[Public Arts Advisory Board on October 17, 2024.]

[00:00:08]

I AM CALLING THE PUBLIC ARTS BOARD MEETING TO ORDER AT 607. MADAM SECRETARY, WILL YOU TAKE ROLL? AFSHAN HERE. CHANTELLE. HERE. ESTHER. PRESENT. CASSIE. HERE, STEVE. PRESENT. GLORIA. IN MINAJ. HE SHOULD BE HERE IN A LITTLE BIT. HE SAID HE WAS COMING. OKAY, WE HAVE A QUORUM.

SINCE WE DON'T HAVE ANYBODY HERE PRESENT TO ADDRESS THE BOARD UNDER PUBLIC COMMENTS, WE WILL MOVE ON TO OUR DISCUSSION ITEMS, STARTING WITH DISCUSSION ITEM NUMBER ONE. REGARDING THE 2024 RILEY ARTS FESTIVAL. AND WE CURRENTLY HAVE 180 VENDORS. AND CRAIG HAS INCREASED OUR OUTSIDE VENDORS TO 150. HE'S GOING TO DO SOME MORE ADVERTISING, AND WE HAVE 33 TO REVIEW TONIGHT. WE HAVE A HOME REMODELING. ANDERSEN WINDOWS METHODIST CHURCH, ENCORE AND C.W.D. TOTALING $4,000 IN SCHOLARSHIPS AND THREE FOOD VENDORS. BUT WE'RE WORKING ON THAT. MOVING ON TO DISCUSSION ITEM NUMBER TWO REGARDING THE WALKING TRAILS. PHASE TWO WITH YOSHI, RIGHT. I REACHED OUT TO YOSHI LIKE I DO BEFORE EVERY MEETING SO I CAN GIVE YOU AN UPDATE, AND HE PLANS TO HAVE BOTH OF THESE SCULPTURES FABRICATED BY DECEMBER, BUT HE WANTS TO INSTALL THEM IN FEBRUARY OR MARCH OF 2025. SO IN DOING THAT, IF IT'S ALL RIGHT WITH THE BOARD, WE WOULD DO REVERIE AT THE SAME TIME. AND SINCE THEY'RE ALL IN THE SAME THEME, KATIE WAS FINE WITH THAT.

IF YOU ALL ARE. THAT'S IT. I HAVE A COMMENT. IS THAT GOING TO BE A GOOD TIME? LIKE FEBRUARY IS COLD AND MARCH IS RAINY, SO THAT'S OKAY. I MEAN, WE DON'T NECESSARILY HAVE TO HAVE THE DEDICATION IN FEBRUARY OR MARCH. HE WILL HAVE TO WORK AROUND THAT BECAUSE HE'S BUILDING TWO MOUNDS. SO WHEN IT'S RAINING, THAT WON'T BE THAT WON'T BE PLAUSIBLE. BUT THAT'S WHEN HE WOULD LIKE TO DO IT. I THINK HE'S GOT TO GET HIS CONTRACTORS IN LINE. THIS IS ALMOST LIKE, YOU KNOW, BUILDING A ROAD OR OR BUILDING A PAD BECAUSE IT HAS TO BE DONE IN LAYERS. SO HE'LL HAVE TO FIND A CONSTRUCTION COMPANY THAT DOES THAT TYPE OF WORK. AND REVERIE WOULD BE GOOD WITH THOSE SAME DATES. YES. KATIE SAID SHE WAS FINE WITH IT. SHE LOVES THE. I DON'T KNOW IF YOU ALL HAVE BEEN BACK THERE, BUT THE PATHWAY THAT THEY PUT IN IS REALLY PRETTY AND SHE LOVES IT. AND THEN THERE WILL BE VEGETATION IN THAT CENTER PART. SO SHE'S GOOD. THANK YOU. ALL RIGHT. MOVING ON TO DISCUSSION ITEM NUMBER THREE REGARDING THE WALKING TRAILS. PHASE THREE WITH SUNNY BEHIND BEHIND. AND SO I GOT AN UPDATE FROM TISH. MR. BENN'S FIANCE AND SHE SAID THAT HE GOT A MURAL JOB THAT WAS GOING TO TAKE HIM ABOUT 30 DAYS. AND HE'S GOT THE MAQUETTE PARTIALLY DONE. AND I TOLD HIM I WAS RETIRING IN DECEMBER AND THAT I WOULD LIKE TO HAVE THE PRICES AND GET EVERYTHING FINALIZED BY THEN, AT LEAST. AND SHE SAID THAT THEY WOULD TRY TO STAY WITHIN THAT TIMELINE. QUESTIONS. THANK YOU. MOVING ON TO DISCUSSION. ITEM NUMBER FOUR, UPDATE REGARDING

[00:05:03]

THE WALKING TRAILS PHASE THREE. NUMBER TWO, CALL FOR ARTISTS.

