UM LET'S SEE. WE'VE GOT 1234. 55 VOTING MEMBERS PRESENT, SO WE DO HAVE A QUORUM. UM THIS TIME WE'LL DO OUR STAND FOR THE INVOCATION. JEFF, YOU YEAH. AND PLEASE JOIN ME IN PRAYER.

HEAVENLY FATHER, WE THANK YOU FOR THIS OPPORTUNITY TO COME TOGETHER, FATHER AND TO WORK FOR THOSE WHO DON'T HAVE A VOICE, WHETHER WE ARE BLESSED TO BE IN THE CITY OF WILEY, FATHER. FOR MOST OF THIS. OK, I HOPE THAT EVERYBODY GOT A CHANCE TO LOOK AT, UM WHAT I HAD ATTACHED TO THE GENDER. THE NEEDS ASSESSMENT STUDY WAS COMPLETED ON THE FACILITY. IT WAS THIS BOARD'S RECOMMENDATION THAT, UH, WE MOVE FORWARD TO SEE FROM AN OUTSIDE AGENCY. WHAT ARE CURRENT AND FUTURE NEEDS OF OUR FACILITY WOULD BE UM, SHELTER. PLANNERS OF AMERICA. I'M SURE YOU RECALL.

UM DID PREPARE THIS, UH, STEP ONE OF LIKE OF THE PROCESS, WHICH IS WHAT WE WERE REALLY KEEN ON WANTING TO FIND OUT. UM, WHERE WE ARE, AND IF WE WERE, UH FEASIBILITY WISE SHOULD WE TRY TO STAY WHERE WE'RE AT AND RENOVATE, YOU KNOW TO GET WHAT WE NEED WHERE WE'RE AT. AND, UM

IF YOU LOOKED OVER THE STUDY, YOU KIND OF SEEN WHAT? UH WHAT THE ASSESSMENT DOES DOES TELL US THAT WE WOULD HAVE A THEY'D RECOMMENDED A STOP GAP. UM SOME NOW NEEDS THAT NEEDED TO BE FILLED. UM THEY WERE VERY IN DETAILED ABOUT OUR FUTURE. UM PLAYING THIS OUT, I. I HATE TO ASK THIS, BUT EVERYBODY GOT TO SEE THIS STUDY, CORRECT AND WENT THROUGH IT. OK, SO, UM BASICALLY SEND US OUT. AT THE 2043 PROJECTED. SO, UM WHERE WE'RE AT. AS OPINION OF THESE THIS COMPANY THAT, UM WHEN WE'RE NOT IN A VERY, UH, VISIBLE LOCATION, UM AND WE ARE NOT LARGE. YOU KNOW, ON SITE, YOU SEE, THEY CAME OUT AND DID PHOTOS. THEY, UH, LOOKED AT OUR LAND COVERAGE WHERE WE HAVE THERE. UM ALL OF OUR EVERYTHING WE WENT INTO TO EVERY DETAIL OF THEM SAYING WE HAD THIS MANY OF THIS TYPE OF ANIMAL COMING IN, AND, UM LOOKING DOWN THE LINE AND YOU KNOW, AND A LOT OF THE THINGS IN THERE SOMETIMES CAN SEEM TO BE NEGATIVE BECAUSE IT SEEMS LIKE THEY'RE LIKE THERE'S A LOT OF THINGS IN THERE, BUT THE GOOD THING IS WE HAVE A VERY HIGH POSITIVE OUTCOME RATIO AND I. I DON'T WANT ANYBODY TO FORGET THAT THAT THAT'S YOU KNOW, THE STAFF WORKS VERY HARD TO GET THERE. UM AND WE ALSO KNOW COINCIDING LIKE AFTER AFTER WE HAD MOVED FORWARD WITH THIS. WE HAVE THE SEPARATE RENOVATION THAT'S GOING ON CURRENTLY. UM AND IF YOU ARE UNAWARE OF THAT, UH, WE HAVE BEEN FUNDED TO GET A, UH, RENOVATION DONE IN THE FACILITY NOW. UM I BELIEVE THAT EVERYBODY UNDERSTANDS IT'S NOT. IT'S NOT A NEW SHELTER. IT'S A NOW NEED. UH, WHEN YOU LOOK AT THESE STUDIES, YOU KNOW THAT IF WE LOOK AT THIS IN DETAIL, AND WE GO FROM, YOU KNOW HOW WE ALL YOU KNOW THE DIRECTIONS THAT HAVE BEEN GIVEN THAT UM I GUESS WHEN WE LOOK AT IT, IT'S A STOP GAP. I MEAN, IF YOU SAW THE STOP GAP, SO I WILL TELL YOU THAT THESE THESE TWO THESE TWO ENTITIES WERE NOT HAND IN HAND. SO WHEN THEY DREW THIS STOP GAP KIND OF DESIGN IN HERE. ONE OF THE THINGS THAT I WAS MADE ME FEEL KIND OF BETTER ABOUT A RENOVATION WAS MOST OF IT IS, ARE THINGS THAT WE HAVE ALREADY RECOMMENDED? THESE ARE THINGS THAT WE WERE ALREADY LOOKING AT.

