SO OUR FIRST ITEMS OF BUSINESS THIS EVENING WILL BE OUR PRESENTATIONS AND RECOGNITIONS. I WOULD ASK THAT WHENEVER I CALL YOU FORWARD, THAT YOU COME DOWN AND I WILL MEET YOU DOWN FRONT. AND ACTUALLY, BEFORE WE GET STARTED ON THAT THIS EVENING, I DID WANT TO ASK THAT WE ALL OBSERVE A MOMENT OF SILENCE FOR THE PASSING OF MR. RAYMOND COOPER, WHO DID SO MUCH FOR THE CITY OVER THE YEARS, NOT JUST THROUGH HIS BUSINESS ACUMEN, BUT THROUGH HIS PHILANTHROPY AND HIS OUTREACH WITHIN THE COMMUNITY. THANK YOU. ALL WE HAVE A VERY, VERY FULL HOUSE THIS EVENING. I DO KNOW THAT WE HAVE OUR WILEY WAY [PR5. Wylie Way Students (K-12). (Part 1 of 2)] STUDENTS LISTED AS OUR FIFTH ITEM THIS EVENING. HOWEVER, WE DO HAVE ONE STUDENT THIS EVENING WHO HAS ANOTHER EVENT TO ATTEND. SO WE ARE GOING TO START OUT WITH HIM. SO I KNOW I SAW DOCTOR DAY AND THERE'S DOCTOR VINSON. IF YOU ALL WILL JOIN ME FOR THIS, THIS ONE REAL QUICK DOWN FRONT. THAT WAY WE CAN LET HIM BE HONORED THIS EVENING AND STILL MAKE IT. YOU HAVE A GAME, CORRECT? SO ALRIGHT. AND SO THAT IS JACKSON YOUNG. SO FROM BURNET JUNIOR HIGH, EIGHTH GRADE. AND THIS IS FROM MR. PATRICK BAILEY JACKSON IS RESPECTFUL TO HIS TEACHERS AND CLASSMATES. JACKSON IS A YES SIR NO SIR TYPE OF GUY. YOU CAN TELL HIS PARENTS RAISED HIM WELL. HE IS ALSO VERY SUPPORTIVE OF HIS CLASSMATES. JACKSON SHOWS RESPONSIBILITY BY DOING HIS WORK ON TIME AND DOING IT WELL. HE HAS HIGH MARKS IN MY CLASS AND GETS ALL OF HIS WORK ON TIME. DESPITE BEING INVOLVED IN ATHLETICS. JUST A GREAT KID. CONGRATULATIONS. [PR1. State Fire Marshal's Office Recognizing Wylie Fire Rescue's Class 1 ISO Rating.] [00:05:30] AND WITH THAT, WE WILL MOVE TO OUR FIRST ITEM, WHICH WAS THE STATE FIRE MARSHAL'S OFFICE RECOGNIZING WILEY FIRE RESCUE'S CLASS ONE ISO RATING. SO THOSE WHO ARE HERE FOR THAT THIS EVENING, IF YOU WILL JOIN ME DOWN FRONT. TO FACE THIS WAY, I GIVE A PRESENTATION OR I'M JUST I'M GOING TO I HAVE A QUICK LITTLE PRESENTATION AND THEN I WANT TO RECOGNIZE THIS PERSON. IS IT ON? NOPE. NO. JUST NO. I'M JUST TO SPEAK. OH, YOU CAN SPACE OUT. I CAN SPACE OUT. YEAH. YOU CAN JOIN US BACK HERE. NO. YOU'RE GOOD. YES. YEAH. WE'LL KEEP WE'LL GIVE YOU. COME ON GUYS. YES. ALL RIGHT. WE CAN WAIT A LONG TIME WHERE Y'ALL CAN ALL COME JOIN US. WE HAVE A WHOLE AREA HERE. THE COUNCIL WILL BE HERE ALL NIGHT. SO. DISPATCH IS AN IMPORTANT PART OF OUR SERVICES. I THINK CHIEF WOULD AGREE WITH THAT ONE. YEAH. YOU'RE FINE. ALL RIGHT, SO, AS YOU CAN SEE, WE HAVE A NUMBER OF INDIVIDUALS WHO ARE HERE THIS EVENING FROM OUR FIRE DEPARTMENT AND OUR DISPATCH. AND I DON'T WANT TO. YEP. AND PUBLIC WORKS AS WELL. SO WE WANT TO THANK THEM FOR TAKING THE TIME TO COME THIS EVENING. AND I WILL TURN IT OVER TO YOU SO I DON'T STEAL WHAT YOU HAVE PREPARED POTENTIALLY. I WAS I WAS WORRIED, OKAY, MY NAME IS DEBORAH AND I, AND I'M THE STATE FIRE MARSHAL. AND WE ARE A DIVISION. THE FIRE MARSHAL'S OFFICE IS A DIVISION OF THE TEXAS DEPARTMENT OF INSURANCE. AND I'VE HAD PEOPLE ASK INSURANCE, STATE FIRE MARSHAL, HOW DOES THAT WORK? WELL, FIRE IS SOMETHING THAT MOST INSURANCE COMPANIES COVER, AND THEY HAVE A VESTED INTEREST IN REDUCING FIRES. RIGHT. AND SO WE ARE FUNDED THROUGH MAINTENANCE TAX BY INSURANCE COMPANIES. AND THEY ARE REALLY HAPPY TO FUND THE STATE FIRE MARSHAL'S OFFICE. SO WE APPRECIATE IT. ONE OF THE THINGS THAT THEY ALSO DO IS ISO IS AN INDEPENDENT ORGANIZATION. IT'S A NATIONAL ORGANIZATION. IT IT EVALUATES AND APPRAISES, APPRAISES, ASSESSES COMMUNITIES, ABILITIES TO RESPOND TO AND SUPPRESS FIRES WITHIN THAT COMMUNITY. AND THEY USE A NATIONAL NATIONAL RECOGNIZED STANDARD AND BEST PRACTICES TO DO THAT. AND THEN WHAT THEY DO IS THEY I CAN'T TALK