SHANTEL WAS ON OUR PANEL AND SHE CAN ELABORATE ON THIS, BUT I WAS GOING TO SHOW YOU THE THREE SEMIFINALISTS THAT WERE CHOSEN. DO YOU WISH. ONE ONE. OKAY. YEA. THE FIRST ONE IS JESSE. AND TO GIVE YOU A LITTLE BACKGROUND, THIS IS ACTUALLY GILLIE AND MAR, AND THEY ARE A ARTIST HUSBAND AND WIFE FROM AUSTRALIA. AND JESSE IS THEIR SECRETARY. SO WE HAVE BEEN IN CONTACT WITH HER.

SHE IS IN NEW YORK. THEY TRAVEL BACK AND FORTH BETWEEN AUSTRALIA AND THE UNITED STATES. THE PANEL DID HAVE AN ISSUE WITH THE COST OF A LOT OF THEIR PIECES, AND I DID GIVE THAT CONCERN TO JESSE, AND SHE ASSURED ME THAT THEY COULD DO A SIX FOOT NATIVE AMERICAN HUNTER WITHIN THAT BUDGET. HOWEVER, THEY DO NOT INSTALL, SO THEY WOULD SHIP FROM AUSTRALIA BECAUSE THEIR FOUNDRIES IN AUSTRALIA, THEY WOULD SHIP THE PIECE AND THEN WE WOULD USE CONTINGENCY MONEY TO BUILD A BASE SORT OF LIKE WE DID FOR THE PUBLIC SAFETY BUILDING, WHERE SID HENDERSON BROUGHT AND DID THE BRONZE. BUT WE WERE DOING THE PEDESTAL THAT THE BRONZE WAS ON. SO HE SENT SCHEMATICS ON WHERE THE SCREWS NEEDED TO GO ON THE TOP. AND THEN OUR PEOPLE DID THE INSTALLATION. HE WAS HERE, BUT IT WAS READY FOR HIM WHEN HE GOT HERE. SO IT WOULD BE THE SAME KIND OF SITUATION BECAUSE THEY WON'T TRAVEL FROM AUSTRALIA TO DO AN INSTALLATION. SO THAT'S JUST A LITTLE BACKGROUND AND WE JUST FOUND THAT OUT. AS YOU CAN SEE, THESE ARE QUITE EXPENSIVE.

AND THAT WAS SHANTEL AND SOME OF THE OTHER MEMBERS. BUT IT'S ALL THEY'RE VERY MUCH TRYING TO BRING BACK NATURAL WILDLIFE AND PUTTING IT INTO PLACES WHERE KIDS AND ADULTS CAN INTERACT WITH IT, BECAUSE WHEN YOU GO TO A ZOO, YOU REALLY DON'T INTERACT WITH THE ANIMALS. SO THEY'RE VERY BIG ON ENDANGERED ANIMALS. NOW, THERE WERE TEN OF THESE STATUES FOR THAT PRICE.

GOD BLESS YOU. SO THAT IS GILLIE AND MARC. THIS THIS ONE IS CATHERINE TAYLOR. AND I'M GOING TO SHOW IT TO YOU. BUT JULIE AND I HAD A MEETING WITH HER YESTERDAY. A GOOGLE MEET, AND

[00:10:04]

SHE HAS DECLINED FROM PARTICIPATING. SHE SAID THAT SHE HAD TOO MANY PROJECTS GOING ON RIGHT NOW IN OUR TIMELINE. WAS TOO SHORT FOR WHAT SHE COULD DO. I SAID, WELL, IF WE CHANGE THE TIMELINE TO A LONGER TIMELINE, WOULD YOU BE ABLE TO? AND SHE SAID, NO, I'VE JUST GOT TOO MUCH TO DO SO, BUT I WILL SHOW YOU WHAT THE PANEL CHOSE.

AND JUST FOR REFERENCE, SHE'S FROM THE HOUSTON AREA. AND OUR THIRD SEMIFINALIST IS SETH VANDERBILT, AND HE IS FROM CEDAR HILL, TEXAS.

AND MOST ALL OF HIS ARE WITHIN THE RANGE OF BUDGET THAT WE HAV.

