The property currently contains a single-family home and was annexed into the City in 2014. Consider, and act upon, Resolution No. 2019-19(R) of the City Council of the City of Wylie, Texas, accepting the proposed property tax rate for fiscal year 2019-2020, accepting the calculation of the effective tax rate, establishing dates for public hearings on the proposed property tax rate, and providing for the publication as provided by the Texas Local Government Code, Section 140.010. (M. Beard, Finance Director) Executive Summary The City is required by law to follow certain meeting and notice (publication) guidelines identified in the “Truth in Taxation” guide. In accordance with the “Truth in Taxation” laws of the State of Texas, the effective and rollback tax rates and other information must be published and two public hearings must be held if an entity’s proposed tax rate exceeds the lower of either the effective tax rate or the rollback tax rate. This year’s effective tax rate is $0.688454 and the rollback tax rate is $0.723543.
Consider, and act upon, Ordinance No. 2019-20 amending Ordinance No. 2018-24, which established the budget for fiscal year 2018-2019; providing for repealing, savings and severability clauses; and providing for an effective date of this ordinance. (M. Beard, Finance Director) Executive Summary Staff is recommending a transfer of $1,300,000 from the General Fund to a new Capital Fund (461) for Fire Station #2. The $1.3 million is included in the Fire Department’s 2018-2019 budget for remodel of Fire Station #2. This money was from General Fund Balance in the 2018-2019 budget. Council discussed the Fire Station #2 remodel and decided to forgo the remodel and pursue building Fire Station #2 on the land adjacent to the Municipal Complex. The amendment is to move the money from the Fire Department’s budget into Combined Services “Transfer to Capital Fund” account in the General Fund. The $1.3 million will then be moved to the Capital Fund 461 fund balance for the future construction of Fire Station #2.
Consider, and act upon, the appointment of a board member to the North Texas Municipal Water District (NTMWD) Board to fill an expired term of June 1, 2019 to May 31, 2021. (S. Storm, City Secretary) Executive Summary The Board of Directors of the North Texas Municipal Water District (NTMWD) is a policy making body similar in nature to the City Council. The Board is responsible to both the State of Texas and to the member Cities for assuring that NTMWD operations occur in accordance with state and federal law, in alignment with NTMWD policy, and in the best interests of the Cities receiving services.