WITHOUT MY HANDS. AND THEN WHAT THEY DO AND THEN WHAT THEY DO IS IT'S A 100 SCALE, ONE THROUGH 100, AND THEY LOOK AT 50% OF IT IS FOR THE FIRE DEPARTMENT, 40% IS THE IS THE WATER AND 10% IS THE DISPATCH, THE EMERGENCY 911 DISPATCH. AND THEN FROM THAT THEY DO A 100 POINT SCORE AND THEN THEY PUT THAT INTO A 1 TO 10 SCORE, ONE BEING THE BEST, TEN NOT BEING SO GOOD. THEY THEN FILE THAT WITH THE DEPARTMENT OF INSURANCE. AND INSURANCE COMPANIES CAN THEN USE THAT RATING IN ORDER TO UNDERWRITE AND THE COST OF INSURANCE IN A COMMUNITY. BUT ALSO IT IS A INDEPENDENT ORGANIZATIONS EVALUATION AND ASSESSMENT OF THE COMMUNITY'S ABILITY TO ADDRESS, TO RESPOND TO AND SUPPRESS FIRES IN THE COMMUNITY. SO Y'ALL, THE LAST TIME Y'ALL WERE EVALUATED WAS IN 2012. YOU'VE GROWN SINCE THEN. AND TO MAINTAIN A CLASS ONE IS DIFFICULT ACROSS THE COUNTRY THERE ARE 500 CLASS ONES, 100 OF THEM ARE HERE IN TEXAS. SO IT'S GREAT TO BE PART OF THE FIRE SERVICE. AND HERE IN TEXAS, TEXAS SUPPORTS ITS FIRE SERVICE, BUT ONE IS STILL VERY DIFFICULT TO GET EVEN HERE IN TEXAS. AND TO MAINTAIN A ONE, IT TAKES A CONCERTED EFFORT. IT TAKES WORK. IT TAKES SUPPORT OF THE COMMUNITY TO MAINTAIN THAT ONE. AND SO WHAT I WANT TO DO IS RECOGNIZE YOUR MAINTENANCE OF YOUR CLASS ONE AND THE HARD WORK THAT THAT GOES WITH THAT THROUGH. THERE WE GO THROUGH THIS AWARD OF ACHIEVEMENT. THANK YOU, THANK YOU, THANK. YOU GUYS [00:10:11] THANKS THANKS. THANK YOU CHIEF. YEAH. KIND OF SOME MORE STATS ON THAT THAT WE LOOKED UP TODAY AROUND 37,000 FIRE DEPARTMENTS IN THE US, AND 500 OF THEM ARE ISO ONE OF THE OF THOSE ABOUT 1500, JUST OVER 1500 ARE IN TEXAS. ABOUT 800 OF THOSE ARE PAID FIRE DEPARTMENTS AND 100 100IN TEXAS. SO BIGGEST THING I WANTED TO DO AND ADD ON IS A BIG THANKS TO OBVIOUSLY, CITY MANAGEMENT AND COUNCIL FOR SUPPORTING US BECAUSE WE COULDN'T DO WHAT WE DO WITH WITHOUT THEM. OUR FOLKS DAY TO DAY. THIS IS NOT SOMETHING THAT WE PUT ON A SHELF AND JUST LEAVE. AND THEN WHEN WE'RE ABOUT TO BE ASSESSED, WE PULL IT OUT AND DUST IT OFF AND GET IT CAUGHT UP. IT'S SOMETHING THAT WE HAVE TO PLAN FOR EVERY DAY THROUGH. MOSTLY TRAINING IS THE BIG THING. SO WE MAINTAIN OUR TRAINING AND WE MAKE SURE THAT THAT OUR TRAINING RECORDS MEET THOSE ISO REQUIREMENTS. AND CHIEF NASH WAS OVER THAT BEFORE AND BEFORE HE PROMOTED TO HIS CURRENT POSITION. AND SO OBVIOUSLY WE GOT A LOT OF POINTS IN TRAINING. OUR PREVENTION DIVISION PLAYS A HUGE ROLE IN THAT AS WELL. WE'VE ALREADY TALKED ABOUT COMMUNICATIONS. THEY GOT ALL OF THEIR POINTS DURING THIS ASSESSMENT AND SOMEBODY THAT WE DON'T THINK ABOUT AND DON'T TALK ABOUT VERY OFTEN IS 40% OF OUR GRADE, WHICH IS OUR WATER DEPARTMENT. AND SO THEY GOT ALMOST ALL OF THEIR POINTS, ONLY A FEW TENTHS OFF. SO THE FIRE DEPARTMENT GETS A LOT OF CREDIT AND IT IS 50% BY THE FIRE DEPARTMENT. BUT WE COULDN'T DO IT OBVIOUSLY WITHOUT OUR STAFF AT THE, AT PUBLIC WORKS AND WATER AND OUR COMMUNICATIONS DIVISION AS WELL. AND THEN ONE LAST THING, CHIEF RITTER STARTED THIS MAYBE ABOUT THREE YEARS AGO. IT SEEMS LIKE WE HAD A LONG EVALUATION PERIOD DUE TO SOME RETIREMENTS IN ISO. AND SO HE'S THE ONE THAT PUT ALL THIS TOGETHER, COMMUNICATED BACK AND FORTH WITH ISO, AND MAKE SURE WE HAD ALL OF OUR DUCKS IN A ROW WHEN THEY WHEN THEY DID THEIR ASSESSMENT. SO I WANTED TO MAKE SURE I THANK HIM. BUT JUST JUST A BIG THANK YOU. IT'S HUGE FOR OUR COMMUNITY AND IT'S HUGE FOR OUR FIRE DEPARTMENT, AND WE APPRECIATE IT VERY MUCH. AND. THAT AN THANKS TO CHIEF KNIGHT FOR DRIVING UP FROM AUSTIN TO PRESENT US THIS. SO THANK YOU VERY MUCH FOR COMING. CRAIG. WHERE DO YOU WANT EVERYBODY? ALL RIGHT. WELL, I KNOW THEY HAVE A LOT OF PEOPLE WHO'VE GOT TO EITHER GET HOME OR GET