AND THIS WAS DONE AT AN ARLINGTON POLICE AND FIRE MEMORIAL FOR THEIR DOGS. SO THE ONLY OTHER COMMENT I HAVE IS THAT THE PANEL REALLY DID A GOOD JOB. THEY LOOKED AT FORM, THEY LOOKED AT DETAIL. THEY LOOKED AT THE ANATOMY. SO I JUST WANT TO COMPLIMENT ALL OF THEM ON THEIR SELECTIONS. AND CHANTELLE CAN TELL YOU ABOUT THEIR SELECTIONS. SO AS CAROL STATED, WHAT WE LOOKED FOR IS FOR A LOT OF FACIAL FEATURES, BEING THAT THIS WAS GOING TO BE AN INDIAN, WE WANTED TO ENSURE THAT THE DETAILS WERE THERE AND THE FACES, AND WE COULD ACTUALLY SEE THAT. WE ALSO LOOKED AT WE HAD SEVERAL ARTISTS THAT PROVIDED METAL JUST SHEET METAL, AND SO THEY DIDN'T HAVE THE ACTUAL FORM THAT WE WERE LOOKING FOR. AND SO LIKE I SAID, THE BIGGEST THING WAS MAKING SURE THE FACIAL DETAIL ACTUALLY COULD BE SEEN THROUGH THE ART, MAKING SURE THAT THEY COULD USE THE METAL THAT WE WANTED TO SEE, WHETHER IT BE BRONZE OR STEEL OR THINGS LIKE THAT. SO WE LOOKED AT THAT DETAILED, AND I THINK WE LOOKED THROUGH HOW MANY ARTISTS WAS IT LIKE 50? HOW MANY ARTISTS DID WE LOOK AT? WE HAD 33 ARTISTS. YEAH. SO WE GOT IT DOWN TO THREE. NOW, I DO HAVE ONE QUESTION BECAUSE THAT PERSON, THE PERSON FROM HOUSTON, IS AT THE RACE, DO WE PICK SOMEBODY ELSE TO WHO WAS THE FOURTH RUNNER UP? DO WE PUT THEM BACK IN? THAT'S TOTALLY UP TO THE BOARD. OKAY. ALL RIGHT. YEAH. SO I'M GOING TO SAY WE HAD ONE WHEN WE GOT DOWN TO THE LAST FIVE. IT GOT VERY HARD. AND SO WE HAD TO GO THROUGH SEVERAL OF THEM. WE HAD TO LOOK AT THEM SEVERAL TIMES. SO I WOULD RECOMMEND THAT WE PUT THE FOURTH RUNNER UP BACK IN IF WE CAN. I KNOW WE WERE CONCERNED BECAUSE WE HAVE TO PAY FOR TRAVEL, WE HAVE TO PAY FOR FLIGHTS AND THINGS LIKE THAT. SO WHEN WE SAW NEW YORK, WE WERE LIKE, OKAY, THEIR BUDGET IS ALREADY 800,000. IT WAS PRETTY HIGH. SO WE PUT THAT ARTIST IN BECAUSE THEY DID GREAT, BUT WE TRIED TO STAY LOCAL TO TEXAS AS MUCH AS POSSIBLE TOO. SO AND I WILL SAY THAT THE ONE THAT WAS IN NEW YORK CITY IS THE AUSTRALIAN FOLKS. AND THEY WON'T BE COMING HERE. WHAT WE'LL DO THE NIGHT OF THE PRESENTATIONS IS WE'LL DO A GOOGLE MEETS FOR THEM, AND THEY'LL BE ABLE TO

[00:15:04]

PRESENT THAT WAY. OKAY. SO THAT'S MY RECOMMENDATION TO BRING THE FOREFRONT UP MAYBE BACK IN. DO YOU REMEMBER WHO IT WAS? DIDN'T WE GIVE THEM SCORES? I THOUGHT IT WAS THE NEXT. I CAN LOOK. OKAY. I'LL SEND IT TO YOU IF I HAVE A QUESTION. IT'S. IS IT JUST COINCIDENCE THAT THAT ALL THESE ARTISTS WORKED IN BRONZE? IS THAT JUST COINCIDENCE? I'M SORRY. IT'S.

IT'S A COINCIDENCE THAT THE ART OF THE THREE ARTISTS. THEIR WORK IS IN BRONZE. YES, WE LOOKED AT THAT BECAUSE THAT WAS THE EXPECTATIONS AROUND IT. YEAH. SO BACK TO THE FOURTH. AND YOU DON'T KNOW YET WHICH ONE IT WAS. SO THE AND YOU HAD FIVE THAT YOU WHITTLED IT DOWN. AND YOU MAY REMEMBER I WAS ALSO ON THIS THING A COUPLE OF YEARS AGO. AND IT IS. YEAH, IT'S NOT EASY. BUT SO THE TWO THAT WERE NOT PICKED, YOU GUYS KIND OF FEEL STRONGLY ABOUT FOUR AND 5 OR 4. WE, WE BASICALLY TOOK A WE TOOK A VOTE. WE HAD SOME GREAT ARTISTS. I MEAN, I SAW SOME MIND BLOWING ARTISTS. ONE OF MY FAVORITE WAS MORE GEARED TOWARDS KIDS AND PARKS AND CARTOONISH. SO THAT ARTIST I THOUGHT DID A GREAT JOB WITH ANIMALS. BUT THEN I HAD TO TAKE INTO PERSPECTIVE THAT THIS WAS A HUMAN. SO WE WANTED TO LOOK AT HUMAN CHARACTERISTICS. SO IN LOOKING AT THAT, WE LOOKED AT THE METAL TYPE, WE LOOKED AT THE FORM, WE LOOKED AT THE FACIAL FEATURES. WE WANTED TO LOOK AT THE HAND AND COMPARED IT TO THE DEER TO SEE HOW THEY WOULD GO HAND IN HAND. AND SO WE HAD SOME THAT GAVE US A WE HAD A LOT OF MURALS. THEY WERE BEAUTIFUL. BUT I MEAN, IT WAS MURALS. IT COULDN'T NECESSARILY DO AN ART FORM THAT WAS HUMAN. SO THINGS LIKE THAT. SO YEAH.