AND THESE COMPANIES AREN'T WORKING TOGETHER. SO IT WAS, YOU KNOW, TWO COMPLETE. PLACE IS TELLING US THIS IS WHAT YOU NEED. YEAH. I MEAN, I'VE BEEN IN THAT BUILDING FOR 17 YEARS. I HAVE FAIRLY NO. WHAT WOULD REALLY GET US THROUGH AN OPTION? BUT IF MOVING FORWARD IN THIS CITY. IF WE GET TO A POINT OUR COUNCIL RECOMMENDATIONS OR WHEREVER WE GO FROM HERE, UM THIS. WOULD HOLD US. THIS RENOVATION WILL HOLD US, BUT IT'S NOT A FACILITY. A BRAND NEW FACILITY. THAT IS WHAT YOU'RE LOOKING AT. IN THIS PROPOSAL. THIS PROPOSAL IS A PLAN. AT OUR BUILD OUT OF THE CITY. WHAT? WHAT WE WOULD NEED AND THESE ARE THE RECOMMENDATIONS. SO IF YOU HAVE ANY QUESTIONS ABOUT PARTS OF IT THAT I NEED TO EXPLAIN. I WANNA I DO WANNA STRESS Y'ALL ARE THE FIRST PEOPLE THAT WE HAVE GOTTEN THIS. WE PUT THIS OUT. I YOU KNOW IT WAS A BOARD'S RECOMMENDATION. IT WAS VERY IMPORTANT THAT WE PRESENT THIS TO Y'ALL. BE WHEN WE TALK ABOUT A STOP GAP . I KNOW THAT THE STOP GAP INCLUDES RECOMMENDATIONS FOR THE UH, RETROFIT OF THE CURRENT FACILITY. WHAT'S THE LIFE EXPECTANCY OF THOSE? RETROFITS IN OTHER WORDS, HOW LONG WILL THAT LAST US? UH, AS FAR AS POPULATION WISE HOW FAR CAN WE PUSH THAT. UH, WITHOUT LOOKING AT BUILDING A BRAND NEW BUILDING RIGHT OUT OF THE GATE. NUMBER ONE AND NUMBER TWO. I NOTICED THAT, UH, THERE A BROAD VARIETY OF COSTS IN THE SELECTIONS THAT ARE THAT ARE PRESENTED, AND I APPRECIATE THAT, BECAUSE IT GIVES THE ABILITY GIVES US THE ABILITY TO LOOK AT DIFFERENT CONSTRUCTION TYPES AND MATERIALS , UH, AS WELL AS THE COST ASSOCIATED WITH THOSE SO THANK YOU FOR GETTING MULTIPLE OPTIONS. BUT WHEN WE FINISH THIS THIS ALREADY APPROVED. OUR RENOVATION. WHAT'S THE LIFE EXPECTANCY OF THE RENOVATION? THE CURRENT RENOVATION IS FOR NOW NEEDS WHERE WE'RE AT RIGHT NOW. HOW AND IT IT IS NOT GOING TO FULLY ADDRESS THE NOW NEEDS BUT WHAT IT IS GOING TO ADDRESS ARE THE ESSENTIAL NOW NEEDS, UM, LOOKING FORWARD AT A PROJECT LIKE THIS. WE ALL UNDERSTAND. I'M PRETTY SURE THIS IS GONNA BE A BOND. IT'S A VERY LARGE PROJECT. AND CAN TAKE 345 YEARS. AND THAT IS A RECOMMENDATION. UM IS TO PUT A SALT GAP IN PLACE BECAUSE WE NEED THAT ASSISTANCE. NOW WE'RE WE'RE NOT ABLE TO FUNCTION. FULLY AND GIVE OUR CITIZENS WHAT THEY SHOULD NEED BY HAVING AN AREA TO MAYBE ISOLATE SOME SICK ANIMALS CURRENTLY NOW HAVE A LITTLE BIT BETTER FLOW. HAVE STAFFING HAVE SOME OF THOSE ESSENTIAL NEEDS THAT THEY NEED CURRENTLY. SO UM, THEY RECOMMENDATION ON THIS IS WHEN THEY WERE LOOKING AT THIS IS A FOUR YEAR OR ABOUT FOUR YEARS. ALSO KEEPING IN MIND. UM IT'S STILL A CITY BUILDING. IT CAN BE REPURPOSED FOR ANOTHER. ANOTHER CITY DEPARTMENT THAT MAY NEED THAT. THAT MAY NEED TO EXPAND EITHER A RAT ON HENSLEY BECAUSE WE ARE ADDING OFFING. SO THAT WOULD BE ESSENTIAL USE AS WELL AS WELL AS YOU KNOW, THE STORAGE AND THINGS LIKE