Haskins, Planning Manager) Executive Summary In accordance with the Development Agreement approved by City Council and executed in December 2019, the applicant is requesting to rezone 20.433 acres for a multi-use Planned Development (PD). The purpose of the PD is to create a development that consists of an area for townhomes and another for mixeduse (residential and commercial) on vacant property located from 2535-2701 S. State Highway 78.

The reason for the requested rezoning to a Planned Development (PD) is to allow for an age restricted mixed-use senior residential community. The PD contains three subdistricts that are proposed to contain different categories of residential development for senior living.