THANK YOU FOR THAT INSIGHT. MOVING ON TO DISCUSSION ITEM NUMBER FOUR REGARDING THE EVENT, MATERIALS AND COSTS. IN YOUR PACKETS YOU HAVE THE FINAL DESIGNS FOR ALL OF STEVE'S WORK.

AND I HAVE RUN IT BY ADMINISTRATION AND THEY ARE VERY HAPPY WITH IT. AS WELL. AND SO IF YOU CHOOSE TO APPROVE IT TONIGHT, WE HAVE AN ITEM ON THE BUSINESS AGENDA. AND I WILL JUST NEED TO KNOW FROM STEVE HOW WILL WE PAY FOR IT, BECAUSE THE CITY WILL HAVE TO PAY FOR IT. IT WELL, IT FIRST OF ALL, WE DON'T HAVE TAX. AND SECONDLY, IF WE WRITE THE CHECK TO YOU, IT LOOKS LIKE A CONFLICT OF INTEREST BECAUSE YOU'RE ON THE BOARD, CHANCES ARE I'LL BE ABLE TO FORWARD YOU OR WHOMEVER. THE CART THAT I PLACED ALL THE ITEMS BUILT, ALL THE ITEMS I CAN JUST FORWARD THAT TO YOU AND Y'ALL CAN TAKE CARE OF IT. YES, SOUNDS GOOD. AND IT'S OH, I'M SORRY, IT'S THE 2000, $2,091 THAT INCLUDES THE TENT, THE TABLECLOTH, AND THE TWO FLAGS. I THINK IT'S 19. YEAH, IT'S 19 WITHOUT THE TAX, WITHOUT THE TAX. OKAY, SO IT'S 2091, RIGHT? BUT WITHOUT THE TAX. OKAY, OKAY. SINCE WE'RE NOT TAXABLE IT WOULD BE THE 1931 OKAY OKAY. MAKES SENSE. SO THAT'S ALSO THE HARDWARE TO SCREW THE FLAGS INTO THE GROUND FOR WHEN WE'RE OUTSIDE. AND WE ALSO HAVE WEIGHTED BASES FOR THE FLAGS OKAY. WHEN THERE IS NO GROUND OKAY OKAY. AWESOME. THE DESIGNS LOOK GREAT. SO YEAH VERY HAPPY WITH THEM TOO. EXCELLENT. THAT'S GREAT. OKAY. SO MOVING ON TO OUR REGULAR BUSINESS AGENDA. FIRST UP CONSIDER AND ACT UPON THE MINUTES FROM SEPTEMBER 19TH. YOU CAN PUT IT UP THERE. OKAY. I'M GONNA MAKE A MOTION TO CONSIDER AND ACT UPON THE PUBLIC ARTS ADVISORY BOARD. MINUTES FROM SEPTEMBER 19TH, 2020. FOR.

SECOND, THE MOTION.

[00:20:27]

OKAY.

AND THE MOTION PASSES THROUGH. AND MOVING ON TO OUR SECOND BUSINESS ITEM, CONSIDER AND ACT UPON THE FINAL PROMOTIONAL EVENT. MATERIALS, DESIGN AND COSTS NOT TO EXCEED 1931 69. I MAKE A MOTION TO CONSIDER AND ACT UPON THE FINAL PROMOTIONAL EVENTS, MATERIALS, DESIGN AND COST NOT TO EXCEED 1931. I SECOND THAT.

AND THE MOTION PASSES, AND WITH NO FURTHER BUSINESS BEFORE THE BOARD, WE ARE ADJOURNING AT. OH, WE NEED TO MAKE A MOTION TO ADJOURN. YES. I MAKE A MOTION TO ADJOURN. SECONDED.

ALL RIGHT. AND WITH NO FURTHER BUSINESS BEFORE THE BOARD, WE ARE ADJOURNING AT