THAT. SO WE DON'T WANT TO, UM INVEST A HUGE AMOUNT IN THIS PROJECT, BUT WE DO WANT TO ADDRESS THOSE CURRENT URGENT NEEDS STAY. QUARANTINE IS DEFINITELY ONE OF THOSE THAT WE NEED TO ADDRESS NOW. IT'S NOT FUNCTIONING AND IT'S FUNCTIONING, BUT IT'S VERY DIFFICULT. UM, IT'S VERY DIFFICULT FOR RESIDENTS. WE HAVE THREE SPOTS. AND, UH, THE COST TO THEM TO HAVE TO HAVE THEIR ANIMAL QUARANTINE AT A VET CLINIC. IF THEY CAN FIND ONE UNDER THE LEGAL STANDARDS IS VERY COSTLY TO THEM AS WELL. SO, UM ARE INTAKES ARE GETTING HIGHER BY THE YEAR. UM AND I JUST I 100% BELIEVE THAT, UH THIS. WHAT? WHAT THEY'VE LOOKED AT IS REALLY IN LINE WITH WHAT WE'VE ALREADY KNOWN WHAT WE'RE FEELING WHAT WE'RE DEALING WITH DAILY THAT THIS WILL HELP US NOW. THAT WE REALLY HAVE TO BE HONEST AND JUST SAY THAT IT'S REALLY JUST GONNA HOLD US IS GONNA GET US WHERE WHERE WE NEED TO BE FOR A FEW YEARS, BUT WE CAN DO MUCH BETTER, AND WE CAN HELP THE DOG AREAS OUT AS WELL, TOO. UNDERSTAND THIS IS NOT INCREASING OUR ABILITIES. TO INTAKE. JUST ADJUSTING THE NEEDS THAT WE REALLY HAVE NOW AND ENABLE TO SEPARATE CERTAIN ANIMALS WHEN THEY'RE SICK, AND THAT WILL HELP WITH INTAKE, BUT IT'S NOT GONNA INCREASE THE QUANTITY OF ANIMALS THAT WE CAN PUT IN IN THOSE AREAS. SO MY ONLY COMMENT TO THAT WOULD BE THAT SINCE THE RENOVATIONS HAVE ALREADY BEEN APPROVED, I THINK IT'S IMPORTANT TO SHOW THE FACT THAT SHELTER PLANNERS AGREES WITH THE RENOVATIONS THAT HAVE BEEN SUGGESTED. BUT I THINK THAT THAT THE MAJORITY OF THE CONVERSATION WOULD BE FORWARD MOVING AS FAR AS, UM WHAT THE DESIRE IS. FOR CONSTRUCTION. OF A NEW FACILITY. UM TAKING INTO ACCOUNT THE FACT THAT NUMBER ONE MOST OF THESE PROJECTS THAT ARE LISTED IN THIS IN THIS PRESENTATION. RANGE IN SIZE BETWEEN 2.5 TO 6 ACRES. AND THAT'S A WELL, 1.5 TO 6 ACRES, WHICH IS PRETTY LARGE PIECE OF

PROPERTY. IN THE CITY. SO I THINK THAT TIME IS OF THE ESSENCE BECAUSE THAT'S A LONG PROCESS IN ITSELF IN AND OF ITSELF. IS THE ACQUISITION OF PROPERTY AND THEN ALSO THE MOVE FORWARD WITH ENGINEERING ETCETERA FOR A FOR FACILITY, SO I AGREE THAT IF THE RENOVATIONS ARE NOT GOING TO GIVE US EXPANDED CAPABILITIES IN THE CURRENT LOCATION. THEN THE MAJORITY OF THE CONVERSATION SHOULD BE FUTURE NEEDS OF THE W THE ANIMAL SERVICES. UM THE PLAN TO GET THERE. SO THANK YOU FOR ALL THE WORK PUTTING THIS TOGETHER. THE DETAIL IS VERY NICE TO HAVE. I ON THAT ACREAGE AMOUNT OF, YOU KNOW, THEY DO HAVE THAT RECOMMENDATION IN THERE FOR TWO OR THREE ACRES. SO I DO UNDERSTAND THAT AND I WILL TAKE THAT 10,000. FOR THE DIRECTION WE SHOULD BE GOING. I WAS JUST GOING TO ADD. I THINK IT WILL BE IMPORTANT WHEN WE DO WHEN YOU DO PRESENT TO COUNCIL TO MAKE IT NOT JUST THE AMOUNT OF SPACE YOU NEED, BUT ALSO THE ACCESSIBILITY AND WHERE WE'RE PUTTING THAT BECAUSE YOU'RE 100% RIGHT RIGHT NOW. IT'S