BACK ON SHIFT, SO WE'LL GIVE THEM JUST A SECOND. OUR SECOND THIS EVENING I'M GOING TO CALL DOWN [PR2. American Legion Hale-Combest Post 315 Recognizing Travis Martinez as 2024 Firefighter of the Year and George Watson as 2024 EMT/Paramedic of the Year.] OUR FRIENDS FROM THE AMERICAN LEGION. HAIL COLUMBUS POST 315 AS THEY ARE RECOGNIZING OUR FIREFIGHTER OF THE YEAR, EMT PARAMEDIC OF THE YEAR, AND ALSO OUR LAW ENFORCEMENT OFFICER OF THE YEAR. ALL RIGHT, SO AGAIN THIS EVENING, WE ARE RECOGNIZING SOME OUTSTANDING INDIVIDUALS FROM OUR FIRST RESPONDERS. I WANT TO TURN IT OVER TO YOU, MARY. GOOD EVENING. MY NAME IS MARY LANG. I'M THE COMMANDER OF THE AMERICAN LEGION POST 315 HERE IN WYLIE, TEXAS. AND WE'RE PLEASED TO ANNOUNCE OUR FIREFIGHTER OF THE YEAR, TRAVIS MARTINEZ, OUR EMT OF THE YEAR, GEORGE WATSON, AND OUR LAW ENFORCEMENT OF THE YEAR, CHRISTOPHER MAHAN. IF Y'ALL WOULD COME DOWN AND I HOPE I DIDN'T MURDER YOUR NAMES. THANK YOU GUYS. THANK YOU. SUSTAINABL. [00:15:13] I'LL COME OVER THIS WAY. Y'ALL STAY THERE. I HOPE THE CITY OF WYLIE UNDERSTANDS HOW AWESOME OUR FIRST RESPONDERS ARE. IF IT WASN'T FOR THEM, WE WOULDN'T HAVE THE SAFE COMMUNITY WE HAVE. I'VE HAD TO TAKE PART OF THE EMT SEVERAL TIMES TO HELP MYSELF OR MY HUSBAND. AND I HAVE TO TELL YOU, THEY'VE ALWAYS DONE A WONDERFUL JOB, AND I FEEL VERY AWESOMELY HUMBLED THAT CHRISTOPHER MAHON. DID I SAY THAT RIGHT? CLOSE, CLOSE THAT WE ARE ABLE TO RECOGNIZE HIM TOO. I HOPE THAT Y'ALL WILL INTRODUCE YOURSELVES TO THEM, TO FIND OUT WHAT KIND OF PEOPLE THEY ARE. THEY ARE REALLY GREAT. AND IF ANYBODY IN HERE IS A VETERAN THAT HAS SERVED ONE DAY SINCE DECEMBER SEVENTH, 1941 AND HONORABLY DISCHARGED, PLEASE COME SEE ME AND WE'LL TALK ABOUT HOW THEY GO UP TO DIVISION AND WHAT WE DO IS OUR POST SUBMIT PARDON ME NOMINATION NOMINATIONS. WE NOMINATE A FIREMAN AND EMT AND A LAW ENFORCEMENT OFFICER FROM OUR POST. AND IT GOES TO OUR DISTRICT AND OUR DISTRICT IS MADE UP OF 24 POSTS. AND FROM THERE, THE WINNER FROM THAT WILL BE SENT TO STATE. AND IF THE ONE FROM STATE IS GOES ON TO NATIONAL, AND THEY'RE STILL IN THE PROCESS OF FIGURING EVERYTHING OUT. BUT IF IT WASN'T FOR THEIR JOB AND HOW WELL THEY DO IT, WE WOULDN'T HAVE BEEN ABLE TO SUBMIT THEIR NAMES. SO THANK YOU AGAIN. ALL RIGHT. SO YOU KNOW. NOPE, NOPE. HOLD ON, HOLD ON. YOU DON'T GET AN AWARD AND NOT GET TO AT LEAST SAY A LITTLE BIT OF SOMETHING. SO I'D ASK THAT YOU INTRODUCE YOURSELVES. TELL US A LITTLE BIT ABOUT YOUR TIME HERE WITH WYLIE. MY NAME IS CHRIS MEEHAN. I'VE BEEN A POLICE OFFICER 34 YEARS, BEEN IN WYLIE THREE YEARS. MY MAIN JOB IS INTERNET CRIMES AGAINST CHILDREN AND DIGITAL FORENSICS. MY NAME IS GEORGE WATSON. I STARTED ON THE AMBULANCE IN 2017. I'VE BEEN AROUND WYLIE EVER SINCE AND 2021 GOT ON THE FIRE TRUCK. I'M TRAVIS MARTINEZ. I ACTUALLY GREW UP IN WYLIE, GRADUATED FROM WYLIE HIGH SCHOOL, STARTED WITH THE FIRE DEPARTMENT IN 2016, AND PROMOTED TO DRIVER ABOUT TWO YEARS AGO. SO AGAIN, THANK YOU ALL FOR COMING THIS EVENING AND HONORING THEM. THANK YOU ALL FOR COMING AND TAKING THE TIME WITH US. WE'LL GRAB A PICTURE WITH YOU BEFORE YOU LEAVE. I THINK IT WORKED OUT NICELY THAT ON THE EVENING THAT WE'RE HONORING OUR WYLIE WAY STUDENTS, THAT THEY GET TO SEE SOME OF OUR FIRST RESPONDERS BEING HONORED, THAT SAME EVENING. SO WHAT THESE INDIVIDUALS DO FOR OUR CITY IS SECOND TO NONE. WYLIE ISN'T NAMED ONE OF THE SAFEST PLACES IN THE UNITED STATES, AND ONE OF THE SAFEST PLACES IN THE STATE OF TEXAS BECAUSE OF BUILDINGS OR VEHICLES. IT'S BECAUSE OF THE MEN AND WOMEN WHO SACRIFICED THEIR TIME FOR ALL OF US. SO WE ARE VERY, VERY APPRECIATIVE OF THEM HERE BECAUSE THERE ARE NOT A LOT OF PLACES THAT HAVE