFF WHEN THEY GET TO SEE YOU AND FROM THE PUBLIC, SO PLEASE KEEP DOING THAT AND LET JULIE KNOW IF YOU WANT TO SIGN UP FOR ANYTHING TO VOLUNTEER AT OUR SPECIAL EVENTS. I JUST HAVE A REALLY BRIEF LIST OF THE HOLIDAY EVENTS WE HAVE COMING UP. THE HOLIDAYS. WE HAVE, YOU KNOW, JUST ABSOLUTELY PACKED FULL OF EVENTS FOR OUR DEPARTMENT THIS YEAR. REC CENTER, KEEP AN EYE OUT FOR NORTH POLE AT HOME HELPER KITS. THE TURKEY TROT, ZUMBA, GINGERBREAD WORKSHOP, THE VERY VERY VERY POPULAR DONUTS WITH SANTA AND HOT CHOCOLATE, ZUMBA. AND THEN TWO OTHER EVENTS THAT WE HAVE GOING ON THE VICTORIAN CHRISTMAS MARKET AT BROWN HOUSE IN DOWNTOWN HISTORIC WYLIE THAT WILL BE ON DECEMBER 7TH, 9 TO 4, AND THEN THE LAST ONE I WANTED TO MENTION IS THE COMMUNITY PARK CENTER WILL HOLD THEIR ANNUAL CHRISTMAS CELEBRATION, WHICH IS A WONDERFUL EVENT. I HIGHLY RECOMMEND VOLUNTEERING FOR THAT ONE. IT WILL FILL YOU UP WITH JOY. OH, IT ACTUALLY SAYS JOY IN THE DESCRIPTION. IT'S A SPECIAL SEASON OF JOY. YES. SO IF YOU WANT TO VOLUNTEER, GET WITH JULIE. SHE CAN GET YOU HOOKED U. THANK YOU. CARMEN, ANY QUESTIONS ABOUT THE EVENTS COMING UP THIS FALL? HOLIDAYS SEASON? ARE YOU SURE THERE'S NO QUESTIONS ABOUT THE HOLIDAY SEASON? VOLUNTEER OPPORTUNITIES. OKAY, WELL, THAT BRINGS US TO THE END OF THE PROGRAM AND EVENT UPDATES. I WOULD LIKE TO BRING UP THE POSSIBILITY OF MAKING A MOTION TO ADJOURN THE MEETING. SCOTT. I[00:35:07]
WOULD LIKE TO MAKE A MOTION TO ADJOURN THE MEETING OUT OF NOWHERE. HE BRINGS IT. THANK YOU. DO WE HAVE A SECOND SON? MOTION? THANK YOU. ALL RIGHT. WE'VE GOT A SECOND TO THE MOTION. BOARD MEMBERS, PLEASE CAST YOUR VOTES. THE MOTION CARRIES WITH 7 TO 0. THANK YOU VERY MUCH. BOARD