NOT A GREAT LOCATION. UM, IT WAS BUILT AS ANIMAL CONTROL BACK IN THE DAY, RIGHT OR NOT EVEN ANIMAL CONTROL. IT WAS BUILT FOR A WHOLE DIFFERENT PURPOSE. BUT THE CURRENT BUILDING IS NOT MEANT TO BE. FRIENDLY. LOOKING TO THE OUTSIDE PUBLIC, AND I THINK THAT'S GONNA BE REALLY IMPORTANT ON WHERE WE PUT IT TO MAKE SURE THAT IT'S SUCCESSFUL. AND WE CAN GET AS MANY ANIMALS ADOPTED AND ONE OF THE BIG POINTS THAT WAS MADE IN THIS NEEDS ASSESSMENT IS INCREASING VISITORS SO AND INCREASING VISITORS. SO I AGREE WITH YOUR STATEMENT. MADAM AND I THINK THAT ONE OF THE MOST IMPORTANT THINGS IS THE UNDERSTANDING THAT THIS IS A SERVICE. FOR THE CITIZENS OF WILEY. AND WHEN WE BUILD THINGS, WE DON'T BUILD THINGS CHEAP. WE BUILD THINGS THAT WILL DO THE JOB AND PRESENT THE SERVICES THE WAY THAT CITIZENS EXPECT. AND SO I THINK THAT YOU YOU'RE 100% RIGHT THAT WE WANT TO MAKE SURE THAT THE, UH THAT THE VISIBILITY OF THIS FACILITY IS GREATER THAN IT CURRENTLY IS. UH AND THAT BECAUSE IT IS DESIGNED FOR PUBLIC THEATER ACT. IT'S NOT A BUILDING TO BE SHOVED BACK IN THE CORNER. AWAY FROM THE PUBLIC VIEW. INSTEAD, IT SHOULD BE, UH OUT IN THE FRONT OF THE PUBLIC VIEW BECAUSE IT IS SOMEWHERE YOU KNOW, VERY SIMILAR TO OUR FIRE STATIONS. WE WANT PEOPLE TO COME AND SEE THEM. WE WANT PEOPLE TO VISIT THEM SOMEWHERE TO OUR FACILITIES HERE. WE WANT PEOPLE TO COME TO THE LIBRARY. WE WANT PEOPLE TO COME TO CITY HALL. WE WANT PEOPLE TO COME AND SEE THE ANIMAL SHELTER BECAUSE IT'S NOT JUST A SHELTER. IT IS A IS A WORKING PORTION OF ANIMAL SERVICES WITHIN THE CITY, AND THERE'S MORE THAN JUST A SHELTER IN THAT WITHIN THAT BUILDING, SO I AGREE WITH YOU 100 PER CENT. THANK YOU FOR THOSE COMMENTS.

WHERE AM I? HERE? MY OWN. IT'S BEEN SO LONG. UH WHAT A DISCUSSION OF, UH, POTENTIAL MULTISTOREY. I'M SORRY. AS A DISCUSSION OF POTENTIAL A MULTI STORY. IN THE CONSTRUCTION. THE TURNER SPEAKER. THOSE THINGS ARE UNCOMMON IN THIS TYPE OF WORK ALL THAT YOU'RE GONNA BE ABLE TO HAVE IN A MULTI STORY ABOVE WOULD BE LIKE A LEARNING CENTER. YOU KNOW, MAYBE SOME OFFING, BUT YOUR ANIMALS ARE HERE, SO OUR RUN AREAS ARE WHAT TAKES UP A LOT OF THIS FOOTAGE AND THIS SQUARE FOOTAGE THAT YOU'RE SEEING ON THIS. A LOT OF THAT IS BECAUSE YOU KNOW, IN OUR YOU'VE VIEWED OUR FACILITY NOW OUR ANIMALS ARE FACING EACH OTHER. THEY CAN'T GET OUT. YOU KNOW THEY'RE IN ONE SINGLE. THESE ARE INDOOR OUTDOOR. IT'S GONNA IT'S JUST GONNA BE ALL OVER BETTER FOR THE ANIMALS AND EVERYTHING ELSE. A MULTI STORY WOULD ONLY HELP US TO DO OTHER AREAS THAT I MEAN, QUITE FRANKLY, I WOULD BELIEVE IT WOULD BE UNNECESSARY. YOU KNOW, WE DO IN THIS PLAN. THE GOOD THING WITH THIS. THIS ISN'T SHEILA SITTING DOWN, SAYING I WANT THIS AND I WANT THIS AND I WANT THIS. THIS IS A AN ORGANIZATION THAT WENT THROUGH THIS AND SAID, THIS IS WHAT YOU'RE DOING NOW.