THE LEVEL OF INDIVIDUALS THAT WE DO WITHIN OUR POLICE DEPARTMENT, OUR DISPATCH, OUR FIRE, OUR EMS DIVISION. WE'RE JUST VERY, VERY BLESSED AS A COMMUNITY TO HAVE THEM HERE. AND SPEAKING OF OTHER [PR3. Municipal Court Week.] SERVICES WITHIN OUR COMMUNITY, IT IS ALSO MUNICIPAL COURT WEEK, SO I WILL INVITE THOSE HERE TO COME AND JOIN ME. SO. SO I'LL ASK THIS QUESTION AND START WITH A QUESTION FOR [00:20:16] ALL OF MY STUDENTS. HOW MANY OF YOU KNEW WE HAD A COURTHOUSE OR A COURT HERE IN WYLIE? JUST A COUPLE. SO WE DO HAVE OUR MUNICIPAL COURT HERE, AND IT IS A PLACE WHERE PEOPLE OFTEN END UP IF THEY MIGHT GET SPEEDING TICKETS OR OTHER MINOR VIOLATIONS. AND SO, AGAIN, FOR US, IT'S AN OPPORTUNITY FOR US TO PROVIDE A SERVICE TO OUR COMMUNITY HERE, AS OPPOSED TO HAVING TO LEAVE THE AREA. AND THEY ACTUALLY DEAL WITH STUDENTS AS WELL WITH THEIR TEEN COURT PROGRAM THAT THEY HAVE SET UP. SO THEY REALLY DO INTERACT WITH A LARGE PORTION OF OUR COMMUNITY. AND I'D LIKE TO LET YOU EXPLAIN A LITTLE BIT ABOUT MUNICIPAL COURTS HERE IN WYLIE. OKAY. HI, I'M LISA MANGUM. I'M THE COURT ADMINISTRATOR. I'VE BEEN IN WYLIE FOR 13 YEARS AND WORKED IN COURTS FOR 23 YEARS, AND OUR COURT MOSTLY HANDLES, LIKE YOU SAID, TRAFFIC VIOLATIONS. WE DO HANDLE SOME CLASS C ASSAULT, FAMILY VIOLENC, POSSESSION OF DRUG PARAPHERNALIA, CODE ENFORCEMENT VIOLATIONS SUCH AS HIGH GRASS AND WEEDS. WE ALSO HANDLE TRUANCY FOR WYLIE ISD AND OUR JUDGES WHO COULDN'T BE HERE TONIGHT. THEY PERFORM ALL OF THE ARRAIGNMENTS FOR ANYONE BROUGHT INTO THE WYLIE JAIL, SO WE'RE VERY BUSY WITH THAT. ALSO WITH BOND CONDITION VIOLATIONS AND EMERGENCY PROTECTIVE ORDER HEARINGS. WE HAVE A FANTASTIC TEEN COURT PROGRAM THAT I'LL LET MELISSA, OUR JUVENILE CASE MANAGER, TALK A LITTLE BIT ABOUT, AND I WILL LET EVERYONE INTRODUCE THEMSELVES. I'M DEANNA, I'M THE COURT SUPERVISO. I'M MELISSA DAVIS. I'M THE JUVENILE CASE MANAGER. I OVERSEE ALL THE JUVENILE CASES, INCLUDING TRUANCY, AS WELL AS THE TEEN COURT PROGRAM THAT OUR COURT ADMINISTRATOR JUST MENTIONED. THAT'S JUST A PROGRAM THAT WE UTILIZE SPECIFICALLY FOR SOME JUVENILE OFFENDERS. IT'S A WAY FOR THEM TO GET THEIR CASE DISMISSED. IT ALSO PROVIDES SOME COMMUNITY SERVICE OPPORTUNITY FOR THE OTHER TEEN VOLUNTEERS HERE IN WYLIE, AS WELL AS COURT EXPERIENCE AND SOME EDUCATION IN THE JUSTICE SYSTEM. AND WE HAVE OUR DOCKET NEXT WEDNESDAY. NO, NOVEMBER 6TH. SO IF ANYONE'S INTERESTED IN OBSERVING, WE ALWAYS WELCOME VISITORS. SO YOU GUYS TO COME OUT, IF YOU'RE INTERESTED. WHAT ROLES DO STUDENTS TAKE ON? SO THEY DO DEFENSE ATTORNEYS, PROSECUTORS THERE. THEY SERVE ON THE JURY. AND WE ALSO HAVE A TEEN JUDGE AND A TEEN BAILIFF. SO IT'S GREAT. MY NAME IS RONNIE SUE CAHILL, AND I'M A DEPUTY COURT CLERK. MY NAME IS JOCELYN PERAZA AND I'M A DEPUTY COURT CLERK. MY NAME IS MARK HOWARTH. I'M THE WARRANT OFFICER AND THE COURT BAILIFF. YOUR JOB. IF YOU WANT TO TALK TO THEM ABOUT YOUR COURT OF RECORD. OH, YEAH. I FORGOT TO MENTION THAT WE ARE A COURT OF RECORD. WE'VE BEEN A COURT OF RECORD SINCE 2021, AND THAT HAS GREATLY REDUCED OUR APPEALS. IT HAS IMPROVED THE INTEGRITY OF OUR CASES SINCE WE RECORD ALL THE PROCEEDINGS. AND IT HAS ALSO GIVEN OUR JUDGES THE ABILITY TO PERFORM SOME MORE CRIMINAL THINGS, SUCH AS ISSUING SEARCH WARRANTS AND SOME CIVIL MATTERS FOR JUNK VEHICLES AND DANGEROUS BUILDINGS. SO THAT'S BEEN REALLY GREAT. DIDN'T WANT YOU TO FORGET ABOUT THAT BECAUSE I KNOW THAT WAS A BIG UNDERTAKING FOR YOU ALL. SO AGAIN, WE APPRECIATE ALL THAT YOU DO. AND I DO HAVE A PROCLAMATION TO READ THIS EVENING. WHEREAS MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING PUBLIC SAFETY AND PROMOTING QUALITY OF LIFE IN TEXAS. AND WHEREAS MUNICIPAL JUDGES AND COURT SUPPORT PERSONNEL HAVE PLEDGED TO BE EVER MINDFUL OF THEIR NEUTRALITY AND IMPARTIALITY, RENDERING EQUAL SERVICE TO ALL AND TO CONFORM TO THE STANDARDS SET BY THE CANONS OF JUDICIAL CONDUCT. AND WHEREAS MORE PEOPLE, CITIZENS AND NON-CITIZENS ALIKE COME IN PERSONAL CONTACT WITH MUNICIPAL COURTS THAN ALL OTHER TEXAS COURTS COMBINED, AND WHEREAS THE MUNICIPAL COURTS PLAY A SIGNIFICANT ROLE IN PRESERVING THE QUALITY OF LIFE IN TEXAS COMMUNITIES THROUGH THE ADJUDICATION OF CLASS C MISDEMEANOR CASES, INCLUDING TRAFFIC VIOLATIONS, CITY ORDINANCE VIOLATIONS, AND OTHER NON-TRAFFIC VIOLATIONS. AND WHEREAS THE MUNICIPAL JUDGES AND COURT SUPPORT PERSONNEL CONTINUALLY STRIVE TO IMPROVE [00:25:03] THE ADMINISTRATION OF JUSTICE THROUGH PARTICIPATION IN JUDICIAL EDUCATION PROGRAMS, SEMINARS, WORKSHOPS, AND THE ANNUAL MEETINGS OF THEIR STATE AND LOCAL PROFESSIONAL ORGANIZATIONS. NOW, THEREFORE, I, MATTHEW PORTER, MAYOR OF THE CITY OF WYLIE, TEXAS, ON BEHALF OF THE WYLIE CITY COUNCIL. ON THIS, THE 22ND DAY OF OCTOBER 2024, I'M HONORED TO HEREBY PROCLAIM THE FOURTH DAY OF OCTOBER, FOURTH DAY OF NOVEMBER THROUGH THE EIGHTH DAY OF NOVEMBER, 2024, AS MUNICIPAL COURT WEEK IN THE CITY OF WYLIE, AND RECOGNIZE THE ACCOMPLISHMENTS OF WYLIE MUNICIPAL COURT AND SALUTE ITS CRITICAL ROLE IN PRESERVING PUBLIC SAFETY, PROTECTING OUR QUALITY OF LIFE, AND DETERRING FUTURE CRIMINAL BEHAVIOR. THANK YOU ALL. [PR4. Texas Arbor Day.] AND NOW I ASSUME WE HAVE SOME INDIVIDUALS FROM PARKS THIS EVENING FOR ARBOR DAY. SO AS MANY OF YOU MAY KNOW, ARBOR DAY IN TEXAS IS COMING UP ON THE FIRST. AND ONE OF THE THINGS THAT WE'VE DONE OVER THE YEARS IS TO HELP CELEBRATE THIS THROUGH PROCLAMATIONS AND SOME OTHER ACTIVITIES. I KNOW WE'VE PLANTED TREES AND DONE DIFFERENT THINGS THROUGHOUT THE COMMUNITY, SO I'D LIKE TO LET YOU TELL US A LITTLE BIT ABOUT WHAT TO EXPECT THIS YEAR. HI, I'M CARMEN PALIN, I'M THE PARKS AND RECREATION DIRECTOR FOR THE CITY OF WYLIE. THIS YEAR, ON NOVEMBER 1ST FRIDAY, WE WILL HAVE A TREE GIVEAWAYS BETWEEN THE REC CENTER AND THE LIBRARY NEXT DOOR. SO PLEASE STOP BY OUR TREES THIS YEAR. THEY'RE SAPLINGS ARE RED OAK AND WE HAVE MAPLE TREES. STAFF WILL BE AVAILABLE TO HELP ANSWER ANY QUESTIONS ABOUT HOW TO PLANT OR TAKE CARE OF THOSE TREES. AND I JUST WANTED TO ADD THAT ONE OF THE REASONS WE DO THIS PROCLAMATION IS THAT IT HELPS THE CITY OF WYLIE MAINTAIN A TREE CITY USA DESIGNATION, WHICH WE HAVE MAINTAINED FOR THE LAST 11 YEARS. SO DON'T MISS OUT IF YOU LIKE. SOME OF MY NEIGHBORS I'VE BEEN LUCKY SO FAR HAVE HAD ANY OF THE HEAT AND DROUGHT TAKE OUT ANY OF YOUR TREES. IT'S A GREAT OPPORTUNITY TO COME AND PICK UP A SAPLING FROM US AND TAKE THAT HOME AND PLANT IT. OR MAYBE YOU JUST HAVE THAT SPOT IN YOUR YARD WHERE YOU'D LIKE A LITTLE BIT OF SHAD. DURING OUR VERY MILD TEXAS SUMMERS. SO WE DO HAVE A PROCLAMATION THIS EVENING, WHEREAS IN 1872, J. STERLING MORTON PROPOSED TO THE NEBRASKA BOARD OF AGRICULTURE THAT A SPECIAL DAY BE SET ASIDE FOR THE PLANTING OF TREES CALLED ARBOR DAY. AND WHEREAS ARBOR DAY WAS FIRST CELEBRATED IN TEXAS IN 1890 AND IS NOW CELEBRATED THROUGHOUT THE WORLD, WHEREAS TREES CAN REDUCE THE EROSION OF OUR PRECIOUS TOPSOIL BY WIND AND WATER, LOWER OUR HEATING AND COOLING COSTS, MODERATE THE TEMPERATURE, CLEAN THE AIR, PRODUCE OXYGEN AND PROVIDE HABITAT FOR WILDLIFE. AND WHEREAS TREES SYMBOLIZE ENDURING STRENGTH AND ARE A RENEWABLE RESOURCE THAT PROVIDES PAPER AND WOOD FOR OUR HOMES, FUEL FOR OUR FIRES, AND COUNTLESS BENEFICIAL PRODUCTS. WHEREAS TREES IN OUR CITY INCREASE PROPERTY VALUES, ENHANCE THE ECONOMIC VITALITY OF BUSINESS AREAS, AND BEAUTIFY OUR COMMUNITY. AND WHEREAS, A TREE PRESERVATION ORDINANCE WAS ADOPTED BY THE CITY OF WYLIE IN AUGUST 2012, RECOGNIZING THE BENEFITS OF TREES IN OUR COMMUNITY. NOW, THEREFORE, I, MATTHEW PORTER, MAYOR OF THE CITY OF WYLIE, TEXAS, AM HONORED TO PROCLAIM THE FIRST DAY OF NOVEMBER 2024 AS ARBOR DAY IN TEXAS IN THE CITY OF WYLIE AND URGE ALL CITIZENS TO CELEBRATE ARBOR DAY AND SUPPORT EFFORTS TO PROTECT OUR TREES AND WOODLANDS, AND FURTHER URGE ALL CITIZENS TO PLANT AND CARE FOR TREES TO PROMOTE THE WELL-BEING OF CURRENT AND FUTURE GENERATIONS. THANK YOU. THAT THAT WAS ALL THAT EVERYONE CAME FOR THIS EVENING RIGHT? I WILL ASK THAT DOCTOR DAY AND [PR5. Wylie Way Students (K-12). (Part 2 of 2)] DOCTOR VINSON JOIN ME BACK DOWN FRONT AS WE TAKE AN OPPORTUNITY TO HONOR OUR WYLIE WAY AWARD [00:30:06] WINNERS. SO WHEN I CALL YOUR NAME, IF YOU WILL MAKE YOUR WAY TO THE FRONT, I REMIND EVERYONE I DO MY BEST WITH YOUR NAME. IF I GET IT WRONG, PLEASE JUST TELL ME WHEN YOU COME UP. I'M HUMAN. I MAKE MISTAKES, BUT I'D LIKE TO CORRECT IT SO THAT EVERYONE CAN HEAR IT THE RIGHT WAY. BUT THEN COME DOWN. WE HAVE A METAL. HATTIE'S COMBINATION OF TALENT, RESPONSIBILITY AND COMPASSIONATE LEADERSHIP MAKES HER AN INVALUABLE ASSET TO OUR SCHOOL COMMUNITY. CONGRATULATIONS. THANK YOU. NEXT, I HAVE I BELIEVE THESE ARE TOGETHER. JIHAN HAJJI AND ALEXANDER YOUNG. WE HAVE JIHAN AND ALEXANDER. AND THE REASON THAT THIS IS TOGETHER IS BECAUSE THEY WERE NOMINATED. BOTH ARE SENIORS FROM WYLIE HIG, FROM LIEUTENANT COLONEL JAMES. AND IS IT STAFF MASTER SERGEANT LEWIS? SENIOR. ALL RIGHT. AND I'M JUST GOING TO READ THIS FROM THE PERSPECTIVE OF BOTH OF YOU, BECAUSE THEY SUBMITTED THIS BECAUSE OF THE WORK THAT YOU'VE DONE. SO THESE TWO WERE THE COORDINATORS FOR THE NINE OVER 11 REMEMBRANCE DAY CEREMONY ON PATRIOT DAY. THEY CONTACTED ALL OF THE SC STAFF, SROS, NURSES, PRINCIPAL AND ASSOCIATE PRINCIPALS TO INVITE THEM TO THE EVENT ENSURED THAT THE OTHER 83 CADETS HAD ALL PRACTICED FOR THE EVENT AND KNEW ALL THEIR ROLES. THEY RESPECT THE FLAG AND WHAT IT MEANS TO THEM AND OTHERS THEY RESPECT THE ENTIRE DAY AND WHAT THEIR REMEMBRANCE CEREMONY MEANT AND WHAT IT REPRESENTS TO THOSE FAMILIES WHO LOST LOVED ONES 23 YEARS AGO. THEY BOTH TOOK ON THE RESPONSIBILITY OF ORCHESTRATING THE EVENT WITH OUR JUNIOR ROTC CANDIDATES. WYLIE HIGH LEADERSHIP, DISTRICT LEADERSHIP, AND HAVING OUR BOOSTERS PROVIDE BREAKFAST SNACKS FOR THOSE WHO ATTENDED. THEY ENSURED THAT THOSE LOST WERE HONORED WITH RESPECT AND DIGNITY AND SHINED VERY WELL AS YOUNG LEADERS, WE HIGHLY RECOMMEND THAT THEY BOTH BE SELECTED AS SHINING THE WAY AWARD WINNERS AND YOU HAVE BEEN. CONGRATULATIONS AND THANK YOU. FOR. YOUR. WORK. AND LAST BUT NOT LEAST, MARIA MORALES. COMING TO US FROM ACHIEVE ACADEMY A SENIOR AS WELL. THIS IS FROM MR. [00:55:19] PATTERSON. MRS. TERZIS MISS SOUTHERN AND MR. ALFORD. MARIA IS A SWEET AND POLITE YOUNG LADY. SHE ALWAYS HAS A SMILE ON HER FACE AND IS VERY RESPECTFUL TO HER TEACHERS AND PEERS. SHE WORKS FROM THE MOMENT SHE STEPS INTO CLASS UNTIL THE BELL RINGS. MARIA EXEMPLIFIES RESPECT AND RESPONSIBILITY. CONGRATULATIONS. AND I BELIEVE THAT COMPLETES EVERYONE WHO WAS ON OUR LIST TO BE HONORED THIS EVENING. WAS THERE ANYONE THAT WE MISSED THAT THOUGHT THEY WERE ON THE LIST? OKAY, IF I'M GETTING SOME WEIRD LOOKS, BUT IT HAS HAPPENED A COUPLE OF TIMES WHERE WE DO THESE IN A COUPLE OF SESSIONS AND SOMEONE CAME TO A DIFFERENT NIGHT, SO JUST WANT TO HONOR THEM. IF THEY'VE SAT HERE AGAIN. I WANT TO THANK ALL OF OUR STUDENTS WHO ARE HERE THIS EVENING. THE TEACHERS AND COUNSELORS WHO MADE THESE NOMINATIONS, AND TO YOU, ALL OF THE FAMILY MEMBERS WHO ARE HERE SUPPORTING THEM. THESE AWARDS, I THINK, ARE SOMETHING THAT IS VERY DIFFERENT FOR WILEY IN A GOOD WAY. THEY ARE NOT BASED ON JUST WHO HAD THE HIGHEST SCORE OR WHO'S THE BEST ATHLETE IN A CLASS. IT HAS TO DO WITH DEVELOPING THE CHARACTER TRAITS THAT WE WANT TO SEE AMONG OUR FUTURE LEADERS. WHENEVER THEY GROW UP, BECAUSE THOSE THINGS THAT ARE EMBEDDED NOW ARE THE THINGS THAT WILL MAKE THEM WHO THEY ARE WHEN THEY GO OUT ON THEIR OWN. SO THANK YOU ALL FOR COMING AND SUPPORTING THEM. THAT DOES CONCLUDE OUR PRESENTATIONS AND RECOGNITIONS THIS EVENING. OUR COUNCIL MEETINGS ARE OPEN TO THE PUBLIC, BUT I KNOW THAT SOME OF YOU MAY WANT TO GO AHEAD AND TAKE THIS TIME TO STEP OUT. SO WE'LL MOVE INTO A QUICK BREAK TO LET [COMMENTS ON NON-AGENDA ITEMS] AND WITH THAT, WE WILL MOVE OURSELVES BACK INTO OUR AGENDA. WE WILL START WITH OUR COMMENTS ON NON-AGENDA ITEMS. IF ANY MEMBER OF THE PUBLIC IS PRESENT AND WISHES TO ADDRESS COUNCIL ON AN ITEM NOT LISTED ON TONIGHT'S AGENDA, WE DO ASK THAT YOU FILL OUT A FORM IN ADVANCE OF THE MEETING IN ORDER TO SPEAK. WE DO REQUEST THAT COMMENTS BE LIMITED TO THREE MINUTES FOR AN INDIVIDUAL SIX IF OFFICIALLY REPRESENTING A GROUP. IN ADDITION, WE DO REMIND EVERYONE COUNCIL IS NOT ALLOWED TO CONVERSE, DELIBERATE OR TAKE ACTION ON ANY MATTER PRESENTED DURING THIS PORTION OF CITIZEN PARTICIPATION DUE TO THE TEXAS OPEN MEETINGS ACT, THE STORM I BELIEVE WE'VE HAD ONE FORM TURNED IN THIS EVENING. THAT'S CORRECT. OKAY. AND I WILL GO AHEAD AND CALL MR. BHAVSAR. I APOLOGIZE IF I GOT THAT INCORRECT. AND IF YOU WOULD, IF YOU'LL HIT, THERE'S A TURN IT ON. THERE'S A LITTLE SPEAKING VOICE LOOKING HEAD DOWN AT THE BASE OF IT. NOW, IF YOU'LL START WITH YOUR NAME AND ADDRESS FOR THE RECORD FOR US, YOU'LL THEN HAVE THREE MINUTES IN WHICH TO ADDRESS THE COUNCIL. THANK YOU SO MUCH. MY NAME IS NISHTHA BHATIA AND I LIVE AT 3005 RICE DRIVE, WYLIE, TEXAS. OKAY, SO GOOD EVENING LADIES AND GENTLEMEN. ON THIS, MY NAME IS NISHTHA AND I'M A PROUD RESIDENT OF WYLIE. MISS STORM, I DON'T BELIEVE WE HAD ANY OTHER FORMS TURNED IN THIS EVENING FOR NON-AGENDA ITEMS. IS [CONSENT AGENDA] THAT CORRECT? THAT'S CORRECT. OKAY. WITH THAT, WE WILL MOVE TO OUR CONSENT AGENDA. MEMBERS OF COUNCIL STAFF, IF THERE ARE ANY ITEMS THAT WE THAT YOU WOULD LIKE PULLED FOR INDIVIDUAL QUESTIONS, DISCUSSION OR CONSIDERATION, BE HAPPY TO HEAR THAT. NOW. AND IF THERE ARE NON, I WOULD THEN BE OPEN TO A MOTION ON THE CONSENT AGENDA. COUNCILMAN WILLIAMS, THANK YOU, MAYOR. I'D MAKE A MOTION TO APPROVE THE ITEMS AS PRESENTED. OKAY. WE HAVE A MOTION TO APPROVE THE CONSENT AGENDA AS PRESENTED. DO WE HAVE A SECOND? COUNCILMAN? DUKE? MR. MAYOR, THANK YOU. I'LL SECOND. WE DO HAVE A MOTION WITH A SECOND TO APPROVE. AS PRESENTED. COUNCIL, PLEASE CAST YOUR VOTE. THE MOTION CARRIES SIX ZERO WITH COUNCILMAN HOOVER ABSENT. WITH THAT, WE DO NOT HAVE ANY ITEMS FOR OUR REGULAR AGENDA. BUT WE DO HAVE A WORK SESSION. THIS [WS1. Discuss potential amendments to Chapter 22, Article XX (Sign Regulations) of the Code of Ordinances.] EVENING. WORK SESSION NUMBER ONE IS TO DISCUSS POTENTIAL AMENDMENTS TO CHAPTER 22. ARTICLE 20. SIGN REGULATIONS OF THE CODE OF ORDINANCES. MR. HASKINS, ARE YOU. THANK YOU. MAYOR. SO STAFF IS RECOMMENDING AMENDMENTS TO ARTICLE 20 OF CHAPTER 22. THAT'S THE SIGN REGULATIONS FOR THE CITY OF WILEY. THERE'S TWO MAIN REASONS FOR THESE PROPOSED AMENDMENTS. THE FIRST IS TO BRING US IN LINE WITH CASE LAW. THERE'S SUPREME COURT RULINGS THAT BASICALLY SAY YOU CANNOT REGULATE SIGNS BASED ON CONTENT. OUR CURRENT SIGN ORDINANCE HAS THINGS THAT IDENTIFY SIGNS, SAYS GARAGE SALE SIGNS, OR IT SAYS A POLITICAL SIGN OR SOMETHING LIKE THAT, WHICH IS OBVIOUSLY CONTENT. SO THE ORDINANCE HAS BEEN REWRITTEN IN SUCH A WAY IN ORDER TO WORRY ABOUT THE MATERIALS OF THE SIGN OR THE SIZE OF THE SIGN, OR THE LOCATION OF THE SIGN, OR HOW LONG THE SIGN IS TO BE DISPLAYED. ALSO, WHILE WE'RE STAFF WAS WORKING ON THAT, WE ALSO JUST REORGANIZED A LITTLE BIT TO MAKE IT A LITTLE BIT MORE READABLE. THE CITY ATTORNEY IS ALSO REVIEWING WHAT WHAT IS BEFORE YOU. SO WHAT YOU HAVE BEFORE YOU ISN'T NECESSARILY EXACTLY FINAL, BUT WITH PREVIOUS CONVERSATIONS BETWEEN MYSELF AND THE CITY ATTORNEY, WE'RE PRETTY MUCH IN THE BALLPARK. SO WE WANTED TO PRESENT IT TO COUNCIL AND SEE IF THERE WAS ANY QUESTIONS, COMMENTS OR ANYTHING BEFORE WE BROUGHT A FINAL ORDINANCE BEFORE YOU ALL FOR CONSIDERATION. OKAY. COUNCILMAN STRANG, THANK YOU, MAYOR. A QUICK QUESTION THEN. SO IF WE CAN'T LOOK AT THE CONTENT OF THE SIGN, WHAT IF THE CONTENT TURNS OUT TO BE OBSCENE, STILL CAN'T REGULATE THAT OBJECTIVELY OBSCENE. I DON'T WANT TO GIVE ANY EXAMPLES, BUT JUST AS EXTREME AS YOU COULD POSSIBLY MAKE IT. BILLBOARD ON 544. BASED ON MY CONVERSATIONS WITH THE ATTORNEY, THE CITY ATTORNEY, YOU'D ALMOST HAVE TO GO ON A CASE BY CASE BASIS WITH THOSE. AND IT DEPENDS ON WHAT THE CITY COUNCIL ULTIMATELY WANTED TO DO. OKAY, GOOD TO KNOW. GREAT RULING. THANK YOU. YOU'RE WELCOME. IN FACT, THE SUPREME COURT RULING, THE DISSENTING OPINION ON THIS WAS WHAT HAPPENS WHEN YOU HAVE SITUATIONS LIKE THAT. IF YOU'RE HAVING TROUBLE [01:05:01] SLEEPING AND WANT TO READ THAT AS I HAVE, IT'S INTERESTING. BUT BASICALLY THAT WAS THE DISSENTING OPINION WAS THAT ALTHOUGH THERE ARE FIRST AMENDMENT RIGHTS, SOMETIMES, YOU KNOW, WHERE IS THAT LINE? AND AS OF RIGHT NOW, THERE THERE IS THERE ISN'T ONE AS FAR AS CONTENT GOES. SO WE WANT AN ENFORCEABLE ORDINANCE AS MUCH AS POSSIBLE. IN MY OPINION. AND AM I CORRECT? I NOTICED ON HERE ALSO, IT MENTIONS IN HERE THAT ILLEGAL SIGNS, ILLEGAL TEMPORARY SIGNS I SHOULD SPECIFY CAN BE REMOVED AND DISPOSED OF BY STAFF AS OPPOSED TO I BELIEVE IN THE PAST THEY WERE BEING HELD AND CALLED AND THAT TYPE OF THING. YES, SIR. WHAT THAT WHAT? THE WAY WE'RE PRESENTING THE ORDINANCE RIGHT NOW, IT GIVES THE STAFF THE OPTION, MUCH LIKE I BELIEVE COUNCILMAN MAYOR PRO TEM FORRESTER BROUGHT THIS UP IN ANOTHER ORDINANCE THAT WE HAD PRESENTED IT GIVES MUCH LIKE THE POLICE DEPARTMENT, THEY HAVE THE RIGHT. IT GIVES YOU THE DISCRETION, IT GIVES THEM THE DISCRETION. AND SO THAT ALLOWS US TO GO AHEAD AND THROW AWAY, YOU KNOW, TO DISPOSE OF SIGNS RIGHT AWAY. BUT WE DON'T NECESSARILY HAVE TO. OKAY. ALL RIGHT. I THINK YOU ANSWERED HIS QUESTION WITH THAT COUNCIL. DO WE HAVE ANY OTHER QUESTIONS, COMMENTS OR THOUGHTS ABOUT THESE POTENTIAL UPDATES TO OUR SIGN ORDINANCES? OKAY. GOOD. MAYOR PRO TEM THANK YOU. MAYOR JASON. THANK YOU FOR THE WORK THAT STAFF'S DONE TO GET THIS IN LINE WITH CURRENT CASE LAW. AND I THINK THE PROCEED WITH THE CONVERSATION WITH THE CITY ATTORNEY AND I TO YOUR POINT, I DON'T THINK THERE'LL BE A WHOLE LOT OF DIFFERENCE IN BETWEEN WHAT YOU'VE PRESENTED AND WHAT THE CITY ATTORNEY WILL COME BACK WITH. SO I LIKE THE WAY IT'S DONE. AND I APPRECIATE YOUR WORK. THANK YOU SIR. SO I WILL JUST GO AND ASK EVERYONE SO EVERYONE HAS THEIR CHANCE. COUNCILMAN MALIKI READY TO SEND IT OUT TO THE ATTORNEY. GOOD TO GO. OKAY. COUNCILMAN WILLIAMS, I'M GOOD TO GO. I AM AS WELL, COUNCILMAN STRANG. YEAH, AND COUNCILMAN DUKE, GOOD TO GO. AND I'M GOING TO ASSUME THAT I CAN COUNT THE MAYOR PRO TEM SINCE HE MADE THE STATEMENT FIRST. SO LOOKS LIKE WE'RE READY TO SEE THAT COME BACK IN A FINAL FORM FROM THE CITY ATTORNEY. THANK YOU. SIR. SO THAT DOES COMPLETE OUR WORK SESSION THIS EVENING. [RECONVENE INTO REGULAR SESSION] [EXECUTIVE SESSION] I'LL MOVE US BACK INTO REGULAR SESSION.
